The quality of music is paramount and as with the classical music, acoustics is a fundamental issue for the audience. There must be clarity and precise definition in the rapid musical passages so that they can be appreciated in detail. The experience also includes the evocation of atmosphere on the stage and the visual composition of performers and scenic setting. The inside character unites the sound transmission and the artistic choreography that captivates the interest of the audience. The design of this center needs to be suitable for many kinds of classical music composed in a wide variety of circumstances. The musical has become recognized as part of theatre heritage and certain musicals are now hailed as classics. The culture is connected to these performing arts whereas traditional and folk arts interrelated to the continuous preservation of the theater arts. Drama productions are essentially concerned with the spoken word, but also to a great extent with facial expressions and body language. They are presented by a company of actors within a scenic setting to a script by a playwright and under the interpretation of a director. The performance aims include comprehension of the text, interpretation through dramatic effect and the communication with the audience by the acting and setting. The counter-attraction of other leisure activities, in particular cinema and television, saw the decline in attendance at the performing arts, and exacerbated by rising costs of productions, theatre building were perceived as becoming obsolete. Recent decades have arrested and indeed reversed this decline. The improvement of quality of the facility increased audience comfort. Ancillary accommodation of bars and restaurants has become more attractive for public. The facilities for performers and technicians have improved substantially and generate interest and stimulate attendance. Audience main purposes for such activities are the content and presentation itself. The active support from the public sector for music, dance and drama, endorsed by a political concern to sustain activities also increase the audience numbers. The growth level of the tourism is due to increased affluence in the population and improved, less costly and travel arrangements. The result has been for live performances to become an identifiable attraction for the tourist visiting a city. The music/drama festival has proliferated, and many cities and towns benefit from annual general and specialist festivals with visitors from within a country and abroad as cultural tourists. The higher educational attainment, more disposable income and increased mobility \, are all the attributes of the traditional public for the performing arts. Also specific management policies have reduced perceived barriers, encouraging non traditional members of an audience to become involved as viewers of, or even participants in the performing arts. The decline of the use of the city center was the increased spread of low density suburban areas, the relocation of rental outlets and offices to out-of-town sites, parking difficulties, and in some cities, an adverse reputation, with a consequential reduction in transport systems serving the center. The center to be functional it must be a community based that creates ease of access to the city center facility from residential, commercials, institutions and also with the improvement of transport networks and car parking facilities. Provision of all day activities in the facility, organization of supporters clubs,special

programs and workshop to attract children and young persons, cooperation with local education authorities with visits to schools through a Theatre-in-Education program. According to Marshal Long, Concert halls are rooms designed specifically for music in which the musicians and the audience occupy the same space. In good concert halls the number of seats ranges from 1.5 to 2.2 seconds with preferred values between 1.8 to 2.0 seconds. In large auditoria the biggest absorbing surface is the seated audience. Since it is desirable to maintain a consistent acoustical environment, no matter the number of people, it is the most important to use seats whose absorption characteristics closely resemble that of a seated occupant. Concert hall should be padded so that there is little acoustical variation between the rehearsal and the performance. Space must be provided for orchestra is compromise between comfort and acoustics. It is visual to understand what the spaces are to be used for. There is no such thing as a generic performing arts space. The acoustic and technical provisions have to be aligned with the potential uses, it also important to provide flexibility and the ability to make changes at a later date as new and better technologies come along. Central to this is an appropriate and powerful technical infrastructure, and by this we are talking about good structural, electrical and spatial provisions. The items of hardware that connect to the ends of that infrastructure can be decided later indeed, that is the most appropriate strategy given the rapid changes that are happening with theatre technical systems. According to Linda Nussbaumer, design solution is only as good as the quality of its research. Identifying what is relevant to a particular design project and understanding how to research that designers take to attain the highest quality of research are therefore essential. EBD is defined as a process of conscientious, explicit, and judicious use of current best evidence from research and practice in making critical decisions. EBD research is to conduct or locate research, report the findings, and apply the findings to the design solution. The systematic, logical method ensures that both creative and comprehensive design solutions that will satisfy and meet the needs of the client.

Methodology My Iloilo Performing Arts Center requires systematic inquiry that base the decision on quantitative and qualitative research, thus systematic inquiry not only creates knowledge but also solves design problems. The major procedure undertaken for this center was through the application of Evidence Based Design (EBD). Design process involves the programming phase consist of information gathering.
