SAFETY PLAN

Safety Plan
Addresses whole project, especially grade-level corridor segment along Crenshaw from 48th to 59th Streets through Park Mesa Heights Includes:
System and Security Management Plan Safety Measures through Design Transit Safety Education Construction Safety Program

Safety and Security Management Plan


Mandated by FTA Prepared during Preliminary Engineering (PE) and updated through Construction Identifies specific activities, management processes, resources, and oversight responsibilities Guides the integration of safety & security into each phase of the project Assures the safety and security hazards for the project have been considered, evaluated and mitigated Ensures compliance with the requirements of the California Public Utilities Commission (CPUC)

Safety Measures through Design


Many safety measures will be applied to the at-grade, street-running section in Park Mesa Heights (48th to 59th Streets)
Signs to discourage trespassing onto the tracks Fencing between the two trains to deter jay walking

Dedicated left turn lanes with separate left turn phase signals

Active TRAIN warning signs that illuminate and flash upon train approach Photo enforcement cameras to deter left turn violations by motorists

Additional Safety Measures


Additional Safety Measures Planned:
Pedestrian signals with countdown timers Audible warnings on the train will be sounded when trains approach intersections

Additional Measures to be considered:


Flashing red in-roadway lights Pedestrian gate arms for left turning traffic

Transit Safety Education


One Year Before Train Testing: Safety training will begin within a 1.5-mile radius:
all schools; schools within a mile radius are trained twice senior/recreation centers business/community organizations homeowners/neighborhood watch organizations

Transit Education programs staff participate in community events prior to and after Revenue Service

Safety Ambassadors:
Retired Bus & Rail Operators positioned at strategic locations along the alignment Posted six months before and after Revenue Service Assist in safe passage Communicate safe behavior to pedestrians Report safety issues to MTA

Issues reported are reviewed by our Safety department, LADOT, LASD and Transit Education Programs for solutions

After Revenue Service, safety orientation tours are offered to all students grades 1-12 One Sr. Community Relations Officer assigned to the line in perpetuity for on-going safety training

Construction Safety
Construction safety awareness curriculum
schools, senior centers, and wherever applicable throughout the project area

Community Relations staff observe and evaluate business/truck delivery patterns, businesses operations, typical pedestrian patterns and vehicle movements in order to mitigate situations that may arise

Potential Enhancements for Traffic at Crenshaw/Slauson


Addition of:
Dual Left Turn Lanes From Slauson Eastbound Through Lane on Slauson Right Turn Only Lane on Westbound Slauson Temporary Right Turn Lane (after school hours) on Southbound Crenshaw

Improves Level of Service (LOS) to E in 2030 Subject to negotiation with LADOT, since these would be betterments LOS C is not achievable without significant impacts to adjacent property owners

Local Worker Hiring Plan and Small Business Enterprise Participation Plan
Include the local worker hiring plan to be adopted by the Board as part of the Construction Careers Policy Project Labor Agreement principles The DBE participation goals will be set for each contract package according to subcontracting opportunities identified after reviewing the scope of work
