Re: Seniority Score Verification Required Dear NAME: On April 4, 2011, Governor Edmund G. Brown Jr. signed AB 109, the historic legislation that will enable California to close the revolving door of low-level inmates cycling in and out of prison. As a result of this legislation and the scheduled closure of the Southern Youth Correctional Reception Center and Clinic (SYCRCC) in Norwalk, the California Department of Corrections and Rehabilitation (CDCR) will undergo realignment and reductions. With the implementation of AB 109, the state will continue to incarcerate offenders who commit serious, violent, or sexual crimes; while counties will supervise, rehabilitate, and manage low-level offenders using a variety of tools. It is anticipated that Realignment will reduce the prison population by tens of thousands of low-level offenders over the next three years. In correlation to the reduction in the prison population and with the pending closure of the SYCRCC, it is projected that the COCR will undergo significant staffing reductions. In anticipation and preparation of the upcoming reductions, COCR Human Resources has been tasked with ensuring that the seniority information on record for you is accurate. As such, it is required that you verify your preliminary seniority score by reviewing the enclosed Seniority Score Notification and Discrepancy Form. Your preliminary seniority score is reflected on the enclosed Seniority Score Notification and Discrepancy Form in the section entitled Seniority Score Calculation. If information was available your preliminary seniority score reflects credit for qualifying exempt service and points for qualifying prior military service. For the purpose of calculating seniority scores, an employee is given credit for each month of full-time State service (must have worked 11 days in a pay period). In the case of less than full-time service, a fraction of the full-time rate will be prorated based on the employee's time base. This provision applies to State civil service employees except those assigned to Bargaining Unit 6 and Bargaining Unit 13, where the contract specifies seniority credit computation. The following provides further clarification in reference to the calculation and application of seniority scores.
