INFORMATION INTRODUCTION: CONTENTS OF A PROJECT PROPOSAL


The Project Proposal is a document that confirms the design basis as presented in the project Design Basis Scoping Paper (DBSP). The Project Proposal is the major product of the Preliminary Engineering Phase. The Project Proposal is the basis that defines the approved Expenditure Request (ER). It establishes the detailed design basis and scope of a proposed facility including its size and general layout, and it provides a specification for the functional and performance requirements of the integral systems and subsystems. It also establishes procurement and construction strategies, the basis for estimating and pertinent scheduling information. Project Proposals can vary in the level of detail depending on the type and complexity of the project. The approved Project Proposal defines the basis of the final detailed design and the scope of work from which all subsequently approved scope changes are measured.

Purpose
The Project Proposal provides documentation of the agreement on the project scope and design basis between the Saudi Aramco Project Management Team (SAPMT), the Project Proponent, and technical and other support groups. The Project Proposal defines the detailed project requirements identified through careful evaluation of project objectives, procurement and construction strategies, and plans by SAPMT, Proponent, Engineering Services and the Engineering Contractor to ensure the optimum results. The approved proposal represents a firm commitment to the project scope from safety, quality assurance, environmental, technical and other supporting disciplines. The Project Proposal also establishes the basis for the ER funding estimate and the major milestones schedule. The Project Proposal must be completed in the earliest possible time after approval of the Design Basis Scoping Paper (DBSP) and T/C 68 funding. Environmental assessments must be completed early in the project planning and design stages for inclusion in the project proposal. The Project Proposal should

be completed and approved prior to proceeding with ER funding, detailed engineering and material or equipment purchases. By the completion of the Project Proposal, the ERA will be established. Engineering performed without an approved scope and without an approved budget can lead to poor control, lost engineering man-hours, wasted company resources and schedule slippages.

Application
Project Proposals are required for all Capital, NonCapital and Expense projects under the control of Engineering and Project Management (E&PM). Project Proposals range from proposals that require minimal detail to proposals that involve heavily detailed documentation. The type of Project Proposal needed is agreed upon by both the SAPMT and the Operating Organization.

Project Proposal Contents


The following 12 topics are typically included in a Project Proposal. Table of Contents The Table of Contents provides a list for easy reference of the sections of the Project Proposal books. Because there are usually at least two volumes of the Project Proposal books, it is best to make the Table of Contents continuous, covering all the material for all volumes. Project Summary This section provides a history of the existing conditions, a brief discussion of the proposed facilities and their justification, an outline of the Project objectives, and a brief description of how these objectives will be achieved.

Project Description This section provides scope and design information on the major elements of a project. It provides details concerning the design basis and the proposed facilities, including sizes, capacities, location/layouts and other project-related information. As required, the drawing index is crossreferenced to produce a clear and complete project description. The list below provides typical elements found in a project description. Plant location and layout Process description and design basis Process flow diagrams (PFDs) Onplot and offplot facilities (above and underground) Major mechanical, electrical, and utilities systems requirements Electrical one line diagram Piping and Instrumentation Diagrams (P & IDs) Site topography and soil data Modifications to existing plants Operating variables (as required by Central Dispatch Center) Corrosion control Impact with other projects Impact on and interface with other related projects Environmental Impact Assessment (Refer to SAEP-13) Security, fire protection, and safety requirements (including a risk impact statement, if necessary) Communications

Value Engineering

Control systems (including SCADA, and land use permits for communication cables routes and building sites) Project schedules Training requirements Land use permits QA/QC strategy that complies with SAEP-1023

Value engineering studies will be performed during Project Proposal development, as appropriate, with the objective of identification of cost reduction proposals to effect immediate and life cycle savings to Saudi Aramco while maintaining required performance. Any proposals that are accepted from this study are to be incorporated into the scope of work, and they will become an integral part of the Project Proposal. Constructability Constructability review, as appropriate, will be performed during Project Proposal development. The review will address the logistics of plant tie-in and construction feasibility of the project to improve cost effectiveness and minimize rework. Communication Requirements Saudi Aramco construction projects normally require both temporary (during construction) and permanent communication systems. As procurement approval for radio frequencies and materials involves long-lead times, communication systems require early identification and coordination between Computer, Communication & Offices Systems (CC&OS) and the SAPMT. To facilitate these requirements, the proposal should contain the following: A summary of temporary and permanent communication system requirements. Additional communication facilities and/or modification to existing facilities necessary to meet the project requirements should be identified.

The identification of communications requirements to be handled by the communication organizations (Communications Operations Department). A schedule of communication material requirements with an estimated site delivery. The identification of all communication disaster recovery aspects of the project, including a plan for their implementation.

Safety and Security Directives The Safety and Security Directives (SSD), referred to as SAESO Series, must be adhered to by all projects in accordance with the directives given to Saudi Aramco by the Saudi Arabian Government's Supreme Commission for Industrial Security. The SAPMT shall contact the Consulting Services Department in Dhahran and the Industrial Security organization to obtain current requirements before proceeding with Project Proposal Engineering. A separate section in the Project Proposal shall be devoted strictly to safety and security requirements. All deviations from the SSD must be documented and included with the Project Proposal. Deviations must be approved by the General Manager, Industrial Security, and the Chief Engineer. A typical example is included as Addendum 1. Materials and Equipment The Project Proposal provides a table of major materials and equipment items that are identified for use on the project. When performing preliminary engineering, the engineering contractor, with guidance from the SAPMT, must perform a priority check following the basic Corporate and E & PM policies/procedures to determine where the materials will be purchased and to ensure that no new purchases are made for materials that are already available. The SAPMT and the engineering contractor should address the following strategies: Incorporate materials that require the least new cash outlay to Saudi Aramco.

Make maximum economic use of the materials that are available from DC surplus and SAMSS excess inventories. Make maximum economic use of locally manufactured materials. Provide full justification for any proposed purchases of contingent quantities or noninstalled spares.

During the Project Proposal preparation, SAPMT may request assistance on material related questions from Materials Control Department. The proposal should also identify critical project materials requirements along with their exworks delivery time. Materials Source List - The materials source list identifies major equipment and material items and their procurement source. Where possible, the estimated dollar value and the quantity should be indicated. The proposal effort should include the development of all engineered equipment to a draft requisition stage. For critical items, these requisitions should be issued on a Quotation Request (QR) basis to vendors for determining price and delivery schedules. The major equipment list should indicate (by Account Number or Job Order) the item number, a brief description, a data sheet, a requisition number (if available), an estimated value, and other pertinent information. The following areas should be segregated: DC surplus materials SAMSS excess materials Locally-manufactured materials SAMSS allocation DC purchases Contractor procurement in the case of Lump Sum Turn Key (LSTK) or Lump Sum Procure/Build (LSPB) Contracts

UseUp Target Values - The DC Surplus Inventory Report and the MSO Priority Use SAMSS Excess Material Report must be studied to prepare the listing and estimated values of possible DC surplus and SAMSS excess usage.

During the Project Proposal development this list should be further refined to set the target values for use-up of those items that will be reported during the life of the project. LSTK or LSPB contracts shall use the same format and shall estimate total commodity (SAMSS) and engineered (DC) material costs (regardless of originator) as the basis for determining use-up values. The target values are goals that require extra effort to achieve, rather than just a restatement of the original major items. Locally-Manufactured Material - During the Project Proposal development, the SAPMT should obtain from MSO and/or Public Affairs/Industrial Development Division (IDD) a current listing of locally-manufactured products and sources, which are to be utilized by the project. Soon after Project Proposal engineering begins, the SAPMT should obtain a current list of approved locally-manufactured products, (Saudi Arabian Manufactured Materials Catalog). A study of this list will be made as the Project Proposal is being developed. At the time of Project Proposal completion, a firm listing of materials to be used will be developed along with an updated targeted value. Contingent Materials - The preliminary engineering services contractor is directed to provide "neat" takeoffs with no allowances for contingencies. On a very selective basis there will be justification to adjust quantities slightly. In these special situations, the Project Engineer must state the contingent ordering percentages to be applied to "neat" takeoffs. All proposed contingencies must be justified, and their impact on returns must be discussed. This list, with justification, must be highlighted in the Project Proposal Meeting Minutes for approval by the E & PM Vice-President or his designee. Critical Plant Equipment Unit Sparing (Capital Spares) - A list of proposed installed spares for critical plant unit equipment and a list of non-installed (standby) spares proposed for entry into SAMSS Class 19 (Refer to General Instruction (GI) 355.310) is to be provided along with the estimated cost for each item and justification for purchase. Comparison must be made between spares that are specified in the Design Basis Scoping Paper and spares that are specified in the Project Proposal.

Startup Spares - Construct-only project materials furnished by Saudi Aramco need not address this subject because spares will be furnished per GI 321.006, Project-Originated Spare Parts Requirement. For Procure/Build contracts, the SAPMTs must specify start-up spare responsibility including how they will be provided, the financial impact of purchase, and final disposition of residual spares. In the case of a LSTK contract, the LSTK contractor is responsible for start-up spares. Residual spares remain the contractor's property. Such spares are not purchased from the contractor by Saudi Aramco. LSTK and LSPB contracting plans do not relieve the SAPMT and the respective contractors of the spare parts responsibilities outlined under GI 32.006. In all cases, the SAPMT/Contractors should provide complete and accurate spare parts data packages that are necessary to support Saudi Aramco procurement of operating spare parts. Deviations from Saudi Aramco Engineering Standards and Materials Specifications - The SAPMT should identify equipment and materials that will require a waiver prior to incorporation into the facilities. The Project Proposal should include waivers that will reduce project cost without impacting the design or operational integrity of the facility. Any variation should be described in sufficient detail to permit technical evaluation by the appropriate reviewing agency. Copies of waiver applications and approvals should be included. Drawing Index and Drawings This section provides an index and copies of the drawings that define the scope of the project. The section should include such key drawings such as PFDs, P & IDs, plant and equipment layouts, electrical one lines diagrams and other necessary drawings which are required to establish the design basis and assist in producing an ER quality estimate.

Project Milestone Schedule This section contains the project's major milestones and activity dates. Typically the list includes: Engineering and environmental studies (as applicable) Project Proposal approval and approval cycle Expenditure Request approval Final Design Engineering Communication and control system design review (as applicable) Procurement (lead times, factory acceptance test dates, and jobsite delivery dates of major equipment and materials) Estimated release date of the first and last requisitions Estimated placement dates of the first and last purchase orders, including spare parts Dates when the first and last material deliveries are expected at the site, including spare parts Fabrication activities Construction activity (civil, electrical, mechanical) Testing requirement /commissioning period (as applicable) Project completion dates (mechanical completion and Expenditure Request Completion dates) Completion dates of other dependent projects (as applicable)

Estimating Support To prepare the ER quality estimate, crucial estimating information must be provided before the Project Proposal is presented for approval. To allow review by the SAPMT and RPD/Cost Services Division during formulation of the ER quality Estimate, the Engineering Contractor should provide such data as bulk Material Take-Offs (MTO), Quotation Request (QR), pricing for critical engineered items, detailed procurement plans, contracting plans and other appropriate information. The level of detail should be sufficient to define the ER estimate within 10%. Appendix The Appendix should include letters, minutes, and other pertinent documents that help understand and/or define the Project Proposal.

Project Proposal Reviews and Meetings


There are two formal reviews that are related to the Project Proposalthe Technical Review Meeting and the Project Proposal Meeting. The Technical Review Meeting will be held no sooner than fifteen working days after distribution of the Project Proposal for review. The location, date, and time of the meeting should be announced in the cover letter, which is distributed with the Project Proposal. The Technical Review Meeting should discuss all technical aspects of the Project Proposal, resolve technical questions, and address environmental issues that may be impacted. Interim technical review meetings may be conducted as required by SAPMT depending upon the type and complexity of the project. Items not resolved at the final Technical Review Meeting will be addressed in the Project Proposal Meeting. Substantive changes resulting from the Technical Review Meeting should be incorporated as appropriate into the Project Proposal documents.

The SAPMT should prepare minutes of the Technical Review Meeting and distribute the minutes to all persons who either received the Project Proposal or who attended the Technical Review Meeting. The minutes should include the estimated cost and schedule effects of significant deviations from the DBSP/Project Proposal as originally prepared. The Project Proposal Meeting occurs after the Technical Review Meeting. The purposes of the Project Proposal Meeting is to resolve any outstanding items that remain after the Technical Review Meeting and to finalize the project scope. The Project Proposal Meeting should be scheduled no sooner than five working days after distribution of the minutes of the Technical Review Meeting. The delegated representatives of the Project Proposal approval authorities must attend this meeting in order to make decisions on matters not resolved in the Technical Review Meeting. Project Proposals should be distributed for review to the appropriate members of Saudi Aramco Management and attendees of the Technical Review and Project Proposal Meetings. The SAPMT and the operating proponent are responsible for determining the list of recipients. A list of the recipients who should be considered is included in SAEP-14, Project Proposals (see Addendum 2). Technical Review Meeting The Technical Review Meeting should be held no sooner than fifteen (15) working days after distribution of the Project Proposal for review. The location, date and time of the meeting should be announced in the cover letter that is distributed with the Project Proposal books. The Technical Review Meeting should discuss all technical aspects of the Proposal and resolve outstanding technical questions. Interim technical review meetings will be conducted as required by the SAPMT depending upon the type and complexity of the project. Items that are not resolved at the final technical review meeting should be addressed in the Project Proposal Meeting. Changes that result from the Technical Review Meeting should be documented in Minutes of Meeting and distributed with the notice for the subsequent Project Proposal Meeting.

The SAPMT should prepare minutes of the Technical Review Meeting and distribute the minutes to all persons who either received the Project Proposal or who attended the Technical Review Meeting. The minutes will include the estimated cost and schedule effects of significant deviations from the original DBSP/ Project Proposal. Project Proposal Meeting The purposes of the Project Proposal Meeting is to resolve any outstanding items that remain after the Technical Review Meeting and to endorse the project scope. The Project Proposal Meeting should be scheduled no sooner than five (5) working days after distribution of the minutes of the Technical Review Meeting. Attendance at the meeting is normally limited and the Project Engineer should refer to Section 4.1 of SAEP-14 for specifics. Delegated representative(s) of the approval authority may be sent to the meeting, in lieu of the approval authority, to make the decisions on matters that are not resolved in the Technical Review Meetings. The SAPMT will be responsible for preparing and distributing the minutes of the Project Proposal Meeting to those persons who either received a copy of the proposal or who attended the Project Proposal Meeting.

CONSTRUCTING A PLAN OF PROJECT PROPOSAL ACTIVITIES


In order to accomplish the Project Proposal development, the Project Engineer must develop a plan or logic sequence that he can use to complete the work. The Project Engineer must define the tasks to be accomplished and then define the magnitude and timing of these tasks. In other words, the Project Engineer continues to expand on the documents he is already using, i.e., the initial draft PEP, the Contracting Plan and the Scope of Work. The Project Proposal obtains from all parties a definitive baseline of facility definition. The size of the effort is dependent on both the complexity of the project and the number of interfacing operational departments. At this stage of the Project Life Cycle, the Project Engineer has mobilized a preliminary engineering services contractor and he is starting to utilize the expertise of the contractor to expand the project definition.

Identification of Proposal Plan Contents


Projects are unique in that they each have characteristics that make them different. Consequently, the Project Proposals that define the projects must be tailored to the individuality of the project. The Project Engineer must recognize the uniqueness of his project and make additions to the normal format to incorporate the special circumstances, as necessary. The Project Engineer should begin to identify the contents of the Project Proposal by preparing an outline using the list of proposal contents as a guide.

Development Responsibility
It is the responsibility of the Project Engineer to develop the definition of the Budget Item (BI) through the Preliminary Engineering Phase. The Project Engineer has secured additional help in this effort via an engineering services contractor; however, the responsibility to assure that the Preliminary Engineering Phase work products are completed on time will continue to rest with the Project Engineer. The Project Engineer must follow-up with the interfacing departments to assure they provide information to the SAPMT and engineering contractor in a timely manner.

Construct a Logical Plan to Develop the Project Proposal


The Project Engineer and the engineering services contractor should use the outline and arrange the tasks into a logic sequence. In order to identify the tasks to be accomplished, the Project Engineer should start by defining the deliverables, the most obvious of which are the drawings and equipment specifications. Figures 1-4 illustrate the logical sequence of a typical Saudi Aramco project, which may be used as a guide.

Examine the shutdowns that are required and what work is needed during the shutdown. Determine if any hot work is required during construction/installation. Examine environmental impact. Determine communications requirements and any frequencies that may need to be approved by the government. Review the construction and material lay down areas and make reservations where appropriate. Establish electrical loads and voltage levels to review with SCECO. Establish basis for the Risk Impact Statement. Anticipate potential problem areas and set plan to secure resolution and agreement at the earliest possible time. Establish the need for training.

Development Sequence

The Project Engineer and engineering services contractor should begin time scaling the tasks/activities and identifying any constraints that might delay producing the Project Proposal. Typical constraints might include: Equipment not available Experienced personnel not able to work in two areas simultaneously Total manpower limitation Information not available until a certain date in schedule Site not accessible until a certain date in schedule
