The Meghalaya Energy Corporation Limited (MeECL), Shillong after referred to as Corporation herein responsible inter alia for Planning, Design, Construction, Operation&MaintenanceofHydroPowerProjectsinMeghalayaintendstoimplement thefollowingHydroElectricProject: GanolSmallHydroProject22.5MW(3x7.5MW)capacityinWestGaroHillsDistrictof Meghalaya,India. TheCorporationintendstoPrequalificationfromprospectiveBiddersforcompetitive bidding for construction of the above project in single package (Civil and Electro Mechanical works). The approximate estimated value of this package is Rs. 140.63 Crores. 3. Thetimeofcompletionoftheentireworksshallbe36(thirtysix)monthsfromthedate ofissueofworkorder. EarnestMoneyDeposit(EMD)/BidsecuritydepositshallbeRs.2.81Crore. The brief scope of work which may however undergo certain changes during construction,isasunder. (ix) ProvisionofInstrumentandControl. ElectroMechanical work as detailed in the Technical Specifications for Ganol SmallHydroProjectsuchas: 3(three)nos.ofverticalshaftgeneratingunitof3x7.5MWwithFrancisturbinesalong with transformer, 11kV panel, cables, 132 KV Switchyard with 132 KV Transmission line.PenstockButterflyValvewithallauxiliaryequipmentetc. The supply of various hydraulic, electrical and mechanical equipment and apparatus relating to the power station and 132 kV Switchyard shall be supplied as per the detailed specifications given under the different sections. The scope of work covers design,manufacture,testingbeforedispatch,supply,insurance,transportation,delivery, storage at site, assembly and erection/supervision of erection, site testing and commissioning of the various equipment. The tenderer shall prepare the detailed design,materialspecification,operatingandmaintenanceinstructionetc.fortheworks. The tenderer shall design, manufacture, supply, erection, testing and commissioning andhandovertoMeECLandguaranteefortwelvemonthaftercommissioningallworks complete in every respect with all necessary accessories for reliable continuous operationasperthedetailtechnicalspecifications. (a) PreQualificationisopentocontractingcompaniesandvoluntarilyformedJoint 6. Ventures entity. A contracting company or a member of a Joint Venture shall giveonlyoneapplication.Ifapartysubmitsmorethanoneapplicationsinglyor amemberinJointVenture,allapplicationsofthatpartyshallberejected. (b) PreQualificationdocumentsshallonlybeissuedtointendingBiddersinsingle or Joint Venture who have proven experience as contractor in execution of Hydro Electric Projects of Civil works and Electro Mechanical works of type, magnitude and nature similar to items listed hereunder and should have financialcapacityasstipulatedhereunder. In case the Bidder himself does not meet all qualifying requirements, he may quoteasJointVentureinassociationwithotherCompany/Companies(notmore thanone)ofrepute.Insuchcase,theconstituentsoftheconsortiumshallmeet thequalifyingrequirementsofrespectiveitems.TheBidder/LeadPartnershall

actastheleaderofsuchconsortiumandshallsubmittotheCorporationalong with the Technical Bid, a consortium agreement with the constituents undertaking their joints liabilities and several responsibility towards satisfactory performance of the works of the Project, if awarded, failing which his Bid shall be liable to be rejected. In the event of failure of any of the constituent member of the consortium to fulfill the respective contractual obligation, the responsibility of completion of the same shall rest with the Bidder,theleaderoftheconsortium. (c) TheBidderoritsassociateshouldhaveexperienceinexecutingthefollowing: (i) (ii) Atleast1(one)HydroElectricProjectwithinstalledcapacityof18MW oraboveduringthelast7(seven)years. 3(three)ormoremajorworksduringthelast7(seven)yearsforDam, Tunnel,Penstock,PowerHouseandHydroMechanicalStructures(such asRadialGates,VerticalGatesetc).However,eveniftheBiddercomply withthisconditionbuthasnoexperienceinRadialGates(OgeeSpillway or Sluice Spillway) he may be allowed to take part in the Pre Qualificationprocessontheconditionthathesubletorengageacontract forthesaidGatesapprovedbytheDepartment. (d) ThemanufacturersofHydroGeneratingunit/JointVenturefirmsorCompanies (manufacturers of hydro turbine and/or generator) who have supplied hydro generating unit along with other auxiliary equipments for at least 2 (two) project(hydropowerstation)havingunitsof7.5MWorhigherduringthelast 10 years. The Bidder or its associate is required to supply the Turbine and Generatorfromhisownmanufacturingplant. (e) TheBidderoritsassociateshouldhavecompletedconstructionofoneormore Penstockofdiameternotlessthan2.00mandminimumlengthof500m. (f) TheBidderoritsassociateshouldhavecompletedconstructionofradialgatesof totalsize(inasinglecontract)notlessthan117.00m2. (g) The Bidder as well as the associate should have the following financial capability. Annual Turnover : The average annual turnover of at least Rs. 40 crore (Rupeesfortycrore)onlyofthepreceding3(three)years. (h) TherequestforissueofBiddocumentseitherindividuallybyasoleapplicantor collectively by Joint Venture partners shall be accompanied documentary evidenceofexperienceinsupportoftheBidderhavingexecutedsimilarworks. However, issuance of Bid documents will not construe that Bidders are automaticallyqualified.

7. JOINTVENTUREAPPLICANT IncaseofjointventureBidders,JointVenturepartnersmustcomplywiththefollowing minimumqualifyingrequirements. (a) The Joint Venture formed by the Bidders should be limited to two partners includingtheLeadpartner. (b) TheLeadpartnerandtheconstituentmembershallfullymeetthefollowingas perspecifiedcriteria Averageannualturnover Networth Numberofyearsofoperationalexperience Specifictechnicalexperienceforworksitems.

(c) All the partners of the Joint venture should individually fulfill the profitability specifiedcriteria. 8. JOINTVENTURES ApplicationsarealsoinvitedfromConsortiumorJointVentures.Suchmustcomplywith thefollowingrequirements: (a) The composition of the Joint Venture and role and responsibility of each constituentmustbewelldefined. (b) Each partner of a Consortium or Joint Venture must complete as part of the submission,separatelyafullsetofallforms. (c) A copy of Joint Venture of Consortium Agreement shall be attached to the specified form for Joint Venture/Consortium data. Such Joint Venture AgreementshallbedulyregisteredunderaCourtofLawhavingjurisdictionin India. Joint Venture Agreement shall specify Joint and several Liabilities of all thepartnersinrespectoftheContractperformance,ifawardedtheContract. (d) The Joint Venture arrangement shall clearly indicate who shall be the lead partnerandshalldesignatetheleadpartnertoberesponsibleforrepresenting theConsortiumorJointventureinallmattersrelatingtotheperformanceofthe contracttoMeECL. (e) For purpose of establishing financial soundness of the Joint venture the collectivefinancialpositionwillbereckonedandinformationinthisregardshall befurnishedindividually. (f) The Joint Venture Agreement has to include a description of the proposed participationandinterseresponsibilitiesofeachpartneroftheConsortiumor Joint Venture, together with a statement of the proposed percentage contribution (in terms of corresponding percentage of the Contract value) by eachpartnerfortheperformanceofWorks. (g) The PreQualification of a joint Venture does not necessarily prequalify any of its partners individually or as a partner in any other Joint Venture or association. In caseof dissolution ofa Consortium or Jointventure,each ofthe constituentFirms shall be considered for PreQualification if they meet the PreQualification

requirements individually. Notice of Dissolution of Joint venture must be given to MeECL at least a week prior to the closing date of receipt of the PreQualification Application. (A Joint venture or Consortium and any Constituent Partner of that JointVentureorConsortiumshallnotbeprequalifiedseparately). (h) TheLeadPartnershallbeauthorizedtoincurliabilities&receivedinstructionsfor & on behalf of any & all Partners & the entire execution of the Contract including paymentsshallbedoneexclusivelywiththeLeadPartner. 9. PROCEDUREFOREVALUATIONOFJOINTVENTUREORCONSORTIUM 9.1 Joint ventures or consortiums of not more than 2 (two) partners are permissible. Each partner of a Joint Venture or Consortium shall be evaluated individuallyagainstallthequalificationcategoriesandweightedaveragescore shallbecalculatedagainsteachofthequalificationcategoriesbymultiplyingthe score points secured by individual members of the joint venture or the consortiumbythefollowingpercentage TheLeadMember :60%(eitherCivilorE&MContractor) :40%(eitherCivilorE&MContractor) OtherConstituentMember

Thescorepointscalculatedforthemembersofthejointventureorconsortiumonthe basis of the percentage stated above shall be added together to arrive at the joint venturesorconsortiumstotalcapacityinrespectofeachofthequalificationcategory. 9.2 A joint venture or a consortium must collectively meet the minimum requirement. 9.3 Applicants having arbitration proceedings should declare details of such proceedingswhilesubmittingtheirtenderdocuments. 9.4 Theevaluationshallbedonepurelyonthebasisofinformationfurnishedinthe Forms. The request for the PreQualification documents shall be duly accompanied by a non refundablefeeofRs.15,000(RupeesFifteenthousand)onlyasperset,andmustclearly state Request for PreQualification documents for construction of 3 x 7.5 MW Ganol SmallHydroProject. The nonrefundable fee may be paid in the form of Demand Draft/bankers Cheque in favour of The Chief Accounts Officer, MeECL, Shillong payable at Shillong, India. The applicant may collect the documents in person or through an authorized agent on any workingdayfrom20thMay,2011to3rdJune,2011between10.00hrsto17.00hrs(IST) from the office of the under signed. If desired, the Corporation shall dispatch the documents by registered post/airmail, but under no circumstances will it be held responsibleforlatedeliveroflossofdocumentssomailed. LatereceiptofrequestforissuanceofPreQualificationdocumentseitherbyhandorby postshallnotbeentertained. 11 Applicants who have been blacklisted by the Central Government/Any State Government/OtherGovernmentAgencies/PublicSectorundertakingsneednotapply.Such applications,evenifreceived,shallberejectedoutright. In the event, any information furnished in the Applications is found to be incorrect/deliberately concealed; such applications shall be summarily disqualified in the tenderingprocess. The Corporation reserves the right to reject any or all PreQualification, without thereby incurringanyliabilitytotheaffectedBidders,nordoesithaveanyobligationtoinformthe BidderofthegroundfortheactionoftheCorporation. 14 Applicants shall be informed in due course of the result of their PreQualification Application.OnlyFirmsorJointVenturesprequalifiedfortheintendedpurposeasperthe Evaluation Procedure laid down in the PreQualification Invitation Documents shall be invitedtobidfortheMainTender. 15 AllexpensesrelatingtotheparticipationinthisPreQualificationprocessshallbeborneby theApplicantsthemselvesandinnocaseshallsuchexpensesbereimbursedbyMeECL.The documentssubmittedbytheApplicantswillnotbereturned.
