Republic of the Philippines MUNICIPAL SOCIAL WELFARE AND DEVELOPMENT OFFICE Province of Cavite Amadeo, Cavite MUNICIPAL DISASTER PREPAREDNESS PLAN I. Reference Map of Amadeo, Cavite PNP Security/Community Plan PD 1566 II. Situation Amadeo is located in upland part of Cavite and considered vulnerable to any kind of calamities. disasters/calamities through effective and fast delivery of services, supplies, materials, equipment for evacuation, medical and relief assistance to disaster victims. IV. Concept Disaster preparedness plan was designed to prepare community people and task deletion, making use of available resources both government and private entities. It will also develop self-reliance by encouraging and promotion of self-help and mutual assistance among local officials and their constituents. It is expected that some political and administrative subdivision of the municipality shall utilize all available resources in the immediate area before asking for assistance to neighbouring entities and higher authorities. Effectiveness of this plan will depend on the skill, resources, and the involvement of private organization and general public in the area of disaster. V. The members of the council shave the following tasks: A. The Municipal Mayor as the chairman of the municipal disaster coordinating council shall: 1. Coordinate on the municipal level, the activities and function of the various agencies and instrumentalities of the National and Local government, private institutions and civil organizations to implement the policies set by the provincial and regional disaster coordinating councils relative to disaster management. 2. Convene the council as often as necessary to effectively coordinate municipal efforts on disaster preparedness and response, emergency operation, relief and rehabilitation activities. 3. Call on heads of office of the government and private sector assigned in the municipality for assistance in preparing for, reacting and recovering from the effect of civil contingencies. 4. Prepare and disseminate control manuals and other publications relative to measure on disaster control, prevention and mitigations.

B. Staff Elements 1. Intelligence and Disaster Analysis Units This unit evaluates disaster situations, determination courses of action to follow in time of emergency and formulate guidelines in evaluating disaster situations. a. Evaluates warning in formation and advises the member of the municipal barangay disaster coordinating councils on impending disaster. b. Makes recommendation on how to prevent disaster, if possible and/or suggest precautionary measures to minimize the effects of disaster. c. resources. d. Prepares appropriate recommendation to proper authorities for possible declarations of the existence of state of calamity in affected areas. The calamity finds to ameliorate the sufferings of disaster victims. 2. Plans and Operations Unit a. Determine courses of action to be taken on the recommendation of the intelligence and Disaster Analysis Units b. Determine the type and number of operating teams to be utilized in the disaster area. c. Recommends implementation for allocation of the existing plans. d. Maintains and/or supervises the program of operations and the necessity of utilizing additional teams. e. Prepares appropriate reports upon termination of Disaster Operations. 3. Resources Units Submit recommendations for allocation of needed

a. Undertaken a survey or urgent items needed in helping the victims/suffers disaster/calamities as well as gather the necessary statistic on resources such as: 1. Food - rice, corn, meat, vegetables, fish, soft drinks, and other grocery items. 2. Clothing materials and foot wear 3. Construction materials cement, lumber, roofing materials and hardware 4. Medical supplies medications 5. Transportation government and private vehicles available 6. Other rehabilitation items sees, planting materials, pesticides, fertilizers, livestock and fingerlings b. It shall have the continuing tasks of updating its data and shall furnish name to all concerned for ready reference and guidance. C. Operating Items 1. Health Service involves the medical and first aid services 2. Evacuation Service in coordination with transportation service, evacuate the populace and properties systematically if emergency or calamity arises 3. Relief Service cares for homeless and distressed, responsible for setting evacuation center for catering, registration, inquiry and other assistance of personal nature 4. Rescue and Recovery Service provides team to save lives by quickly getting people out of damaged buildings and/or freeing the trapped and isolated areas. 5. Emergency Transportation Service operates trucks and means of transportation for evacuating victims/sufferers, hauling of relief workers to designated areas

6. Fire Service help the existing fire departments in operating fire engine, putting out fires and organizing fire brigades 7. Communication and Warning Service provides, operates and maintains continuous and reliable communication and warning system throughout the period of impending and/or existing disaster and emergencies 8. Supply Service identifies the resources of such supplies as may be needed, receive and channel the same to the service leaders as needed. 9. Damage Control and Engineering Service establishing a plan to attend to water supply, gas valves, power switches and others 10. Police Security Service help the PNP in enforcing traffic regulation, prevention of loothing and other acts of lasciviousness D. Chief of Police PNP 1. Establishes direct communications Provincial Director, Provincial Command. linkages with the

2. Assist in securing transportation facilities for rapid movement of victims/sufferers, relief and rehabilitations personnel. 3. Assist in undertaking massive rescue and evacuation operations. 4. Assist in the implementation of health and medical measures. 5. Assist in the distribution of relief goods and supplies. 6. Provides security coverage in the disaster operations and evacuations center and areas affected by disaster/calamities. E. MSWD Office 1. Assist in securing relief goods and supplies for the disaster victims/sufferers.

2. Prepares case records of victims/sufferers for emergency welfare services. 3. Receives and distribute donations from all sources. 4. Coordinates with other agencies and integrating relief work and rehabilitation services throughout the disaster operations/rehabilitation services. 5. Extend livelihood programs. F. DOH-Municipal Office 1. Establish emergency station for first aid treatment of disaster victims/sufferers. 2. Provides necessary medicines and medical treatment. 3. Institute preventive and curative measures to check and control the occurrence of diseases. 4. Organizes the municipal medical teams to support and assist in disaster operations. 5. Maintain sanitary conditions in the affected areas. G. DECS District Office 1. Makes available school buildings nearest the affected areas as evacuation centers. 2. Assist in providing victims/sufferers emergency relief goods/commodities out of the school feeding program stock file. 3. Disseminate information in the nature of different calamities, their causes and prevention and other precautionary measures prepared by the Provincial Office. 4. Coordinates with other agencies in warning people of impending calamities especially in remote areas. 5. Oversees the activation of the school disaster control groups and reaction teams in the school and institution of learning within their jurisdiction when affected by disasters or calamities.

H. DILG-Municipal Office 1. Responsible for overseeing the organization of Disaster Coordinating Councils and the establishment of operations of the local government within the municipality. 2. Assists the monitoring of disaster situation. 3. Assists disaster/calamities. in the rural folks of implementing

I. DA-Municipal Office 1. Render assistance to disaster victims whose fishponds/farms may have been damaged or destroyed. 2. Assist procuring needs and fertilizers for damaged farms. 3. Make available cereals for disaster victims. 4. Assist in securing and providing disaster victims/sufferers livestock through animal dispersal program. 5. Areas agricultural damages and farm animals.

J. Municipal Information Office 1. Establish communication linkages. 2. Coordinates with the public and private communications office for the use of their communication facilities in extended assistance during impending disaster operations. K. Municipal Engineers Office 1. Restores infrastructures. or repairs damaged roads, bridges and

2. Assist in transporting of relief supplies and evacuation of disaster victims. 3. Restores destroyed public works installation.

4. Provides transportation through local transportation companies for surveying affected areas, transporting relief supplies and for evacuation of relief victims. 5. Provides affected areas communication facilities. with potable water and

6. Coordinate with the public and private communication facilities and extending assistance. VI. COORDINATING INSTRUCTIONS A. All Tasked Agencies assigned in the municipality shall develop and execute their respective Action Plans in support of the Municipal Calamities and Disaster Preparedness Plan. Action Plan shall be submitted to the MDCC within thirty (30) days from the approval of the plan. B. Planning and Operations shall also be done on an inter-agency, multi-sectored basis to optimize the utilization of resources. C. All the different levels of disaster control organizations action plan must be consistent with national guidelines. D. The principle of the agency specialization shall be respected and utilized to assure economy and judicious use of government resources. E. Coordination between the Disaster Coordination Council and the barangay brigade is encouraged. F. The National Government exists upon to support the local government in times of emergencies and according to their level of assignment. All national government offices assigned in the municipality shall support the local government. G. Offices/units declaring for emergencies shall lift said alert for agencies not involve in the disaster operation and participating agencies/unit upon accomplishment of the mission. H. Upon receipt on warning information from the RDCC/PDCC and other resources, implement their action plans pursuant to the municipal calamities and disaster preparedness plan. I. Monitor action taken by their respective unit.

J. Submit report as obtained from the field. K. Recommend action to be taken by the other cooperating/implementing agencies in the mitigation of disaster requirements in stricken areas beyond their capability plans. VI. ADMINISTRATION AND LOGISTICS A. All agencies shall provide their own logistics and financial support for short term operations. B. Request for support on protracted operation shall be forwarded to the PDCC/RDCC. C. The PDCC/RDCC shall finish support when operation requirements are beyond the capability of the municipality concerned. VII. CONTROL Direction and control at the municipal level will be exercised through the chairman of the Disaster Operation Center.
