About TCOE India
[n 2007, the Department of Telecommunications, in active collaboration with COAl, AUSPI, telecom
operators and premier academic institutions of the country such as the Ills, the 11M and the IISc,
established seven Telecom Centres of Excellence (TeOEs) under the common banner'TCOE India'. l(OE,
a Public-Private Partnership initiative, involves all telecom stakeholders operators, equipment
manufacturers, R&O c{'ntres, government organisations, international universities. etc. and operates
with a vision to permeate telecom technology across the Indian population and make India a leading
tele<om nation overthe next decade.
The leCEs are guided by the mission to create synergies among the academia, the telecom
industry and the government for the creation of new services and applications, generation of IPR,
development of manufacturing capability, global telecom standardization activities, and promotion
of entrepreneurship.
About the Awards
The robust growth witnessed by the Indian telecom sector has made it necessary to build a balanced
ecosystem and ensure that R&D, innovation and manufacturing grow together to help sustain this
growth. Along with this, the need to promote quality and excellence has also become imperative as a
means to provide telecom stakeholders with the necessary impetus and encouragement to continue
with their valuable contribution to the sector.
As part of its mandate of promoting innovation and manufacturing in the Indian telecom sector, TCOE
India has instituted a National Award, the " TCOE Award of Excellence", in association with the
Department of Telecom, COAl. AUSPI and FICCI. This award will be presented each year during the 1ndia
Telecom' event with KPMG as the Knowledge Partner. Since these awards are from a platform involving
all telecom stakeholders in India, they bring with them vital peer recognition and an esteemed
certificate of excellence.
CATEGORIES OF THE AWARDS
The Awards will be gi ven to inst itutions, organisati ons, compani es, and soci eties / trust s that have
excelled in their respect ive domains in promoting the growth of telecom in India. There are seven
categories of the Awards. The categories and sub categories are as follows:
R&D Organisations I Centres Doing Excellent Work in Telecom
As in any technology domain, R&D plays a vital role in the
development of the telecom sector in a country. By creating new,
innovat ive products and revenue streams, R&D activities in the
telecom domain help in trickling down the benefits of telecom
technology to the masses while helping telecom companies
maintain their commercial interests and competitive edge.
Academic Institutio ns engaged in Telecom Research
Great ideas often rest on sound academic thoughts. Academic
institut ions act as an integral backbone of any technology-driven
indust ry. Telecom is no exception. Institutions involved in
telecom research in India have contributed to the
development of the nation's telecom sector.
Manufacturers in India with maximum local value additions

Customer Premises Equipment (CPEs)
Telecom manufacturers with significant local value addition are
instrumental in ensuring that India witnesses not only growth,
but real development in the telecom sector. They contribute
to the nation's economy by creating jobs and
ensuring that India's telecom joumey takes the shape of
sustained, indigenousdevelopment
Startup I Indian companies which have showcased excellent
product development capabilities
Start-up companies are the seedbed of innovation in any sector.
Given that telecom companies operate in a highly competitive
environment that necessitates constant innovation, telecom
start-ups wi th robust product portfolios need to be encouraged and
recognized for their contribution to the domain.
ABOUT THE EVENT

Telecom as a sector contributes to the society. Within
the broader domain, t here are specific products and applications
that cater to societal needs. The innovators behind
these products and applications need special recognition in
appreciation of thei r contribution to the society.
Telecom Product exporter with maximum Indian IPR
Telecom Hardware Telecom Software
Although India is a thriving telecom market. the share of Indian IP
in the telecom domain is not high enough in comparison with
some other sectors - such as pharmaceuticals and automotive.
Indian IPR in telecom technology can help the industry save
in royalty payments made for imported products
and components. Telecom product exporters with t he maximum
Indian IPR serve the dual purpose of increasing exports whi le
cutting down on imports, thereby creating a favourable impact
on the nation's balance of payments.
Operators with customer f ocus for delivery of best Quality of
Service
Active Service Provider Passive Service Provider
The qual ity of the telecom services offered to subscribers directly
affects the demand for such services & is therefore a key
determinant of the overall health of the Indian telecom sector.
Quality of service & customer focus can also serve as an
important different iation platform for operators. It is therefore
necessary to encourage the provision of better qual ity of services
and recognise operators that excel in this KPI.
The lst Annual TCOE Awards of Excellence will be held at The Oberoi, New Delhi on 7th December 2011.
The Awards will be given by t he Hon' ble Union MinisterforCommunications &IT.
ABOUT THE JURY
The nominations wil l be evaluated by an eminent jury comprising distinguished members from the Government. the academia, the
telecom indust ry and various i ndustry associ ations.

The selection will be a fair and transparent
process and excellence will be the only
major consideration for the awards. The
criteria for selection are being well
publicised on various platforms to
reinforce the authenticity and sanctity of
theawards.
