Surse din interiorul Intelligence-ului confirm ns, pentru revista Q Magazine, c, n realitate, spionii britanici se antreneaz n Romnia, lund lecii i fiind evaluai de ofierii Serviciului Romn de Informaii.

Dup 1989, Serviciul Romn de Informaii a trecut de la statutul vechii Securiti, organul represiv al regimului comunist, pn la structura competitiv i respectat de azi, la nivelul aliailor, dar i al competitorilor. Faptul c a condus negocierile de aderare a Romniei n NATO i Departamentul pentru Integrare Euroatlantic i Politic de Aprare din Ministerul Aprrii a fost pentru George Maior un atribut esenial, nu doar pentru a implementa o nou viziune a structurii de informaii a statului romn, ci i n relaiile interinstituionale dintre aceasta i partenerii si externi. SRI s-a adaptat noilor realiti globale n care ameninrile militare clasice s-au diminuat, devenind ns predominante cele asimetrice i neconvenionale. Instituia i-a stabilit obiective clare, adaptate cerinelor internaionale i Profesionalismul, Capabilitatea, Flexibilitatea, Cooperarea i Cultura de Securitate au devenit intele acesteia. Performana atins de Serviciul Romn de Informaii n cadrul cooperrii pare s fi depit limitele clasice ale relaiilor bi/multinaionale, ale schimburilor de informaii i operaiunilor n comun. Astzi, Leon Panetta, directorul CIA, vine la Bucureti nu doar ca un gest de curtoazie, iar Serviciul de Securitate al Marii Britanii, cunoscut world wide sub numele de MI6, i trimite ofierii specializai n culegerea de informaii pe teritorii strine, s se pregteasc i s fie evaluai de SRI. i SRI i SIE au ofieri care au primit, datorit implicrii n aciuni foarte sensibile, decoraii de stat importante nu numai din partea oficialitilor romne ci i din partea serviciilor aliate. n ultimii ani, spionii britanici sunt verificai profesional de colegii lor romni. Informaia este dezvluit, pentru Q Magazine, de surse din serviciul de spionaj britanic i confirmat neoficial de Serviciul Romn de Informaii. O sptmn, 8 spioni, 500.000 de lire sterline eful Serviciului de spionaj britanic, Sir John Sawers, a cheltuit aproximativ 500.000 de lire ntr-o sptmn, pentru o excursie maraton pe care o echip de opt spioni britanici a fcut-o n Romnia, de curnd. MI6 poate cheltui orict pentru a avea spioni pe msur. ntr-o lume nesigur, n care confruntrile militare clasice sunt tot mai rare, dar au fost nlocuite cu ameninri neconvenionale, mai ales la adresa Marii Britanii, aliatul cel mai fidel Statelor Unite, britanicii investesc n sigurana lor mai mult dect niciodat.

Dei pare o sum exorbitant, banii s-au dus pe salarii, cazare, mas, transport i alte cheltuieli. n vistieria SRI a intrat, ns, puin din suma total, dup cum spune sursa din cadrul MI6, chiar dac eforturile ofierilor romni de a-i mulumi pe englezi au fost semnificative. Colaborarea n domeniul securitii dintre cele dou servicii are loc n baza unui document semnat de ambele pri, cu cinci ani n urm.

Claudiu Sftoiu, director SIE n perioada octombrie 2006 - martie 2007, a declarat pentru Q Magazine c sprijinul britanic, prin intermediul JIC (Joint Intelligence Comittee - Comitetul Reunit pentru Informaii) s-a convertit, n timp, n ncredere reciproc, i n acest sens ar fi de neles o ntoarcere a serviciilor de training n materie de intelligence, din partea comunitii de informaii romneti, pe linii de munc operativ mult mai adaptate cerinelor i exigenelor regionale. De altfel, ca un exemplu ntre altele, departamentul de analiz al SIE se numr printre cele mai apreciate direcii ale centralei, cu o reputaie consolidat de la an la an, de la misiune la misiune, n rndul partenerilor tradiionali ai ageniei de spionaj romneti." Referitor la colaborarea dintre cele dou servicii, purttorul de cuvnt al SRI, Marius Bercaru, a declarat pentru Q Magazine c Serviciul deruleaz relaii parteneriale cu diverse instituii de intelligence din lume. Punctual, ns, nu putem nici confirma, nici infirma informaiile pe care le deinei". Cu toate acestea, off the record, mai multe surse din serviciile de informaii de la Bucureti au confirmat c informaiile sunt reale. Ctlin Harnagea, fostul director al SIE, omologul MI6, spune c, uneori, un serviciu al unei ri mai mici i mai srace poate fi mai competitiv dect al uneia aflat la polul opus, care are mult mai muli oameni, resurse, capaciti financiare, dac se canalizeaz pe cteva activiti pe care le poate controla cu puini oameni. Pn la urm, serviciile secrete sunt, n primul rnd, legate de alocarea resurselor iar performanele lor sunt n consecin", adaug Chirieac, preciznd c, ntr-un top al intelligence-ului SRI i SIE nu se pot compara cu serviciile secrete occidentale, dar n Europa de Est, FSB este deasupra lor. Numeroase reele teroriste i-au fcut nu doar din Statele Unite, ci i din Anglia, o int predilect de atac. Testul este ct se poate de real. n primul rnd, un spion pleac cu alt identitate, ca turist, n cazul acesta, cu o map n mn, pentru a vizita vreun obiectiv turistic. Poate fi i afacerist, activist pentru mediu sau orice altceva. Miza este obinerea de informaii fr a fi descoperit de cineva", spune sursa britanic. Ofierii romni spun ns c, adesea, i descoper pe omologii lor britanici, ceea ce nseamn carene de pregtire. Ctlin Harnagea crede c, n general, o astfel de informaie nu poate fi confirmat oficial de niciunul dintre cele dou servicii implicate, nu doar pentru c exist o clauz de confidenialitate a colaborrii i pentru securizarea operaiunii n sine, ci i pentru c evaluarea ofierilor din serviciile de informaii se face, de regul, numai n rile lor, de ctre ofierii lor, n locaiile proprii". Este o condiie care nu se ncalc, fiindc ine de normele de securitate intern. Dar, se poate ntmpla ca unii ageni sau ofieri s se pregteasc n alte ri

pe anumite misiuni, sau s pregteasc ofierii altor servicii partenere. i n Romnia acest lucru s-a ntmplat i se ntmpl", adaug Harnagea. Iar n cazul interpretrii i analizelor de informaii brute sunt cel puin la acelai nivel cu cei britanici. Fcnd un portret al spionului romn versus cel britanic, Sftoiu spune c spionul britanic este o legend n aciune, este un ofier nalt calificat i supraspecializat, aprat de cea mai eficient legislaie de intelligence din Europa, prin Legea Serviciilor Secrete Britanice, din 1994. Legea ofer protecie maxim ofierului, pentru ndeplinirea misiunilor sale, n orice condiii i cu orice risc. Spionul britanic este perfect conectat la reeaua proprie de sprijin (agentura) care i asigur un backup permanent i vital, i - mai ales - angrenat n sistemul de autoprotecie al ageniei, care l scoate ntotdeauna din dificulti insurmontabile. Spionul englez este o instituie n sine, perfecionat de perfidul Albion de-a lungul a sute de ani de leadership mondial.

Spionul romn este un ofier extrem de disciplinat, scrupulos educat n munca de informaii externe, imaginativ i pozitiv versatil. Este deosebit de rezistent la stres n condiii extreme, poate face mai mult dect i permit resursele i contribuie decisiv la finalizarea misiunilor asumate n cooperare cu partenerul. Pe linie operativ, este organizat i continuu concentrat pe obiectiv. Are un potenial foarte ridicat spre sacrificiul personal. Foarte performant n misiuni de dificultate extrem, angajate din centrala de spionaj pe asumarea solitar, exclusiv i de lung durat. n comunitatea de informaii transatlantic, este recunoscut faptul c spionii romni probeaz un talent nnscut pentru rigorile muncii de informaii externe. Reputaia acestora este demult un adevr agreat de toi partenerii SIE i SRI i de serviciile de informaii aliate ale comunitii romneti de informaii." De ce ar alege un serviciu ca MI6 s-i evalueze ofierii la Bucureti? Pentru c avem o tradiie solid a cooperrii cu britanicii n domeniul defense & intelligence nc din 1991, cnd primul contingent militar romnesc a participat sub comand britanic la operaiunile din Golf. Eram nc n Tratatul de la Varovia i ne apropiam de un puternic stat membru NATO. De atunci, cooperarea s-a extins mult. Sunt convins c i britanicii, altfel mai experimentai i mai bine finanai, recunosc valoarea serviciilor noastre pe anumite domenii. Aici, la grania de est a UE i NATO, poi afla lucruri mai noi i mai interesante dect ntr-o ncpere protejat de pe malul Tamisei", este de prere analistul Radu Tudor. Bugetul SRI, mai mare n 2010 n lucrarea Noul Aliat", George Maior afirm c n lumea postmodern, stabilitatea i securitatea nu mai sunt prizonierele relaiilor de putere fixate n conceptul echilibrului de fore." Cine i-ar fi putut imagina vreodat c cel mai mare atac terorist asupra vreunui stat, cu att mai mult cu ct acela era unul american, va fi planificat n vgunile din teritoriul arid al Afganistanului, n condiiile de via anahoretic a talibanilor? La fel de incredibil, dar posibil, pare astzi raportul n care nu britanicii ne nva pe noi, ci noi i evalum pe ei. Bugetele SRI i MI6 rmn ns la mare distan unul de cellalt. Dac englezii nu economisesc cnd vine vorba de securitatea rii lor, romnii i numr fiecare leu. Cu toate acestea, chiar n timp de criz, Guvernul Boc a reuit s aloce cu 40 la sut mai mult serviciilor de informaii, n 2010, i asta pentru a fi sigur c totul e sub control n opoziie. Suma suplimentar nu ajunge ns pentru mririle de salariu, ci poate pentru a nregistra mai mult band. Romnia este celebr prin numrul mare de ageni SRI i SIE vehiculat n pres, numr ce depete cu mult organigrama FBI i MI5. SRI are aproape 100.000 de oameni, cu femeile de serviciu i tot personalul auxiliar, n toat ara", susin surse SRI. Cei mai muli ageni pe cap de locuitor sunt n zonele unde avem probleme etnice, n zonele cu maghiari", mai spun acestea. Unul dintre interlocutorii notri spune c el nu a mai primit o prim de doi ani de zile. Probabil c banii rmn stocai undeva la nivel mult mai nalt", susine el. De mriri de salariu, nici vorb!" ENGLISH VERSION SRI is training Great Britain's spies

SRI - the Secret Service Agency of an ex-communist country, which finds itself in the middle of an economic crisis and has a low budget when compared to the budgets of other western countries - can it be better, from a human resources point of view, than the secret service of the United Kingdom? Theoretically, no. However, sources from inside the intelligence community confirmed for Q Magazine that, in reality, the British spies are being trained in Romania, taught lessons and evaluated by the officers of the Romanian Secret Service. by Cristina erban and Floriana Jucan

The transformation of SRI "Promoting the national interests in the allied and communitarian forums, a procedure that can stand for a vector of catalysis and model for our own demands of security" is one of the objectives of the SRI's strategy and our allies already acknowledging our professional value means that, to a certain extent, we can impose ourselves, not only as silent partners, but also as vocal ones. After 1989, the Romanian Secret Service transformed itself, leaving behind the status of the old Security, the repressive body of the communist regime, becoming a competitive structure, respected both by allies and competitors. Leading the negotiations of joining NATO for Romania and also heading the Department for Euro Atlantic Integration and Defense Policy in the Ministry of Defense were two essential attributes for George Maior, not only in implementing a new vision for the Intelligence service of the Romanian state but also for the inter-institutional relations between the state and its external partners. SRI adjusted itself to the new global realities, in which the classical military menaces diminished, while the asymmetrical and nonconventional ones became predominant. The institution set for itself clear objectives, adapted to the international requirements and Professionalism, Capability, Flexibility, Cooperation and the Culture for Security became its main goals. The level of performance reached by the Romanian Secret Service within the arena of cooperation seems to have surpassed the classical limits of the bi/multinational relations, or those of exchanges of information and common operations. Nowadays, Leon Panetta, the Director of CIA, comes to Bucharest not only for courtesy purposes and the British Secret Service Agency, worldwide known as MI6, sends its officers, specialized in collecting information from foreign territories, to be trained and evaluated by SRI. Both SRI and SIE (External Information Service) have officers who have received important state decorations, for their involvement in very sensitive actions, not only from the Romanian officials but also from the allied services. During the past years, their Romanian colleagues have evaluated the British spies. This information has been revealed exclusively for Q Magazine by sources within the British Secret Services Agency and unofficially confirmed by the Romanian Service.

One week, 8 spies, 500.000 Pounds The chief of the British espionage, Sir John Sawyers, spent almost 500.000 pounds, in one week, for a recent marathon trip taken by a team of 8 British spies in Romania. MI6 can spend any amount of money in order to have good spies. In an uncertain world, in which classical military confrontations are less prevalent and have been replaced by non-conventional dangers, especially threatening UK, US' most loyal ally, the British are investing in their security more than ever. Although it may seem an exorbitant amount, the money were spent on wages, accommodation, meals, transport and other expenses. Only a small part of the whole amount went to SRI, said our source in the MI6, even if the efforts of the Romanian officers to satisfy their English counterparts were significant. The collaboration in the intelligence field between the two agencies occurs on the basis of a document which was signed by both parties 5 years ago. Claudiu Saftoiu, director of SRI between October 2006 and March 2007, told Q Magazine that the "the British support, through the JIC (Joint Intelligence Committee) was converted, over time, in mutual trust and, in this way, it is expected for the Romanian community of information to return the services of training in the intelligence field, with operational work much more adapted to the regional requests and demands. For example, the analysis department of SIE is one of the most appreciated directorates, with a reputation which was consolidated over each year, from mission to mission, among the traditional partners of the Romanian secret service agency."

British spies are not as qualified as our spies Sources within the management of SRI have confirmed for Q Magazine that the information that elite people of our service professionally test British spies is indeed real. "It's true that British spies come to Romania in order to be evaluated. This is a positive aspect for our country, but also for them, because they collaborated with some of our very good people, probably the best in the country" - said the same sources. "Their level of training is not as high as that of our agents. We expose the British agents every time, very easily. for Q Magazine that "The Service has partnerships with various Intelligence institutions in the world. To be precise though, we can neither confirm, nor deny the information that you have." Despite all that, several sources from within the intelligence services in Bucharest confirmed, off the record, that the information is real. Although it is claiming to be one of the most important secret service agencies in the world, MI6 bows in front of the professionalism of the Romanian agency, trusting its people to their hands of their Romanian counterparts for the past five years, without any hesitation. Facing such a request, SRI got quickly mobilized and they test the British annually, using the most modern techniques of training and evaluation. The conclusion reached by our SRI sources is that the British spies still have a lot to learn in order to become professionals, although their budgets are exorbitant, compared to the ones of our officers! Ctlin Harnagea, ex director of SIE, the MI6 homologue, says that, sometimes, the service of a smaller and poorer country can be more competitive than the one of a country situated at the opposite pole, which has more people, resources, and financial capacities, if it focuses on certain activities that it can control with few people. "I can give you a very conclusive example in the Austrian foreign intelligence services, a military service with a very small number of people but which is considered to run the most advanced information analysis. Great intelligence agencies, allies, use it, delivering to them unprocessed data in order to obtain their analysis which they later use in extra-sensitive operations, both informative and military." The military analyst Radu Tudor says that the Romanian spy, compared to the British one, "is more of a thief, in the good sense of the word. He has more nuances, he is less rigid. He is used to push the limit of the law, because Romania's type of democracy construction allows that. In fact, most of the secret services will ignore the law when the interest of their country demands that imperatively." At the opposite pole, Bogdan Chirieac, external political analyst, says that SRI cannot be better than MI6, because training and equipping the agents cost very much. "In the end, the secret services are, first of all, related to the allocation of the resources, their performances following that allotment," adds Chirieac, stating that in a ranking of all intelligence agencies, SRI and SIE cannot be compared to the western secret service agencies but, in Eastern Europe, FSB (Federal Security Service - Russia's intelligence service) is above them.

Transylvania, the place where the British learn how to spy Joshua is the fictive name of a MI6 employee, who works in the analysis department. He claims that several of his colleagues, from the department that trains spies working in foreign territories, were professionally evaluated in Romania. The management of the two services is the only one privy to the results of the tests, but these have to be important since, after the evaluation is completed, the spies are thrown in the fight of gathering information in different corners of the world or, on the contrary, their training period is prolonged. It is very well known that UK is one of the favorite targets of different extremist groups or terrorists, especially after its strong involvement in the war in Iraq or in the one in Afghanistan. A large number of terrorist networks established not only the US, but also UK as a favorite target of attack. "The test is as real as possible. First of all, a spy leaves with a different identity, as a tourist, in this case, with a folder in his hands, and he is sent to visit a touristic objective. He can also be a businessman, an activist for the environment or anything else. The stake is gathering information without his cover being blown by anyone," said the British source. The Romanian officers say that they often expose their British homologues, which signifies a deficiency in training. Ctlin Harnagea believes that, generally, such an information cannot be officially confirmed by either of the two services involved, not only because there is a confidentiality clause of their collaboration and for the security of the operation itself but also because "the evaluation of the officers in the secret services is regularly done only in their countries, by their officers, in their own locations. " "This is a condition which cannot be broken, because it is a matter of internal security. But some agents or officers may be trained in other countries for some specific missions or they train officers of other partner services. And this thing has happened in Romania and it still happens," adds Harnagea. Although, comparatively, the experience is on the British side, considering the resources and the operational-military force on the ground, sources from the intelligence community say that, in certain areas and actions, the Romanians are more capable to reach sources faster and to collect credible information. And in the case of interpretation and analysis of information, they are at least at the same level as the British. Drawing a portrait of the Romanian spy versus the British one, Saftoiu says that "the British spy is a legend in action, he is a highly qualified, overspecialized officer, supported by the most efficient legislation of intelligence in Europe, the Law of the British Secret Services issued in 1994. The law offers maximum protection to the officer, for fulfilling his missions, in any conditions, at any risk. The British spy is perfectly connected to his own support network-agency, which ensures him a vital and permanent backup and, more important, he is in gear with the self-defense system of the agency, which always takes him out of insurmountable difficulties. The British spy is an institution himself, perfected by the perfidious Albion during hundreds of years of world leadership. The Romanian spy is an extremely disciplined officer, scrupulously educated in the field of external information gathering, he is imaginative, positive, versatile, extremely resistant to stress in extreme conditions, he can do more than the resources allow him to do and he contributes decisively to finalizing the missions assumed in cooperation with the partner. On the operational line, he is organized, continuously focused on the objective, with a high potential of personal sacrifice. He is very competent in extremely difficult missions, and his role is assumed by the main espionage bureau to be solitarily, exclusively, and of a long term. In the transatlantic informational community, it is well known that the Romanian spies have a natural born talent for the rigors of the external information work. Their reputation has been, for a long time, a truth agreed upon by all partners of SIE and SRI, by services of information allied to the Romanian community of information". Why would a service like MI6 choose to evaluate its officers in Bucharest? "Because we have a solid tradition of cooperation with the British in the field of defense and intelligence since 1991, when the first Romanian military contingent participated under British command at the operations in the Gulf. We were still under the Treaty of Warsaw and we were getting close to being a strong state member of NATO. Ever since then, the cooperation increased very much. I am convinced that the British, otherwise more experimented and better financed, admit the value of our services in different fields. Here, at the Eastern border of the European Union and NATO, one can find out newer and more interesting facts than in a protected room on the shore of Thames," says the analyst Radu Tudor.

The budget of SRI, larger in 2010 In his book, "The New Ally", George Maior states that "in the postmodern world, the stability and the security are no longer prisoners of the power relations, fixed on the concept of balance of forces." Who could have ever imagined that the Taliban who has an anarchic lifestyle will plan the greatest terrorist attack upon a state, moreover the American one, out of the caves of the arid territory of Afghanistan? It seems as incredible, but possible, nowadays, the fact that it is not the British who teach us, but it is us who evaluate them. The budgets of SRI and MI6 remain at a large distance from one another. If the English do not save money when it comes to the security of their country, the Romanians count every penny. Despite that, even during the crisis, the Boc government has managed to allocate 40% more money to the intelligence community, in 2010, in order to make sure that everything is under their control in the opposition parties. The supplementary amount is not however enough to raise wages, maybe only for recording more tapes. Romania is famous for the large number of SRI and SIE agents mentioned in the media, a number which is much higher than the diagram of FBI and MI5. "SRI has almost 100.000 people, including the cleaning ladies and the whole auxiliary personnel, in the whole country," told us sources from SRI. "The largest number of agents is in the areas with ethnical problems, in the areas with Hungarians," said the same source. One of our interlocutors says that he has not received a bonus in two years. "The money probably get stuck at a much higher level," he says. "As far as wages raises, not a chance!"

UK Security, the zero priority United Kingdom is one of the countries which invest enormously in the national security and they pay their employees accordingly to its importance. A junior spy is paid somewhere between 20.000 and 50.000 sterling pounds, monthly, according to the risk of his mission and the requests. The salary of his Romanian homologue can reach a maximum of a few thousands Euros. Unlike in Romania, the British spies receive different bonuses from the British state, plus a good pension. George Maior evokes in "The New Ally" a famous speech of Take Ionescu, in which he spoke eloquently and profoundly about what he called "our national instinct" referring to the course of the external politics towards the alliance with France and UK. But the alliance is not the absolute guarantee of our national security, the example being France itself, which, despite our friendship and close relationship, could not save us from the Russian-German stronghold over Central Europe. Of course, the alliance at the information services level, between our country and UK is a great asset for us, but the director of the Romanian Information Service, diplomat by career, reminds us what Lord Palmerston once said (before becoming himself the Prime Minister of England, he worked with other 5 of his predecessors) regarding the friendships and the interests of Albion: "Nations do not have permanent friends and allies, only permanent interests." George Cristian Maior gave the SRI the image of am integrated Euro-Atlantic service, at the same level of professionalism as its western and American counterparts. Catalin Harnagea, director of SIE during 1997-2000, said that the Romanian intelligence agents are appreciated and decorated at the highest levels outside our country. Sir John Sawers took over SIS last year, right around the centennial anniversary of the institution. On the Westmisnter Cathedral a plaque was placed, giving homage to the effort of this service along the one hundred years devoted to the security of England.
