1.General Thisdocumentdescribesthestandardoperatingprocedure(SOP)installationNodeBequipmentwhich consistsofantennafeedersystem(AFS)installation&transmissionsystem. It has been drawn up by the Engineering Department (TI) of R&A Telecommunication Sdn Bhd and is enforcedwitheffectwitheffectfromyear2003forallProject. TheTIDepartmentshalladoptandincorporatethisSOPaspartoftheTIsstandardpolicies,practices and procedures in relation to all work and other services and/or related matters handled by the TI Department. All Executive Staff and NonExecutive Staff within the TI Department, including the Head of TI Department, are required to adhere to and comply with this SOP in their daytoday business operations. 2.Objective ToensurethatallworkwhichinvolvingTIfollowtheSafety&HealthRequirementsareinlinewiththe policiesandguidelinesoutlinedbythecustomers. 3.Purpose Thisprocedurerelatesto alltelecommunicationequipmentonly.It coversallaccessinrelationtothe inspection,design,installation,operation,maintenance,repair,modification,decommission,orremoval oftelecommunicationsequipment. 4.Scope&Limitations ThescopeofthisServicesandAccessProcedurecoversallmanagedroofs,structureandtowerincluding buildingsmanagedpropertiesandotherstructures.ThisTelcoAccessPermitProcedureaimstoensure thesafetyofpersonswhenaccessingthesiteandinparticularworkingatheight.Thisproceduretakes intoconsideration: Construction Industry Standard (CIS) Risk and Roof Register (Under CIDB), situationsoreventsthatmaygiverisetofalls, workprocesses,activities,functionsandtasks, theworkplace,assets,materials,plantandequipment, operations,fabrication,installation,commissioningandmaintenance, services,contractors,and inspection,maintenance,testing,repairandreplacementofequipment.

5.Responsibilities 5.1Legislation ThelegalaspectsandrequirementsforthisprocedureisimposedbytheOccupational Safety and Health Act1994Part4Section15 (Dutiesofemployers)andSection10DutiesofControllersofWork Premises, Factory And Machinery Act 1967 with Regulations, Guidelines for the Prevention of Falls at Workplace, andtheTelecommunicationsAct1997. 5.2Policy The requirements for this policy also include the requirements for Standard Structure Services PenetrationDetails,theRoofAccessPermitPolicyandanytenuredocument. 5.3EngineeringServices Engineeringservicesisresponsiblefor: ensuring this Services and Access Procedure is, communicated, implemented, maintained and reviewed/ensuringseniormanagementisawareof,committedtoandsupporttheServicesandAccess Procedure, establishing accountability and authorities for the management of this procedure, especially that of Health&SafetyAuthorisedOfficers ensuring relevant persons are consulted in the development, implementation and review of each stageoftheServicesandAccessProcedure/ensuringthataServicesandAccessProcedureisengaged forallstructureaccessandactivities, ensuring the design, engineering, administrative and personal protective controls have been consideredasapartoftheServicesandAccessProcedure, determining the method and competencies required to conduct roof assessment surveys that may include visual inspection, auditing, testing, technical or scientific evaluation / ensuring hazard identificationandriskmanagementisundertakenbeforetheintroductionofnewsite,workpracticeor procedure,andbeforechangingaworkplaceoraworkpractice,activityorprocessthatmaygiveriseto afallfromstructuresorincreasehazards, ensuringthatrelevantpersonshaveaccesstouptodateinformationonhazardsandrisksassociated withworkonstructureinordertoperformtheirtasksinasafeandpropermanner/determiningany corrective measures from the identification and risk management process for the Services and Access Procedure, ensuringthatallcontractorshavedevelopedprocessesfortheidentification,assessmentandcontrol of hazards and risks while working on structures / ensuring this procedure and the risk management process is reviewed and records are kept and updated at specified intervals to ensure its continuing suitability,effectivenessandcontinuousimprovement. 5.4InformationandCommunicationsTechnologies.(ICT) ICTandnamelytheProjectManagerisresponsiblefor: Ensuring that all internal stakeholders are consulted and approve all incoming requests for maintenanceoroperationofequipment. Actsascoordinatingentity. 5.5Carriers Toprovidecompetentandtrainedstaffthathavereceivedrelevanttrainingintherisksidentified. SubContractors (including Maintenance, Services, Engineering Services, Consultants, Architects, Constructioncontractors) SubContractorsmust: ensureaStructureAccessPermitiscompletedandauthorisedpriortoaccessingastructure, providesafesystemsofwork,suchasasafeworkmethodstatement,relevanttotheirworksandprior toaccessingstructure, wherepracticable,notworkingonthestructurealoneand/orensuringeffectivecommunications, providingtrainingrelatedtoworkingonstructuresuchasInductions,CIDB,FirstAidsandSafe Workingatheights(WAH), conduct inspections of their works to ensure compliance with safe work method statement. Such reviewsshallbemadeavailabletotheHealthandSafetyrepresentative,and reporting all accidents and incidents within 24 hours to Health and Safety Manager or Project Manager,ProjectTeamMembers. 5.6FieldEngineers FieldEngineersareresponsiblefor: notcreatingarisktotheirhealthandsafetyorotherpersonsatworkwhileworkingatheight, complywiththisprocedureandanyhazardidentificationandriskmanagementcontrolmeasure(safe workmethodstatement)andlegitimateinstructionaimedatprovidingasafeworkplace, useandmaintainsafetyaccesssystemsandpersonnelprotectiveequipmentasrequired, undertakentrainingrelatedtoworkingonroofs,buildingstructure,towersuchasInductionsandSafe WorkingatHeights,and reportingallaccidentsandincidentswithin24hourstoHealthandSafetyManagerorProjectManager orImplementationManager. 5.7InstallationProcess Telecommunicationrequestsinstallationandprovidesallrequiresinformation.Priortoinstallation,the followinginformationisrequiredforapprovalbytheclient. ApprovedandendorsedForConstructiondrawings. The design must provide that relevant areas of the site are secured and warning signs provided, includinganyrequiredmarkingsonthestructuresurface. Tenuredocumentwithlease/licenseplanagreedandexecuted Adilapidationreportcompletewithphotographsoftheaffectedareas. Carriersdesigncertifiedastostructuralintegrityprovidedbyasuitablyqualifiedfieldengineer. Incoming carrier to obtain written approval from client and all other carriers on site ensuring the unfettered operation of any existing network/s. The incoming carrier is solely responsible for dealing withallexistingandfuturecarriersandindemnifiestheclientfromanyinterferenceorotherissuesthat mayariseasaresultofitsequipmentinstallation.
Evidence of Council approval for the installation, if relevant. Appointment and communication by the carrier of a designated single point of contact (project manager) for all coordination with clients, sub-contractors for any installation or related works.

6.ScopeOfWork(SOW) 6.1EquipmentUnpackingandInventoryChecking: A) Inspect the delivery package for any damage. If any damage is found, generate fault compliant to Ericsson. B) Unpack the hardware and check that the delivered equipment is correct according to the Site InstallationDocument. 6.2DCPowerSystemTermination: TerminationofDCPowerSystemaslist: A)InstallDCpowercablefromEricssonRBStotherectifier. 6.3AntennaFeederSystemInstallation: ShallberesponsiblefortheantennafeederinstallationaccordingtotheSiteInstallationDocument,such as: A)Installpole,bracketsandantenna. B)Securebracketstothepoleandhoisttheantennauptoproposedantennaheight. C)Settheantennaazimuth. D)ConnectingthejumpertotheantennaandInstallTMA/ASC. E)ConnectgroundingcableatTMA/ASC. F)Installingfeedersystem. G)Installingthefeederclampsets. H)Installinggroundingkits. I)Installingmarking/labellingsets. J)Testingtheantennafeedersysteminstallation. K)Sealingtheconnectors. L)Cleanupthesite,clearsitedebris&emptyboxes. 6.4TransmissionInstallation(perhop): Contractor shall be responsible for the transmission installation according to the Site Installation Document,suchas: A)Integrateinstallationforpole,brackets,antennaandRAU. B)Securebracketstothepoleandhoisttheantennauptoproposedantennaheight. C)Settheantennaazimuth. D)ConnectradiocablingfromODUtoIDU. E)Installingradiocablingclampsets. 6.5NodeBTestingandCommissioningIntegrationTest A)Powerverification B)CheckE1cableconnection C)NodeBconfigurationorloadscript D)Alarmconfiguration E)Checkinternalalarm F)Testexternalalarm G)BackupCVfile H)Integration 7.StandardOperatingProcedures(SOP) 7.1.AntennaFeederSystem(AFS): Therearevarioussizesandtypesofcoaxialcableavailable,butEricssonwillbeusingthe1/2",the7/8 andthe15/8asdefault(Alsodependsoncustomerrequirement). DuringtheAFSinstallation,therearefewthingsneedtotakeextraprecautionsespeciallyontheSafety &HealthRequirementforthiswork. To protect the cables and obtain a minimum gain loss, the guidelines below should be followed. In addition, Ericsson expects the contractor to carry out good workmanship when installing the antenna cables. This includes straight and tidy cables with no empty spaces in between cables, proper fixing, waterproofingandremovalofexcessmaterial. A typical feeder line comprises one long feeder, three short jumpers and one TMA/ASC. A connector joinsthefeederandthejumpers.Usingprecutjumperswithconnectorsisfavorableforstandardsites insideanequipmentcabinorattheantennasinatower. Usingcustommakejumperswithlooseconnectorisfavorableforcabinsite.Thefeedermustalwaysbe cutandadjustedonsite. Most3Gantennasbeing mountedtodayarecrosspolar;eachofthemwillneedtwofeederlinesand oneTowerMountedAmplifier(TMA).

7.2Installationrequirementsforantennafeedersystem A)Theantennashouldbeintheprotectioncoverageofthelightningrod.Noblockagefromthetower membershouldexistintheforwarddirectionoftheantenna. B) Decide the installation direction of the antenna according to the SPR. Adjust the azimuth of the antenna.Usually,theerroroftheazimuthangelshouldbe\<2. C) Adjust the mechanical tilting angle of the antenna according to the SPR. Usually; no error of mechanicaltiltingisrequired. D)MechanicaltiltingworksmustusinginclinometertodeterminetheangleaccordinglytoSPR. E) Feeders should not cross each other when running along the cable ladder. The feeders from the antennatotheplacewheretheyareledintotheequipmentroomshouldbelaidingoodorder. F)Thelayoutoffeedersshouldbeconductedfromtoptobottom,andmakesuretoputthefeedersin orderandfixthemwithfeederclampswhilelayingthefeeders. G)Thefeederclampshouldbemountedevery900mm1000mmonthecableladder. H)Whenantennasareinstalledonthetower,eachfeedershouldbegroundedat800mm1000mafter thebendingontopand800mm1000mbeforethebendingatbottom.Iftheantennaheightexceeded 50m,additionalgroundingkitsatmiddleofthefeeder.Sametobuildingsite,ifthefeederlength exceeded50monrooftop,additionalgroundingkitsrequired. I)ThegroundingkitscableshouldbeneatlyledtotheMGB.Ifthegroundingkitscablelengthtooshort, must connect to 16mm extension ground cable by using CClamp applies at the joint, no screw type jointisallowed. Note:Foralltheworksrequiredalltherigger/installationteamwearingsafetyshoes,safetyhelmets &safetyharness(forabovework).Otherthanthat,teamleaderwillensurethatteammemberwho climbingthetowerhavecertificateofWorkingAtHeight(WAH).

7.3CabinetInstallation(NodeBEquipment) First,mustrefertotheequipmentinstallationmanualtomakesuretheproperinstallationworkone.All equipment base frames mounted inside the cabin or on the ground, stainless steel washers must be usedtoavoidcorrosionoftheinstallationframe. EnsuretherehavenoerroronthePCMcablewhichterminatedtoNodeB.Thepowercable,grounding cable,PCMcableandRFcableshouldbekeptawayfromdamage.Noconnectorisallowedinthemidof cables.CAT5ecablemustbecoveredbyflexibleconduit. 7.4Groundingofindoorequipment AllelectricalequipmentandmetalpartsincontactwithequipmentaretobegroundedatindoorMGB. Node B equipment, rectifier, battery rack and 19 rack are required 25mm copper ground cable, howeverDDFandalarmbox,16mmcoppertogroundissufficient. 7.5Groundingofoutdoorequipment All electrical outdoor equipment and metal parts in contact with equipment are to be grounded at outdoorMGB.NodeBequipment,rectifierandbatteryrackandtransmissionTRMarerequired35mm coppergroundcable,howevertransmissionODUandTMAorASCare16mmorabove,radiocableand feedercableare16mmcoppertogroundissufficient. 7.6MicrowaveAntennaInstallation Will responsible to ensure the antenna should be in the protection coverage of the lightning rod. No blockage from the tower member should exist in the forward direction of the antenna. Decide the installationdirection/heightoftheantennaaccordingtotheSPR. Allradiocablesshallbeofcorrectlength;customerwillnotacceptanyloopingordetouringoftheradio cables.Theradioclampshouldbemountedevery900mm1000mmonthecableladder.Eachradio cableshouldbegroundedat500mm700mmafterthebendingontopand500mm700mmbefore thebendingatbottom. Note: During drilling work to mount the RBS frame, ear & eye protection will be used. Other than that,handalsoshoulddryforallpowertapping(suggestedcanuseglovealso).Thisaretoavoidany unexpectedincidenthappenwhichalsocancauseinjuries.
