Weekly Intelligence Summary Panay Island (05 11 July 2011)

I. EXECUTIVE SUMMARY:

During the period, no CT-related violent incident occurred in Panay Island. On non-violent activities, four (4) sightings and one (1) training were monitored. Three (3) CT supporters/sympathizers were identified. On united front activities, one (1) each for mass action, propaganda, recruitment, convention and plan, was recorded. One (1) UF personality was identified. On other threat groups, three (3) suspected RPA/ABB members were arrested.
II. DISCUSSION & ANALYSIS:

On party building, the CTs control and influence in some remote barangays of Igbaras and Calinog, both of Iloilo remains to be strong as indicated by recurring sightings of CT groups harboring in the area. Furthermore, a CT contact in Central Panay who introduced himself to be a MIG operative is being utilized by the CTs to deceived the people in order to gather information regarding the presence and activitie s of the AFP troops in the area. On armed struggle, the CTs remained to be evasive to avoid armed engagement with the government troops. The CTs training monitored conducted in the border area of Calinog, Iloilo and V alderrama, Antique is aimed to enhance the fighting skills of the CTs as the later has been experiencing difficulty in combating relentless attack from the government troops. On united front activities, the death anniversary of the late CT leader and Bayan Muna-Aklan Provincial Chairman Fernando BALDOMERO was utilized as venue of the sectoral groups to air their grievances against the government and urged the present administration to put a stop to forced disappearances and political killings in the country. Their activities in the urban centers were escalating as they have already organized and established the GABRIELA in some barangays of Pavia, Sta Barbara and Leganes, all of Iloilo. Civil actions were initiated in the said places in order to deceive the local folks to cooperate and join with them. Recruitment among the studentry was likewise intensified. Their aim is to strengthen mass movement in colleges and universities for cadre development and deployment. Infiltration into the PNP and AFP was also monitored as they encouraged their members to enlist into the AFP/PNP.

On other threat groups, the arrest of three (3) suspected RPA/ABB members was aimed to put a stop to the notorious acts of some of its members who took advantage of the existing peace agreement to engage in illegal activities.
III. SIGNIFICANT DEVELOPMENTS: A. CPP/NPA/NDF 1. Non-Violent Incidents a. Sightings

On 31 Jun 2011, more or less 30 fully armed CTs belonging to the CF, KR-Panay, were sighted passing Brgy Petronilla, Tapaz, Capiz for unknown purpose. The group then proceeded towards the direction of Brgy San Antonio of same municipality. Sometime first week of July 2011, the group of Erver BUENCOCHILLO @ JESS was sighted at a place called Pulang Lupa near the Ulo Igsakbay creek in Brgy Tigbanaba, Igbaras, Iloilo. The said place is being used as camp by the group of Eldie LABINGHISA @TOTO allegedly CO of SFC and his wife @ JING (TNU). Accordingly, the camp has a cave that can accommodate 10 people and it has five (5) nipa huts positioned in strategic places wherein they used it as observation posts. Last 280800 June 2011, barangay officials of Barangay Tigbanaba, Igbaras, Iloilo while conducted tree planting activities in celebration of the ARBOR Day at Sitio Lay-on, Brgy Tigbanaba, Igbaras, Iloilo, noticed a group of armed group believed to be CTs operating under SFC, KR -Panay, harboring at the vegetated area more or less 100 meters away from the tree planting site. The CTs were reportedly observing the ongoing tree planting activities . On 01 06 Jul 2011, during the bad weather, undetermined number of CTs operating in th e SF, KR-Panay was monitored taking refuge at their supporters and sympathizers in Bgry Buyuan, Igbaras, Iloilo. Accordingly, said CTs mingled with the local populace and were facilitated by certain Nido and Nono, both of same barangay . On 061730 Jul 11, more or less five (5) fully armed CTs belonging to the CF, KR-Panay were sighted in Brgy Roxas, Tapaz, Capiz. Accordingly, said group was carrying backpacks while heading for Brgy Lahug, Tapaz, Capiz for unknown purpose.
b. Training

An undetermined number of unidentified personalities believed to be CTs were monitored at the border barangays of Calinog, Iloilo and Valderrama, Antique. The group was believed to be conducting training at the said area.

c. CT Supporters/Sympathizers

Joemel DERAMAS, 43 years old, married and a resident of Brgy Sinabsaban, Cuartero, Capiz is a CNN sympathizer and contact person in Brgy Sinabsaban, Cuartero Capiz. Joemel was armed with a Cal. 45 Pistol without license roaming around the vicinity of the said barangay. Joemel introduced himself to the people in the barangay as a Military Intelligence Group operative. Accordingly, Squad Leader Federico DIAZ @ VAL operating in SeCom, KR-Panay under the leadership of CTL Romulo GANGOSO @ REAGAN was monitored visiting Joemel at his house every month. A certain Roming dela Cruz (FNU) of Brgy Lawaan, Roxas City was identified to be a contact person of CNN in the area. Accordingly, Dela Cruz is a close friend of CTL Reynaldo BOCALA @BADING/RUSS of KRPanay and Dennis CAAS, a SELDA Coordinator in the province of Capiz . A certain MENDOZA (FNU), about 25 years old, married, a native of Brgy Alalasan, La Paz district, Iloilo City and presently residing at Brgy Ticud of same district is suspected to be a courier of the UGM in Iloilo City. Memdoza was observed to be always leaving his house for undisclosed destination. Accordingly, Toto TORATO, Regional Structure Bureau, KR Panay was frequently monitored at Mendozas residence especially nighttime.
2. United Front Activities a. Mass Action

On 051330H July 2011, more or less eighty 80 members of BAYAN MUNA, KADAMAY, GABRIELA, KABATAAN, ANAKPAWIS, family and supporters of former Bayan Muna-Aklan Provincial Chairman and formerly SB Member of Lezo Fernando BALDOMERO @ CALOY, converged in Brgy Estancia, Kalibo, Aklan, where Fernando BALDOMERO was shot to death last 050730 July 2010, in commemoration of his first year death anniversary. During the said activity, the group conducted candle lighting, offered prayers and staged a short program. After the prog ram in the said place, the group marched towards crossing Banga -New Washington and then staged another short program. Issues raised by the group during said activity included the following: stop forced disappearances and political killings; and justice for Fernando BALDOMERO. Speakers during the said program included Angel TUGNA, President Kabataan; Nenita TUGNA, Spokesperson KADAMAY-AKLAN; and LEZO SB Member Fernan BALDOMERO, son of the late Fernando BALDOMERO.

b. Propaganda

On 031300H July 2011, more or less 40 legal front organization members led by GABRIELA-Panay, conducted a clean up drive around their individual houses at Brg Balabag, Pavia Iloilo in line with their on going project of keeping their children away from den gue. After the clean up, leaders and organizers held a meeting at the house of Aida FULGENCIO discussing on their plans of filing a petition to the government to stop the Japan -Philippine project of erecting a Material Recovery Facility (MRF) in the area which they consider hazardous to health. Identified leaders and organizers in the said event are as follows: (1) a certain @ MANING, concentrated in the area of Balabag, Pavia, and Brgys Tagsing and Buyo of Sta Barbara, Iloilo; (2) certain @ ALLAN, concentrated in the munciplaity of Leganes, Iloilo; (3) a certain @ RAKAY, concentrated in the area of Calumpang, Molo, Iloilo City; and (4) a certain @ CLAIR/CLARITA, concentrated in the area of Ingore, Lapaz, Iloilo City.
c. Recruitment

The Kabataan party list has been actively recruiting student leaders coming from the different colleges and universities in Western Visayas to join their group. It was observed that they are trying to field candidates that they will support on all student council/gov ernment elections this school year. Identified leaders of the group under the youth sector bureau who are actively facilitating the recruitment of their new members include the following: Genesis PREMALION-Party Secretary, Karen EDANIEL-Deputy Party Secretary, Pergerie PANILLA (cripple) Brgy Councilor of Brgy Infante Molo and Lean PORQUIA son of Jury Porquia and student activist in UPMiag-ao. This group aims to strengthen their mass movement in colleges and universities for cadre development and deployment. They are also encouraging some of their members to apply as candidate soldier/officer in the PNP or AFP.
d. Convention

On 90830H July 2011, The Iloilo Youth and Student Alliance, involving Kabataan Patylist, UPV Student Council, NUS P and UP College of Management Student Council as lead convenors, conducted the Ilonggo Youth convention at GCEB Training Room at UPV-Iloilo City. Guest of Honor and speaker was Kabataan Patylist Raymund Palatino.
e. UF Plan

The leftist groups in Capiz will conduct a series of protest actions during the 2nd SONA of PNOY on 25 Jul 11 against the present administration in order to publicly address their sentiments and grievances. Accordingly, the issues to be raised are the following: PNOY administration is the same with previous administration of PGMA because no such priority programs for the poor who reside in the countryside and urban areas; no apparent programs for agrarian reform for the peasant sector; and, no attention given yet to provide justice for the activists which were victims of extra-judicial killings and forced disappearances, among others.

f. UF Personalities

Linda HIDONGGO, around 57 years of age, Cebuana speaking and a resident of North Baluarte , Molo, Iloilo City, was identified as the president of KAISOG in the said barangay. Hidongo was monitored to be very active in recruitment activities targeting out -of-school youth in the said area. Presently, KAISOG-North Baluarte Chapter is planning to put up water refilling station at said barangay. The said project is being facilitated by Jury PURQUIA of ISW, KR-Panay.

B. RPA/ABB

On 072340H July 2011, three (3) alleged RPA -ABB members identified as Geany PADANO, 32 years old of Brgy San Isidro; Manuel Tac MONTAO, 33 yrs old of Brgy Tabuc Suba; and Alex JARANILLA, 43 yrs old of Brgy Tacas, all of Jaro district, Iloilo City, were arrested in a follow up operation of Jaro PNP for abducting Teddy JAGORIN, 20 yrs old of same district. Recovered from their respective possessions were three (3) unlicensed cal .45 pistols loaded with ammos, and the living body of JAGORIN whose both hands were tied on his back with a rope. Motive on the abduction is still undisclosed while the three (3) suspects are detained at the ICPS-3 lock up cell in Jaro, Iloilo City.
