The Officer looks at the 16 year old, takes a report and sends it up forward since there are no visible signs of rape in anyone thought to be a victim and the case might be closed without an arrest lacking probable cause and affidavit of witnessing truth on RAPE. YOU call the office of the Sheriff and complain that your sibling is RAPING YOUNG GIRLS IN YOUR OWN HOME OR AREA ! The Officer arrives, sees the sibling raping a young girl and immediately arrests the sibling for the rape based upon PROBABLE CAUSE witnessing the rape. Arrest made. YOU file with any Judge a Criminal Complaint against ANYONE for a felony seeking arrest and conviction without reading the Federal Rules of Criminal Procedure OR reviewing the Magistrates MANUAL and you have your money taken, case filed and NOTHING DONE because no private citizen NOT LAW ENFORCEMENT BADGE CARRYING OFFICER OR ATTORNEY GENERAL, FBI, SHERIFF, POLICE OFFICER OR EVEN MILITARY POLICE can file a criminal complaint without following the correct restricted procedures.
