Ring, Superintendent Monroe County Board of MR/DD offers a variety of services for mentally retarded and developmentally handicapped countians. Services available without charge (except Family Resources) to eligible residents. The program does not discriminate in either the provision of services or employment. The buildings are handicap accessible. Call between 8 a.m. and 4 p.m. Monday through Friday at 472-1712. Major areas of service provided: Monroe Achievement Center (Special Education) The Center offers a special education program, chartered by the ODE, which includes classroom instruction, adaptive physical education, communication skills development, parent counseling, and assessment services in cooperation with the school district. Transpor-tation to and from the center and a hot lunch, at free or reduced cost, are available for all students. Children between the ages of six and 21 who are moderately, severely or profoundly retarded or who are multi-handicapped and exhibit adaptive behaviors and developmental delays similar to persons with mental retardation are eligible. Children are referred and recommended for placement in this special education program by the local public school district. Monroe Achievement Center preschool provides comprehensive services to children three to five years of age with special needs. Services are available without charge to eligible residents. Some children may require special individualized attention to better prepare them for kindergarten in the public school system. Monroe Achievement Center, 47011 SR26, Woodsfield, operates five days a week 9 a.m. -3 p.m. beginning in late August and continuing through May. Contact Helen K. Sheltered Workshop The state chartered adult center offers work training, employment in a sheltered workshop, day activities, assessment services, follow along services for individuals placed in community employment, communication skills development, physical skills development, general habilitation training and recreational activities. Enrollees are transported to and from the center daily. Persons are eligible who are mentally retarded or substantially disabled who have reached the age of 22 (or least 16 with a release from the school district). Most client services are offered 9 a.m. 3 p.m. Mon-Fri. at the center, 47013 SR26, Woodsfield. Contract work schedules for some worker clients includes weekends and holidays. The goal of this service is to ensure that persons receive information, help and access to services in the community for which they are eligible, and in a timely manner. Early Childhood Intervention In addition to other services described for children ages to five, the Monroe County Training Program cooperates with other community agencies in an early childhood intervention program. The purpose of this program is to ensure that children at risk, and their families, receive services from appropriate providers which adequately meet their needs. When treated at early stages the impact and crippling effects of a handicapping condition upon the individual, his family and the community can be reduced. Early Intervention services are provided to children, 0 to 2, who are suspected or known to have a handicapping condition that may cause more serious disability as they grow unless they are given appropriate health, nursing, medical, therapy and education services. been assisting the residents of Monroe County in achieving their educational and career goals. During that time, community members have benefited from the programs that the College has offered. In addition to the classes offered at the Main Campus in St. Clairsville, a number of day-time classes are offered at the Monroe County Center, and a full schedule of evening classes are held at the Swiss Hills Career Center. the on-site course offerings in Monroe County are made available through Belmonts partnership with the Switzerland of Ohio Local School Board, Monroe County Commissioners and the GMN Tri-County CAC Broadband. These partnerships, and the use of their facilities, have contributed to the success of BTC courses that are offered in Monroe County. The partnership between GMN and Belmont is part of the countys overall Higher Education Plan enacted by the College and approved by the Monroe County Commissioners. Overall, the partnership is designed to provide local and convenient access to high-speed internet service, online course materials and courses for students and residents in Monroe County. The BTC Workforce Development and Community Education Department has been actively involved in offering services in Monroe County since 1997. The primary objective of the Workforce Development and Community Education Department is to plan and promote full use of College resources to assist individual, business, industry, and community growth through training and education. As well as Belmonts partnerships with GMN Broadband and the Monroe County Commissioners, Belmont has joined with Jobs, etc., the Department of Job and Family Services and the Monroe County District Library to provide training and support in Monroe County. The Trustees Scholarship at Belmont offers a tuition-only award to students to cover the cost of up to nine academic quarters after other forms of need-based financial aid have been applied. From the 2006-07 through the 2009-10 academic years, the College has awarded $1,513,658 to local students through the scholarship. Eligible students must meet residency requirements for Belmont, Harrison or Monroe counties and graduate from a high school in one of those counties. Students must enroll at Belmont in the summer or fall quarter immediately following high school graduation. This scholarship awards tuition payments for successful candidates after other forms of financial aid are applied. This scholarship can help with tuition costs and can significantly reduce the costs of pursuing an exciting and profitable education. Belmont provides students access to onsite and online classes for a variety of in-demand and unique programs including Building Preservation/Restoration and two new programs. Lifelong Learners is a volunteer group of The Monroe County District Library. The annual election of the Board of Directors will be held in the kitchen of the Henri Coulson Building on Friday of each years fair from 3 - 7 p.m. Members of the society must declare their candidacy for the office of Director of the Society by filing with the Secretary of the Society, a petition signed by 10 or more members of the society, who are residents of the County in which the Society is organized, at least seven days before the annual elections of Directors is held. Loans may be made for up to 100% of the appraised value of the site and the home. Applicants must have acceptable credit, demonstrate adequate repayment ability, and meet eligibility criteria. Rural Development offers the Guaranteed Rural Housing program. Under the GRH program private lenders provide financing and Rural Development guarantees the loan. The loans may be used to modernize the home or to remove health and safety hazards. The Annual interest rate is 1%. The loans are only available to applicants who lack personal resources that can be used to meet their needs. Community Facilities USDA Rural Development administers a loan, grant, and loan guarantee program to develop community facilities for public use in rural areas with populations of up to 20,000. Funds may be used to construct, enlarge, or improve facilities which provide essential services to rural residents. Rural Development may guarantee loans made by private lenders, or provide the loans and grants directly to the applicant. Monroe Soil & Water Conservation District 117 N. Web site: http:monroeswcd.org. The Monroe Soil and Water Conservation District organized in 1942 as the 9th district in Ohio. Their purpose is to develop and implement programs for the conservation of soil, water and related resources. MSWCD is a legal entity of the state and is administered by a five member Board of Supervisors who serve staggered three-year terms. It obtains funds from a levy, the state and local donations. These funds support staff, office and equipment necessary to fulfill their responsibilities. Technical, educational and program development support is received for USDA Natural Resources Conservation Service, as well as numerous other local, state and federal agencies. The MSWCD is a member of the Ohio Federation of Soil & Water Conservation Districts, Buckeye Hills Resource Conservation and Development and Ohioans for Abandoned Mine Land Reclamation. The district participates in the sale of tree packets, equipment rentals. Topo and soil maps, educational programs and a district newsletter are a few of the services provided. Farmers and non-farmers share concerns regarding issues on which Farm Bureau members work. While non-farmers can realize many benefits of being a Farm Bureau member, they can also work together with their neighbors on issues that affect everyone in their community. Services available include: assistance with filings of Workers Compensation coverage; current agricultural use valuation and agricultural districts. Members have benefit of a $500 Reward Protection Service which pays for information leading to the arrest and conviction of persons stealing members property. The Farm Bureau offers public affairs meetings to deal with timely issues as well as farm and home safety programs. Legislative representation is a #1 priority with the district meeting to keep abreast of legislative issues. Betsy Anderson is organization director for Monroe, Noble, Belmont, Guernsey counties. Belmont-Monroe County Farm Services Agency 1119 E. Main St., Suite 1, Barnesville 425-2300 FSA administers farm commodity and related resource conservation and environmental programs. The Farm Service Agency, an agency of the U.S. Department of Agriculture, administers farm commodity, conservation, environmental protection and emergency programs. These programs provide for commodity loans and price support payments to farmers; commodity purchases from farmers and processors; emergency assistance, farm credit and administrative assistance to NRCS with the Environmental Quality Incentives Program (EQIP). An area committee provides oversite and sets local program policies. The County Agricultural Extension Agent is non-voting ex officio member of the committee. The committee usually has one meet-

ing per month. Day-to-day county office operations are supervised by a County Executive Director or Acting CED, who is employed by the FSA committee. Programs change periodically according to the current farm bill or other legislation.

Sect. 8 provides rental assistance for low-income families and single persons in the form of monthly payments made by the Authority directly to a private landlord. In some cases the renter also receives assistance with tenantpaid utilities, with payments going directly to their account with the utility company. Amount of rental assistance based upon income, less specific allowances. Before assistance can begin, the rental unit must be inspected to assure it meets HUDs Housing Quality Stan-dards. Funding for such rental assistance is limited and a waiting list is kept, based upon date, time and locally established preferences. Once funding is available to assist new renters, the applicant at the top of the waiting list is offered a Rental Voucher, which they can use anywhere in Monroe County, provided the landlord agrees to participate and the unit meets the above stated guidelines.
