I. Interim Narrative Report: Janakalyan has initiated an innovative intervention in tail end of Malaprabha Irrigation Project in April 2010 with the support of Deshpande Foundation through Give2Asia to improve the livelihoods of small and marginal farmers through water harvesting. The project has taken an entrepreneurial mode in the 2nd year itself after completion of 10 water harvesting structures in 1st year of its implementation. The 2nd phase of the project commenced from 15th April 2011 for 3 years has a target of excavating 100 water harvesting structures in Gadag district by owning a new earth excavating machine. This report is prepared at the end of the 1st quarter of the project period and reports the developments in April-June 2011. A. Project Implementation: Though the project has been approved by G2A from 15th April 2011, the actual implementation commenced much before that with a hope that the project would be sanctioned from 1st Aprl 2011 itself. Also, keeping the learning from the previous year in mind, we had to initiate the preparatory activities much before (in February itself) in order not to repeat the same set of mistakes. The step by step activities have been reported in the following sections of the report. 1. Please describe the project activities that have been carried out to date. The activities that are implemented during the reporting period are dealt in detail in this section of the report while the issues and innovations would be described in the Project Outcomes and Impacts section of the report. 1.1. Application Drive to assess the needs of the farmers: It was realised during the 1st year itself that there is a great demand for water harvesting structures in tail end of Malaprabha Irrigation Project as the farmers need additional sources of water in order to utilise their available land to its fullest efficiency; however, in order to assess the exact demand, applications were invited from the interested farmers on cost basis and about 111 applications were received as on 31.3.2011 @ Rs.100 per application. This itself is an indication that the farmers need water harvesting structures badly. The printed application form has detailed project concept, selection procedure, cost sharing between the project and the farmer, the terms and conditions of the project execution along with the activities to be implemented in farmers fields in order to demonstrate the efficient usage of harvested water. About 5000 printed handbills on the project concept was also distributed in 21 villages of Ron & Naragund taluk along with 20 flex chart with the outcomes of previous year. 1.2. Project Concept Orientation to the new farmers: After receiving applications, village-wise project orientation camps were organised by the project team; the project objectives, concept, terms & conditions, cost sharing, etc. were dealt in during the course of interactions with the applied farmers. There are several issues raised by thes farmers and the project team clarified with appropriate answers. Some of

Major Questions asked by the farmers: Major questions asked by the participants in these meetings are1) Why not small water harvesting structure with an investment less than Rs.10,000? 2) Why not 50:50 like previous year including the cost of tractors? 3) We would use the JCB/Hitachi from our own villages; because they give credit for 1 year. 4) Would you also provide support for agricultural interventions as you are discussing about the same after excavation? 5) Can I use few hours in my existing farm pond and rest of the hours for land development activities in my farm?

1.3. Selection of eligible farmers for water harvesting structures: The selection of farmers for excavation of water harvesting structures are done in 2 stages 1) Technical Feasibility by visiting the site proposed for excavation of the water harvesting structure and 2) Social Feasibility by visiting the house of the farmer to assess the interest fo the family members and their willingness to participate in all activities under the project.

1.3.1. Technical Feasibility: Technical feasibility of the site proposed for excavation of the water harvesting structure is assessed by our technical experts by visiting the site along with the farmer. While assessing the site, we look at many angles of the site such as watershed area, soil condition, catchment area, etc.

1.3.2. Social Feasibility: Once, the technical feasibility is through, the team then visit the house of the farmer to assess the social feasibility in terms of interest of the family members to excavate a water harvesting structure, their interest in participating all other agriculture-allied activities propsed as part of this intervention, socio-economic status of the family and such other factors contributing success of the project. 1.4. Purchase of Earth Excavating Machine: To bring entrepreneurial component into organization and also sustainability to the project in addition to making it economically feasible intervention, it was proposed that an earth exacating machine must be owned to excavate water harvesting structures. Deshpande Foundation happily approved our proposal and sanctioned Rs.18,00,000/- towards purchase of an earth excavating machine; the remaining amount (Rs.8,00,000/-) is the capital investment by Janakalyan towards this project.

Despande Foundation released the grant on 5th May 2011 and the machine (Tata Hitachi EX70) was purchased on the same day; all the procurement procedure was completed well before this date as we were expecting the grant from 1st April 2011 itself. Finally, the machine was purchased at Rs.25.25 lakhs with DF and Janakalyan cost sharing in the ratio 71:29.

1.5. Excavation of water harvesting structures: The excavation of the water harvesting structure was commenced on 6th May 2011 after performing the pooja of the newly purchased machine in the farm of Sri Gurappa Chavadi in Surokod village of Naragund taluk. Thereafter, the excavation continued with various farmers and the details are provided in the table belowSl. We have invested an amount of Rs.18 lakhs of the project grant towards procurement of the machine and already transferred Rs.96,000 to the farmers in terms of the water harvesting structures. While we have a target for 25-30 structures in 2011-12 but could excavate only 5 in the 1st quarter of the project period despite having many limitations. We are hopeful that we will be able to complete this target within the agreed time period.

1.6. Sustainability Initiatives: While purchase of machine is an easy task but its maintenance is extremely difficult, we have learnt in this small period of 2 months. However, with all these difficulties, we are running the machine under profit as of now. The revenue generation works done using the machine to make the project sustainable is tabulated in the table belowSl. 1.7. Demonstration of effective water usage methods: While excavation of the water harvesting structure is one of the major components of the project but demonstration of efficient water usage to make the intervention economically feasible is another important component of the project intervention. Towards this, many initiatives have been planned and implemented with the new as well as old set of farmers which are dealt here in this section of the report. B. Project Outcomes & Impact: While 3 months is too small period to assess the impact of an intervention of this kind which has direct link with the livelihoods of the communities and also depends largely on the weather conditions. However, the efforts have been made to document the outcomes against the deliverables agreed upon in the project proposal in the following sections of the report. 1. Please describe your progress to date in achieving the purpose of the grant. What have been the major achievements of this project so far? 1) Delay in purchase of earth excavating machine due to delay in release of the grant: many farmers were interested to excavate the structure in April 2011 but we did not have the machine and later they changed their mindset. 2) Our preparation started in February 2011 itself for motivating the new farmers and the concept was of last year (50:50 cost sharing); but later we changed our strategy and owned a machine with a concept of machine ours: rest yours which made maximum farmers to withdraw from the project as the cost sharing is becoming more than 3:1 by farmer and project. 3) Shifting of machine from one farm to other is another major factor contributing to achieve lesser number of structures; if a single farmer express their interest from far away village, we cannot move the machine as it cost much to us which we cannot manage with the revenue that we generate. 4) Availability of tractor to shift the excavated soil from the water harvesting structure is another issue; at least 3-4 tractors are required to keep our machine running and the tractors are available only for 8 hours a day, therefore we cannot run the machine more than 8 hours a day thus reducing use of the machine to its fullest potential.
