NRTRDE Protect your roaming revenue

Roaming fraud means a serious global concern for mobile operators. It is also considered by the GSM Association Fraud Forum to be a significant problem. Nowadays combating and preventing losses caused by roamers fraudulent behaviour represents a hot topic in the mobile industry discussions.

What is roaming fraud?

It is the known fraudulent behaviour but committed in the Visited Public Mobile Network (VPMN) by roamers (visitors). It comes in the picture when a subscriber moves from the home network to another operator network, uses the services and does not intend to pay for it.

In this case the home network takes responsibility of its subscriber usage. Whilst the problem of traditional fraud gained solution there is a crucial problem on interoperator settlement. The delay in data interchange process is an opportunity window for fraudsters to take illegal advantage of it and cause significant revenue loss to operators.

How to tackle roaming fraud?

The key point is definitely speeding up the data interchange between roaming partners. There are different possible solutions: Send TAP files more often the several days delay can be reduced, but not significantly High Usage Report (HUR) e-mail alerts about usage exceeding a pre-defined limit, but not enough information about the fraudulent activities NRTRDE send limited amount, but enough information for FRAUD analysis while reducing the delay to less than 4 hours

Examining all these possibilities the GSMA decided the implementation of the NRTRDE as a mandatory, interoperable system for all GSMA members by 1 October 2008. NRTRDE provides a new method for monitoring the customers activities in the VPMN networks, and enables the HPMN (Home Public Mobile Network) to detect unauthorized network usage and other fraud issues near real time.

The GSMA recommendation for an adequate and standardized tool for combating roaming fraud is welcomed by operators. The significant level of interest that shows on the market is a further proof that there is a strong business need for it. Although introducing NRTRDE systems with all its benefits would mean a huge change for operators.

Via TAP process: Solution integrated within the existing roaming management system Works only if the TAP process is fast enough to keep the 4 hour requirement Advantage: easier separation of NRTRDE and TAP files on receiver side Via Mediation: Standalone solution - separated from the TAP process The records filtered out by the mediation device are converted to NRTRDE and sent Works only if the mediation is fast enough Via Direct Filters: Standalone, parallel process with the mediation Uses the raw records coming from the network elements Requires separate filters for each network element The speed of the NRTRDE process depends on how independent is from other processes.

Deploying NRTRDE
Independent from the different possible deployment scenarios direct, partnerto-partner connections or distribution by clearinghouses there are several different architectural possibilities for the NRTRDE architecture on both sender and receiver side.

What does NRTRDE mean on sender side (VPMN)?

Filter visitor records Collect, sort and send to partners or clearinghouses Logging Operation of the system

The architecture can be deployed on different scenarios:

Allround will host the TAGIG#63 meeting between 2224 May in Budapest.

What does NRTRDE mean on receiver side (HPMN)?

Receive NRTRDE records Charge and load into Fraud Management System (FMS) Cumulating, limit monitoring and alarming Handle alarms (Correlate with TAP records).

Pre-requisites on receiver side:

Ability to receive and decode NRTRDE records Ability to charge records as VPMN would have charged them Proper FMS and procedures to act Ability to avoid double/triple alarms based on the multiple streams (TAP, HUR and NRTRDE)
