While every effort will be made to allot the candidates to the centre of their choice for examination, the Commission may, at their discretion, allot a different centre to a candidate when circumstances so warrant. (b) A candidate may compete for any one of the Services only viz. the Indian Economic Service or the Indian Statistical Service, for which he/she is eligible in terms of the rules. 3.ELIGIBILITY CONDITIONS: (I)Nationality-A Candidate must be either(a) A citizen of India. (II) Age Limits : (a) A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st January, 2011, i.e. he/she must have been born not earlier than 2nd January, 1981 and not later than 1st January, 1990. (b) The upper age limit prescribed above will be relaxable as follows:(i) upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe. (ii) upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates. (iv) upto a maximum of three years in the case of Defence Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof: (v) upto a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st January, 2011 and have been released (i) on completion of assignment (including those whose assignment is due to be completed within one year from 1st January, 2011 in otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or (ii) on account of physical disability attributable to Military Service, or (iii) on invalidment. (vi) upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service as on 1 st January, 2011 and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issue a certificate that the can apply for civil employment and that they will be released on three month's notice on selection from the date of receipt of offer of appointment. (vii) Upto a maximum of 10years in the case of blind, deaf-mute and Orthopaedically handicapped persons. NOTE-I:Candidates belonging to the Scheduled Castes, Scheduled Tribes and the Other Backward Classes who are also covered under any other clauses of para 3(II) (b) above, viz. those coming under the category of Ex-servicemen, persons domiciled in the State of J & K, Physically disabled etc. will be eligible for grant of cumulative agerelaxation under both the categories. NOTE II- The term Ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time. The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, and that extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate. These certificate are required to be submitted only after the declaration of the result of the written part of the examination. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted. The expression Matriculation/Higher Secondary Examination Certificate in this part of the instruction includes the alternative certificates mentioned above. NOTE 1:- Candidates should not that only the Date of Birth as recorded in the Matriculation/Higher Secondary Examination Certificate or an equivalent certificate as on the date of submission of applications will be accepted by the Commission and no subsequent request for its change will be considered or granted. NOTE-2:Candidates should also note that once a Date of Birth has been claimed by them and entered in the records of the commission for the purpose of admission to an Examination, no change will be allowed subsequently (or at any other Examination of the Commission) on any grounds whatsoever. NOTE-3:-The candidates should exercise due care while entering their date of birth in respective column of the Application Form for the Examination. If on verification at any subsequent stage, any variation is found in their date of birth from the one entered in their matriculation or equivalent Examination certificate, disciplinary action will be taken against them by the Commission under the Rules. (III) Minimum Educational Qualifications : A candidate for the Indian Economic Service must have obtained a Postgraduate degree in Economics/Applied Economics/Business* Economics/ Econometrics and a candidate for the Indian Statistical Service must have obtained a Post-Graduate degree in Statistics/ Mathematical Statistics/ Applied Statistics from a University incorporated by an Act of the Central or State Legislature in India or other educational institutes Established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956, or a foreign university approved by the Central Govt, from time to time. Note I: A candidate who has appeared at an examination the passing of which would render him/her eligible to appear at this examination but has not been informed of the result, may apply for admission to the examination. A candidate who intend to appear at such a qualifying examination may also apply. Such candidates will be admitted to the examination if otherwise eligible, but their admission would be deemed to be provisional and subject to cancellation, if they do not produce proof of having passed the requisite qualifying examination along with the Detailed Application Form which will be required to be submitted by the candidates who qualify on the result of the written part of the examination. Note II : In exceptional cases, the Union Public Service Commission may treat a candidate who has none of the foregoing qualifications as a qualified candidate provided that he/she has passed examination conducted by other Institutions, the standard of which in the opinion of the Commission, justifies his/her admission to the examination. Note III: A candidate who is otherwise qualified but who has taken a degree from a foreign University may also apply to the Commission and may be admitted to the examination at the discretion of the Commission. FEE: (a) Candidates applying Online (excepting Female/SC/ST/P.H. candidates who are exempted from payment of fee) are required to pay a reduced fee of Rs.100/- (Rupees One Hundred only) either by remitting the money in any Branch of SBI by Cash, or by using Net Banking facility of SBI or by using Visa/Master credit/Debit Card. (b) Candidates residing in remote areas Specifed in para-6 of this notice who may apply ofline through common application form(form-E) are required to pay. A fee Rs. 200/- (Rupees Two Hundred only) through a single Central Recruitment Fee Stamp. Central Recruitment Fee Stamp (NOT postage stamps) must be obtained from the Post Office and affixed on the Application Form in the space provided therein. The stamp may be got cancelled from the issuing Post Office with the date stamp of the Post Office in such a manner that the Impression of the cancellation mark partially overflows on the Application Form itself but within the space provided on the form. The impression of the cancellation mark should be clear and distinct to facilitate the identification of date and the Post Office of issue. Candidates, who wish to apply offline, must use the Form supplied with the Information Brochure only and they should in no case use photocopy/ reproduction/ unauthorisedly printed copy of the Form. Since this Form is electronically scannable, due care should be taken to fill up the Application Form, correctly. While filling up the Application Form, please refer to detailed instructions given in Appendix-ll(B) of this Notice. The candidate should also fill up in the relevant places of the Acknowledgement Card, their Application Form Number and the name of the examination. The applicants are required to affix the postage stamp of Rs.6/- on the Acknowledgement Cards and send the same along with Application Form to UPSC. Candidates should use only International form of Indian numerals (e.g. 1,2,3,4,5,6 etc.) while answering question papers. PART-II : Viva voce-The candidate will be interviewed by a Board of competent and unbiased observers who will have before them a record of his/her career. The object of the interview is to assess his/her suitablity for the Service for which he/she has competed. The interview is intended to supplement the written examination for testing the general and specialised knowledge and abilities of the candidate. The candidate will be expected to have taken an intelligent interest not only in his/her subjects of academic study but also in events which are happening around him/her both within and outside his/her own State or country, as well as in modern currents of thought and in new discoveries which should rouse the curiosity of welleducated youth. 2. The technique of the interview is not that of a strict cross examination, but of a natural, through directed and purposive conversation, intended to reveal mental qualities of the candidate and his/ her grasp of problems. The Board will pay special attention to assessing the intellectual curiosity, critical powers of assimilation, balance of judgement and alertness of mind, the ability for social cohesion, integrity of character, initiation and capacity of leadership. SECTION-II- STANDARD AND SYLLABI : The standard of papers in General English and General Studies will be such as may be expected of a graduate of an Indian University. The standard of papers in the other subjects will be that of the Master's degree examination of an Indian University in the relevant disciplines. The candidates will be expected to illustrate theory by facts, and to analyse problems with the help of theory. They will be expected to be particularly conversant with Indian problems in the field of Economic/Statistics. GENERAL ENGLISH Candidates will be required to write an essay in English. Other questions will be designed to test their understanding of English and workmanlike use of words. Passages will usually be set for summary or precis. GENERAL STUDIES :General Knowledge including knowledge of current events and of such matters of every day observation and experience in their scientific aspects as may be expected of an educated person who has not made a special study of any scientific subject. The paper will also include questions on Indian Polity including the political system and the Constitution of India, History of India and Geography of a nature which the candidate should be able to answer without special study. Certificates permitting them to take the examination, or (xiii) attempting to commit or as the case may be abetting the commission of all or any of the acts specified in the foregoing clauses; may in addition to rendering himself/ herself liable to criminal prosecution, is liable (a) to be disqualified by the Commission from the examination for which he/she is a candidate and/or (b) to be debarred either permanently or for a specified period (i) by the Commission from any examination or selection held by them; (ii) by the Central Government from any employment under them; and (c) if he/she is already in service under Government to disciplinary action under the appropriate rules. NOTE - Candidates should clearly note that the Commission will in no case be responsible for non-receipt of their application or any delay in receipt thereof on any account whatsoever. No application received after the prescribed last date will be entertained under any circumstances and all the late applications will be summarily rejected. They should therefore, ensure that their applications reach the Commission's Office on or before the prescribed last date. 7. ACKNOWLEDGEMENT OF OFFLINE APPLICATIONS : Immediately on receipt of an offline application from a candidate belonging to specified remote areas, the Acknowledgement Card submitted by him/her along with the Application Form will be despatched to him/her by the Commission's office duly stamped in token of receipt of his/her Application. If such a candidate does not receive the Acknowledgement Card within 30 days, he/she should at once contact the Commission by quoting his/her Application Form No. and name & year of examination. The mere fact that a candidate's application has been acknowledged by the Commission does not mean that his/her candidature for the examination has been accepted by the Commission. Candidates will be informed at the earliest possible about their admission to the examination or rejection of their application. 8. CORRESPONDENCE WITH THE COMMISSION: The Commission will not enter into any correspondence with the candidates about their candidature except in the following cases: (i) Every candidate for this examination will be informed at the earliest possible date the status of his/her application. Admission certificates, indicating the Roll Nos. will'be issued to the candidates who are admitted to the examination. The admission certificate will bear the photograph of the candidate. If a candidate does not receive his/her admission certificate or any other communication regarding his/her candidature for the examination three weeks before the commencement of the examination, he/she should at once contact the Commission. On receipt of such a communication, Admission Certificate or a duplicate copy thereto will be issued to the admitted candidate. Information in this regard can also be obtained from the Facilitation Counter located in the Commission's Office either in person or over phone Nos. 011 -23381125/011-23385271/ 011-23098543. In case no communication is received in the Commission's office from the candidate regarding non-receipt of his/her Admission Certificate at least 3 weeks before the examination, he/ she himself/ herself will be solely responsible for non-receipt of his/her Admission Certificate. It may be noted that the Admission Certificate will be issued at the address as photocopied from the Application Form filled in by the candidate. The candidate should, therefore, ensure that address given by him in the Application Form is correct and complete with Pin code. No candidate will ordinarily be allowed to take the examination unless he holds a certificate of admission for the examination. On receipt of Admission Certificate, check it carefully and bring discrepancies/errors, if any, to the notice of UPSC immediately. The candidates should note that their admission to the examination will be purely provisional based on the information given by them in the Application Form. This will be subject to verification of all the eligibility conditions by the UPSC. (ii) The mere fact that a certificate of admission to the Examination has been issued to a candidate, will not imply that his/her candidature has been finally cleared by the Commission or that entries made by the candidate in his/her application for the examination have been accepted by the Commission as true and correct. Candidates may note that the Commission takes up the verification of eligibility conditions of a candidate, with reference to original documents, only after the candidate has qualified for interview for Personality Test on the result of the Written Examination. Unless candidature is formally confirmed by the Commission, it continues to be provisional. The decision of the Commission with regard to the acceptance of the applications of a candidate and his/her eligibility or otherwise for admission to the Examination shall be final. Candidates should note that the name in the Admission Certificate in some cases, may be abbreviated due to technical reasons. (iii) in the event of a candidate receiving more than one Admission Certificate from the Commission, he/she should use only one of these Admission Certificates for appearing in the examination and return the other(s) to the Commissions Office, (iv) A candidate must see that communications sent to him/her at the address stated in his/her application are redirected, if necessary. Applications received in the Commission's Office after the closing date will not be considered. 6. Articles permitted inside Examination Hall Battery-operated pocket calculators of "non-programmable" type only, mathematical/ engineering/drawing instruments, including a flat rule divided on the edges into inches and tens of an inch and into centimeters and millimeters, a slide rule, set squares, a protractor and a pair of compasses, pencils, coloured pencils, mapping pens, eraser, T-square and drawing board for use wherever necessary. Candidates are not allowed to bring with them any 'Tables or Charts" for use in the Examination Hall. Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations. Candidates are advised in their own interest not to bring any of the banned items including mobile phones/ pagers to the venue of the examination, as arrangements for safekeeping cannot be assured. 2. Introduction:Invention of paper .caused a tremendous growth in the field of mass communication and education. In addition to the use of paper as a writing or printing medium, it is the most important raw material for packaging industry. According to the end use of the product, paper is made in a series of different varieties with different physical properties. Paper envelopes are used in the packaging industry. Envelopes from paper can be made in any size as per the object to be packed. In the postal communication, paper envelopes are very essential and so extensively used. Distribution of written matters and letters from one place to another is done after enclosing them in suitable paper envelopes so as to get proper protection for the matter enclosed.Though any types of envelopes can be made, the commonly used envelopes for postal communication are of the following sizes:-(1)16x9 cm. (2) 18 x 13 cm (3) 24 x 16 cm. (4) 30 x 16 cm.This is a cottage scale industry which can be started by any person who has no experience, because of the simplicity of the process. Low capital investment required and the high profit are the added advantages of this industry.Properties :Physical properties of a paper envelope depend on the quality of paper and the adhesive used. The common papers used for envelope making are kraft paper, manila/cover paper, match paper, grease- proof/glassine/parchment paper and brown wrapping papers. All types of paper adhesives are suitable for envelope making. Starch based adhesives are capable of giving sufficient adherence to the paper. Self scaling type envelopes are those having dry adhesive on their mouth and by moistening the adhesive, it can regain the adhesive property. Uses and Applications : Paper envelopes have a wide range of applications in the field of packag-ing. This is one of the important stationery items of any office for communication. Post and telegraph departments and common people are the main users of small paper envelopes. Publicity and advertising agencies, commercial centers and all the industries are using it widely.Major uses of paper envelopes other than postal communication are as packaging material for books, small stationery items.Market Survey :There are certain products for which market demand is always accelerated. Paper envelope is also one of such products. Its use as a stationery item by people of all levels of the society enhances its demand tremendously. Paper envelope is a product which can be made on cottage scale and hence the entire product in the market is from such small units. Therefore no specific data about the production or actual demand is available. Envelopes used in postal communication are the largely used paper envelopes. They are normally of the size 16 x 10 cm or 26 x 12 cm. Large sized envelopes have also wide demand as packaging envelopes for books, magazines and small stationery items.Raw Materials :There are only two raw materials required for the envelope making. Papers of varying qualities are used according to the end use of envelopes and suitable adhesives for them. Moreover, packing boxes are used to pack bundles of envelopes suitably.Plant and Machinery:(1) Paper cutting machine (2) Continuous sheet fed envelope making machining including gumming unit and folding unit (3) Drying chamber with conveyor chain (4) Receiving Tables (5) Gum mixing vessels.Manufacturing Process :Envelope making from paper is very simple process, using simple machineries. Though the entire process can be done in a continuous manner, the process can be divided into various steps. They are:(1) Cutting of paper (2) Gumming (3) Folding and (4) Drying A rotary sheet fed envelope making machine is the main equipment for this unit. Paper is inserted on the feeding table in high stacks. While the machine is running, a sucking device takes the paper from table and carries it to the 1 No. 1 No. 1 No. 2Nos. 2Nos. receiving cylinder. In the machine, there is adjustable cutting device which cuts the paper in the required size and shape. The operation of flap-gumming then follows. Paper is conveyed through two turning cylinders adjusted so as to paste gum only on the required edges of the paper. Properly gummed papers are then transferred to the folding section. There are suitable rhechancial devices to fold the gummed papers.Suitably folded envelopes are then passed through a drying chamber, so that the gum pasted on the paper dries and proper sticking is achieved. Properly folded envelopes fall on a drying chain which moves to the drying chambers. Dried envelopes are packed in bundles of 24,50 or 100 so as to ease the retail and wholesale of the products. Various varieties envelopes of different sizes can be made by using any type of paper and suitable gum. Commonly used adhesives are gum arabic, adhesive based on starch and cheap synthetic adhesives.
