G.S.R. 983(E).-ln exercise of the powers conferred by the pro viso to article 309 of the Constitution and in
supersession of the Indian Posts and Telegraphs (postmenlMail Guards/Head Mail Guards) Recruitment Rules, 1969.
except as respects things done or omitted to be done before such supersession, the Pres ident hereby makes the following
rules regulating the method of recruitment to the posts of Postman and Mai l Guards in the Depart ment of Posts, in the
Ministry ofCommunications and Information Technology, namely :-
I. Short title and commencement.-(I ) These rul es may be called the Department of Posts (Postman and Mai l
Guard) Recruitment Rules, 2010.
(2) They shall come into force on the date of thei r publication in the Officia l Gazette.
2. Number of post, its dlUSifieation and Pay Band and Grade Pay/Scale of pay.- The number of posts, their
classification and the scale of pay anached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed
to these rules .
, 3. Method of recruitment, age-lim'" ete.-The method of recruitment qualifications and
other matters relating to the said posts sball be as specified in columns (5) to (14) of the said Schedul e.

4. Disqualification.-'7Np.person,-
(a) who has entered into 0{ contracted a marriage' with a person having a spouse living; or
(b) who, having a spouseliving, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the CentralGovernment may, if satisfied that such marriage is permi ssible under the personal law
applicable to such person and the other party tothe marriage and there are other grounds for so doing, exempt any person
from the operation ofIbis rul e,
S. Requlrement te serve in tb",ArmyPostal Service.- Any pers on appo inted to the posts specified in the said
Schedule shall be liable 10 servein the Anny Poslal Service in:India or abroad. as required.

may, by order, and be -relaxany ofthe provisions ofthese rules with respect 10 any cl ass
or category of persons,
7. Savings. -Nolhing in' these rules shall affect reservat ions , relaxation of age-l imit and other concessions
requ ired to be provided for the-Scheduled Castes, the Scbeduled Tribe s, Ex-servicemen, other Backward Classes and
other spec ial categories of persons in accordance with the orders issued hy the Central Government from t ime to t imc in
this regard.

put in, if any, against an ers twhile Group ' D' post on
regular basis as on the Ist January of the year to which
the vacancy(ies) belong fail ing which by direct recruit-
ment.
(c) 25% by direct recru itment on the basi s ofCompe-
titive examination limited to Gramin Oak Sevaks" of
the recruiting Division who have worked for at least
five years in that capacity as on the 1st day of January
of the year to which the vacancy(ies) belong fai ling
which by direct recruitment ;
* Gramin Dak Sevaks are holders of Civil posts but they
are outside the regular Civil Service due to which their
appointment will be by dir ect recru itment.
(d) 25% by direct recruitment from open market.
Note 1: The scheme for Direct Recruitment shall be as
per administrative instructions issued by the Depart-
mentfrom time totime.

grades from which promotion or deputation or absorption

(i) 25% by promotion of Multi Taski ng Staff of the recrui ting
Division with three years regul ar ser vice in the grade including
service put in. if any. agai nst an erstwhile Gro up D pos t on
rugular basis.
Note1: Where j uniors who have compl eted their qualifying or
eligibility service are being considered tor promotion. their
seniors would also beconsidere d provided they are not short
ofthe rquisite qual ifying or eligibility service by more than hal f
of such quali fying/eligibility service or two years. whichever
is less, and have successfully completed their probation period
for promot ion to the next higher grade along with their juni ors
who have already completed such qual ifying or eligibi lity
service.
(ii) 25% on the basis of Limited Departmen tal Competitive

titive examination limited to Gramin Oak Sevaks" of
the recruit ing Division who have work ed for at least
five years in that capacity as on 1st Jan uary ofthe
year to which the vacancy(ies) belong failing
which by direct recruitment of Gramin Oak Sevaks who
have worked for at least five years in the Railway Mail
Service/Posta l Div ision in the Region ;
Gannin Oak Sevaks are holders of civil posts but they
are outside the regular ci vil service due to which the ir
appointment will be by direct recruitment.

matriculation asminimum educational qualification.

Not el : Where j uniors who have completed their qualifying or
eli gibility service are bein g co nsidered for promot ion, the ir
seniors would also be con sidered provided they are not short
ofthe rqui site qualifying or eligibility service by more than half
ofsuch qual ifying or eligibi lity service or two years. whicheve r
is less, and have success fully compl et ed the ir probation period
for promotion to the next higher grade along with thei r juniors
who have already complete d such qualifying or eligibi lity
service.
(ii) 25% on the basis of Limited Departmental Competitive
Examination by promotion from amongst Multi Tasking Staff
of the recruit ing Division with three years regular service in
the grade including service put in. if any. against an erstwhile
