2. STRATEGY" AND PLAN OF OPERATl ONS:
a. selection of It was originally intended to attack
a different target on this date, but because of unfavorable wea&her
conditions in that area. the original attack was cancelled and the pre-
sent effected. On the basis of a favorable weather forecast for
the Osaka area, finn decision wae made to attack on 15 June.
b. Importance of the'Target: As a result of 3 previous in-
celmiary strikes aaainst Osaka, it was decided that the remaining area
to be attacked would not merit more th.::m a wing effort. In order to
the planned force to greater advantage, 3 mean points of impact
in the city of Amagasaki were selected in addition to 2 points to be
in Osaka. The points to be attacked were located in the heart
of Amagasaki and in areas adjacent to both sides of the Shin Yodo River
In Osaka. The importance of the areas to be banbed in the Osaka was in..
diceted by the firebreaks and cleared sectors around the fac-
tories. Amagasakl. a highly important suburb of OsaM. was known to
contain a very large ctude and synthetic oil refinery. 3 stratagicallY
important power plants. aircr9.ft and aircraft parts plants. and seme
heavy industrial installations.

residential type areas, were considered :l good alternate weapon judging

banb was considered the b09t typo of banb for use against the remaining
2 points loc..tod in :,magasaki. These areas consi:l:t prim:1ri ly of indus-
trial type construction and 81'e vulnerable to the penetrating qualities
of the MooSO banb. The 20 per cont anti-personnel elcmcmt in tho 1650
type was oonsiderod sufficient for disrupting fire-fighting activities
without inclusion of hlgh-oxplosivos or fr3gmentation bombs.
j. Scheduling of STooPS was so arranged that
each of tho first 3 moan points of impact attacked would have 1 group
placing ANM47A2 inceoolary banbs on the area. It was expected th.:.l.t
the large fires started by these bombs would adequately impede tm
