INFRASTRUCTURE

4.0.1Background
MinistryofInfrastructureDevelopmentandReconstructionoftheNorthernProvincehas theresponsibilityofcreatingormaintainingInfrastructureassets.Inordertoachievethis two main Engineering Departments, Road Development Department and Buildings Departmentcameunderthisministry. Themainobjectivesoftheinfrastructuresectoristorestoretheservicestoauseableand maintainable condition, develop the services to meet the demands of the foreseeable future,ensurethattheservices,oncerestoredanddeveloped,areaffordable,sustained andmaintained.

Rational
Northern Province has been a battleground since 1983 and the population of Northern Provincehassufferedfromtheconsequencesofthewar.InMay2009theterrorismwas defeated and the thirty year conflict was brought to an end. The conflict has caused damages to Infrastructure and stagnation in development. Hundreds of thousand Internally Displaced Persons (IDPs) have been resettled and their homes need to be rehabilitated or re constructed. Schools and community facilities, basic infrastructure especially access, agriculture infrastructure, and most other needs requires complete rehabilitationorreconstruction.InMay2009GovernmentlaunchedVadakin Vasantham programmetoaddresstheseissues.

The Engineering Sector has a greater responsibility in rebuilding the area for revival of economy and normalcy to return. Northern Provincial Council has three Engineering Departmentstolookafterthreedifferentengineeringdisciplines. Department of Irrigation looks after all the tanks and channels and engage extensivelyinrehabilitationworks. DepartmentofBuildingsdotheconstructionandmaintenanceofallGovernment Buildingsexcepttheschoolbuildings. DepartmentofRoadDevelopmentlooksaftertheprovincialroadsandalsohelps LocalGovernmentintheirroadrehabilitationworks.ProvincialroadDevelopment Department has 2000km of Provincial Roads and Local Government has about 5800Kmofruralroads.

BUILDINGS

4.1.1 Background
Department of Buildings is a vital Arm of the Northern Province. They construct, Rehabilitate,Refurbish,andmaintainallprovincialcouncilbuildingsandalsomostofthe centralownedbuildingsassetsexceptthebuildingscomingunderministryofeducation. In2009theyundertookworksoverRs.1200Mn.andspeciallyfacilitatedthehealthsector andthecooperativesectorwhichwereveryessentialatthattimeforresettlement. In2010,theydidconstructionworksforavaluemorethanRs.1350Mn.throughtwenty five funding sources for provincial and central institutions. They also did works under VadakinVasanthamprogrammeforhealth,administrationandagriculturesectors.Three storiedwardcomplexatMannar,Admpanhospital,sixunitsdoctorsquartersinVavuniya, RDHSofficeinVavuniya,D.SofficeNallur,VocationaltrainingcentreSandilipaiaresome ofthebuildingstheyhavedone. In2011totheyaredoingworksoverRs.1500Mn.andundertheConflictAffectedRegion Emergency Project (CAREP) they are rebuilding the Public Administration buildings for a totalvalueofRs.900Mn.inallfivedistricts. The institutions have highlighted the details of the buildings that were constructed by buildingsdepartment.

4.2 TRANSPORT

TRANSPORT

4.2.1 Background
ThethirtyyearwarhastotallydevastatedthetransportsectorwasrevivedthroughtheVadakin VasanthamProgramme. Ministrygotallocationof Rs.2.0 Mnin2009,Rs. 4.0Mnin2010 &Rs 15.0Mn.in2011underPSDG. Rs. 1.0 Mn. was spent to rehabilitate the Vavuniya bus stand by Department of Local Government and 107 nos. road signs were procured by Road Development Department for Rs.1Mn.andin2009. In 2010, got an allocation of Rs 4.0 Mn under PSDG and fund were allocated to Local GovernmentDepartmenttorehabilitatetheChavakachcheriBusstand.

Chavakachcheri BusStand

The Ministry has allocated Rs.15Mn. in 2011 to the Department of Local Government and the followingworksareundertakenbywiththem. 1. RehabilitationofChanganaiBusStand 2. RehabilitationofMannarBusStand 4.0Mn 1.0Mn 5.0Mn 5.0Mn 172

TOURISM

4.3.1 Background
GovernmentisverykeeninpromotingProvincialTourism.TourismSectorinNorthernProvince is totally devastated but it has good potential for development in Northern Province. Hon Governorwasverykeentoactivatesomeofthetouristlocations. ThisMinistrygotanallocationofRs.10.0Mnin2009,Rs.10.0Mnin2010&Rs30.0Mnin2011 underPSDG. TheCasuarinabeachareawascleanedbyLocalGovernmentandMinistryprovidedRs.20.0Mn toRoadDevelopmentDepartmenttodotheAccessRoadtobeachandtheworkwascompleted in2010. Theareaisgreatlybeingusedbylocalsandpeoplefromsouth.Theaimofpromotingprovincial tourismistofacilitatelocallevelincomegeneration.ThereforetheLocalGovernmentAgencies hastoplaymainroleinthedevelopmentofthissector.

Governmentwasalsokeeninrehabilitatingsomeofthereligiousplaces.MinistryofEconomic Development gave Rs. 220 Mn. to rehabilitate the roads in Thiruketheeswaram Temple area. This was a crash programme which was done in three months before the annual temple festival. Hon. Governor of Northern Province monitored the progress and the works were completedwithinthespecifiedtimeandtheannualfestivalwascelebratedinagrandscaleafter alonglapse.
