MESSAGE FROM THE CHAIRMAN, FPSC Former Justice Rana Bhagwandas


The 14 issue of FPSC Newsletter highlights the activities and specific initiatives taken by FPSC, during the quarter July to September, 2010. It has been our continued endeavour to improve and streamline our systems to ensure selection of talented individuals into public sector. During the period under report an important initiative has been taken to streamline the syllabi for mandatory tests in consultation with sponsoring Ministries, Divisions and Departments. This, I hope will bring a qualitative change in the overall recruitment process. We, at the Commission, always welcome views and valuable suggestions, to help us improve our institutional practices.

Presentation of FPSC Annual Report 2009 to the President of Islamic Republic of Pakistan
Chairman FPSC Former Justice Rana Bhagwandas presented the FPSC Annual Report for the year 2009 to the President of Islamic Republic of Pakistan on 1 July 2010, pursuant to Section 9(I) of FPSC Ordinance, 1977. The Chairman briefed the President on the salient points of the report with respect to the CSS competitive examination and general recruitment, for ex-cadre posts. The Chairman FPSC also invited the

attention of the President to the recommendations of the Commission mentioned in the annual report. He thanked the President for appointment of two new Members for the FPSC. The President assured the Chairman

FPSC that the Government would look into the Commissions recommendation on priority basis and would take necessary steps to implement them.

Appointments
Mr. Bilal Anwar, a BS-21 officer of the Secretariat Group, assumed the charge of the office of Secretary FPSC on 19th August 2010, on the transfer of Ms Naheed Rizvi former Secretary to the Establishment Division.

Shifting of FPSC Provincial Office Quetta


The FPSC Provincial Office, Quetta has been shifted to its own building in House No. 758/A/A-2, Sharah Samungli, Jinnah Town, Quetta on 1st August 2010.

CSS Competitive Examination 2009


The final result of Competitive Examination, 2009 was announced on 18th June 2010.In all 895 candidates finally qualified the examination. Result of Miss Ambreen Imtiaz, Roll No. 3419, earlier withheld, was announced on 27 Sept 2010. She finally qualified with over all Merit No. 481. Therefore, the number of finally qualified candidates increased from 895 to 896. Resultantly, merit position of the candidates below the merit order of Miss Ambreen Imtiaz was revised accordingly.

4 Vacancies for CSS 2009

The Establishment Division reported 388 (289 fresh and 99 carried over) vacancies to be filled on the basis of Competitive Examination, 2009. These vacancies were distributed amongst Merit, Provincial/Regional quotas and 10% reserved quota for Women. After approval of the Establishment Division these vacancies were announced in the Press for general information of the candidates. In addition to the above mentioned vacancies, 05 vacancies of Assistant Commissioner-cum-Assistant Collector in the Income Tax-cum-Central Excise and Sales Tax/Excise and Taxation Department under Azad Jammu and Kashmir Council Secretariat belonging to AJK Government shall also be filled from candidates having domicile of AJK on the basis of Competitive Examination, 2009. The allocation of the Candidate of CE-2009 is not yet finalized due to Court judgment against women reserved quota challenged by Ms. Nergis Shazia Ch. a candidate of CE 2008 in the Lahore High Court, Rawalpindi Bench, Rawalpindi. The Honourble Court has decided the case in her favour. The F.P.S.C. filed CPLA in the Supreme Court of Pakistan which was dismissed and the Apex Court up held the decision of Lahore High Court. FPSC again filed review petition in the Supreme Court of Pakistan but the Honourable Court passed Orders that the judgement of Lahore High Court may be implemented in its letter and spirit and a compliance report be submitted within two weeks to the Registrar. FPSC has implemented the orders of Apex Court and a revised allocation plan has been sent to Establishment Division on 3 September 2010 under intimation to the Registrar, Supreme Court of Pakistan.

Induction of Armed Forces Officers in Civil Service


A panel of 31 Armed Forces Officers for induction into Civil Services of Pakistan was received from the Ministry of Defence. One officer from Pakistan Air Force was found ineligible. The Psychological Assessment and Viva Voce of the remaining 30 candidates will be held from 11 to 14 October 2010 and 19 to 22 FPSC Hqs Islamabad.

Competitive Examination 2010


The scrutiny of the applications of the candidates has been carried out. The candidature of the candidates who were found ineligible for one or the other reason has been rejected by the Commission. Rejection letters have been issued to them. The representations submitted by rejected candidates are under process.

Competitive Examination 2011


An advance Public Notice has been published in all leading newspapers and also displayed on the FPSC website on 5 July 2009. Draft Rules for CE-2011, Syllabus and Application Form etc. have been sent to Establishment Division with the approval of the Commission. After the approval of the Government, these rules will be printed and Advertisement inviting applications from the intending candidates shall be published in the press.

Results under process

Competitive Examination for Recruitment to One Post of Assistant Director (BS-17) in Survey of Pakistan
Competitive Examination for recruitment to one post of Assistant Director (BS-17) in Survey of Pakistan, reserved for Balochistan domicile, was conducted from 10th to 20th May 2010 at Islamabad and Quetta centres. Out of 28 candidates who appeared in the examination only 4 candidates qualified the written examination. The interviews are scheduled on 5 and 10 November 2010 at Karachi and Islamabad respectively.

Syllabi for Mandatory Recruitment Tests

The MCQs-based written test of 100 marks has been made mandatory for recruitment to all posts processed by FPSC. Syllabi for written tests are designed on case to case basis by the Curriculum and Research Wing. The draft

syllabi are sent to respective Ministries/Divisions/Departments for their views and input. After incorporating their views, fair draft syllabi is submitted to the Commission for approval. During the 3 quarter of the year 2010, syllabi for 65 recruitment cases were finalized and placed on FPSC website for advance information of the applicants.

Interviews Conducted by the Commission

During the quarter ending 30 Sept 2010, the Commission completed the interviews of 313 short listed candidates against 127 posts. Out of qualified candidates, the Commission recommended 99 candidates for various posts in BS-16 to 20. Besides this, 73 alternate nominations were also made in place of non-joining Principal Nominees. Most of the recruitments finalized during 3 quarter of the year belonged to Ministry of Defence and Ministry of Education. 1 post was withdrawn by the FPSC, whereas failure against 27 posts was reported to sponsoring Divisions/ Departments. The main cause of failure of posts was lack of qualification of candidates in interview or non-availability of eligible candidates for selection process. Recruitment Rules

The Commission approved recruitment rules for different jobs submitted by thirteen Ministries including Health, Housing and Works, Economic Affairs, Law, Justice & Parliamentary Affairs, Petroleum, Human Rights, Interior Division, Local Government & Rural Development, Finance Division and Gilgit & Baltistan Division.

IT Services
During the period July to September 2010, around 17000 Applications/Summary Biodata Sheets/Admission Certificates, etc. for different posts in BS-16 and above were processed by the IT Wing. The data generated was used during the conduct of written tests and interviews.

i)

Online Application

From July 2010 onward, all the applicants applying for posts in BS-18 and above are required to submit their biodata online on the website of the Commission. A call centre has also been set up at Phone No. 0519219851 in IT wing to facilitate online applicants and respond to the technical queries of applicants.

ii)

SMS Based Information Delivery System

SMS based information delivery system has been launched by the IT Wing. Major events like confirmation of receipt of applications, test/interview dates etc. will be intimated to the candidates on their given cell phone numbers through SMS. This will ensure quick intimation to candidates in order to help them prepare and plan for the event.

Career Counselling Seminar on CSS Awareness at University of Karachi


The Federal Public Service Commission (FPSC) conducted a career counseling seminar on CSS Awareness at University of Karachi on 22

July 2010 organized by Sports & Youth Affairs Department, Government of Sindh. More

than six hundred students including a large number of girls attended an intensely interactive question answer session. Syed Faisal Ali Subzwari Minister and Mr. Shoaib Ahmed Siddiqui Secretary, Youth Affairs Department actively sponsored and attended the seminar. Mr. Suhail Safdar, Member, Federal Public Service Commission delivered a comprehensive presentation on the Civil Service and different aspects of CSS Examination. He further elaborated that FPSC, under its constitutional charter, conducts CSS Examination for recruitment of officers to the Central Superior Services, which comprises a written examination, psychological assessment and viva voce. He advised the participants to appear in the examination after full preparation with confidence and excellent communication skills. The informative session was very interactive as the students/prospective candidates, as well as Faculty Members put many questions about the Central Superior Services as well as the Competitive Examination.

The seminar was highly appreciated by the participants.The Secretary Sports and Youth Affairs Department appreciated the FPSCs efforts to provide such useful information and desired to continue such co-operation in future in many other universities and educational institutions in the province of Sindh.

Redressal of Grievances of Candidates


The candidates aggrieved by the Commissions decision are allowed to submit their Representations/Review Petitions to the Commission. Those who are not satisfied with final decision of the Commission have the right to file an Appeal in the High Court as per territorial jurisdiction of the Court. Many Petitions/Appeals mainly relate to Competitive Examination, General Recruitment, Qualifications and Domicile etc. On 30 September 2010, total 145 such cases were sub judice in various Courts of Law. During 3 quarter of the year, 23 new cases in different Courts were registered and 19 were decided.

Human Resource Development is very important to improve the efficiency of the staff. To enhance the capacity of the FPSC employees, following Officers/Officials were sent for their job-related trainings at various training institutions during 3 quarter of 2010. Miss. Upcoming Events for 4th Quarter of 2010.


Psychological Assessment and Viva Voce of Armed Forces Officers for their induction into Civil Services through Competitive Examination 2009 against nine vacancies. Final Passing Out Examination of 36 CTP Probationers of District Management Group and Custom & Excise th rd Group will be held on 5-19 October 2010 and 25 October to 3 November 2010 respectively. Mandatory written tests for various posts in BS-16 and above under general recruitment are scheduled from 9th to 13th November 2010. Section officers Promotional Examination to fill 50 posts of Section Officers will be conducted w.e.f. th 28 December 2010. Interviews by various Committees and Viva Voce Board of the Commission are scheduled for last quarter of the calendar year for recruitment to various posts in the Ministries/Divisions/Departments.
