Motivation
Access Channel collisions
Terminals paged using the same control channel packet may transmit access probes at the same time assuming requirement for short connection setup times

Persistence Test defined in DO Release 0 and Revision A is not sufficient as all terminals that require short connection setup times and/or are part of a group call have the same persistence value (typically set to 0)

If these terminals are co-located (group calls) the probes arrive at the access network at the same time resulting in access collisions increasing connection setup time Access probes from co-located terminals arriving at the access network a few chips apart in time minimize access probe collisions allowing rapid connection setup without using access persistence

Proposal
Use PN randomization (similar design as in IS-95) Access Terminals compute a random delay [0, MaxAccessDelay] chips which is used to delay start of access probe
Access Terminals compute this value at the start of each access probe
Different values may be used for different probes within a probe sequence Delays computed for each probe until probe sequence is complete (or access terminal receives an ACAck) Possible values of hash function in 8 chip increments

Random delay computed using hash function based on Access Terminal Identifier and Probe Number

MaxAccessDelay selected by Access Network

Attribute with default value of 0 chips

Minimize access collisions and allow wider access search windows to be used [ 0, 8, 16, 24, MaxAccessDelay]

Terminals switch back to normal timeline for traffic channel

Backward Compatibility
Access Networks Impact
Configure MaxAccessDelay attribute for access terminals Access Network sets the access search window size based on Set traffic search windows based on knowing the PN randomization used by the access terminal
Access Terminals determine PN randomization using a hash function based on Access Terminal Identifier Cell radius MaxAccessDelay MaxAccessDelay attribute specified per access terminal Very first access attempt does not use PN randomization

Access Terminal Impact

Terminals that negotiate Rev A protocols do not use the PN randomization feature of Rev B protocol Rev B terminals
Terminals that negotiate Rev A protocol are unaffected Use PN randomization to determine access probe start time Switch to normal timeline when transmitting traffic

Connection Setup Impact

Terminals using PN randomization start access probe with a few chips (relative to those not using PN randomization at a given location) Access Network determines PN randomization used to determine traffic search window placement Improved connection setup time for co-located users in a group call that are paged at the same time
Without PN randomization all co-located terminals in a group call would access within a few chips resulting in access collisions and therefore longer connection setup times Some terminals using the proposed Rev B feature of PN randomization and other Rev A terminals not using this feature also provides some reduction in access collisions.
