Dear Colleagues, At one of our recent events, I found myself introducing a session on the up-to-date situation regarding the changes in the health service, with the caveat that I had not heard the news for at least half an hour. Such has been the response to the NHS Future Forum report that many within the service are unsure about the future of their service, organisation or indeed their own posts. As unsettling as this can be for those in the service, it is as nothing to the concern of people using the services and those caring for them. That is not to say that changes are not supported and that things couldnt be improved, but as ever the concern is losing what small voice and influence they have in the shape of services, which have been hard won over a number of decades. Over the last few months, I sense amongst those using services and their carers a welcome of the rhetoric about strengthening their position at the centre of services particularly in the development of Health & Wellbeing Boards and Healthwatch, but uncertainty when it will translate into action. There is also a concern it will be at the expense of the relationships they have built up with the current services. Both mental health and learning disability services have a good (if imperfect) track record of engaging people in shaping services. To their detriment, it is rare that the rest of health and social care services look to our services for good practice. The challenge for all of us is that in partnership, we use the experience gained both to move the agenda forward in our own services but also become a resource for the emerging new structures to build on our experiences, as well as learn from our failures. In the meantime, dont just rely on this newsletter check the website regularly for updates and links to other websites and sources of information and keep listening to the news. SEN Green Paper Event June


Special Educational Needs (SEN) Green Paper Event 8 June 2011, Taunton Racecourse
The South West Development Centre, the Young Peoples Learning Agency and the Valuing People Team South West, joined together to hold a consultation event on the S E N Green Paper Support and Aspiration. A wide range of people including people with learning disabilities, family carers and professionals from education, health, employment and social care came together to share their views about the major changes to education that are being proposed in the consultation document.

There was a good combination of workshops and speakers

Nicola Gitsham, formerly from the Department of Health, started the day with a lively presentation about the learning from the Getting a Life project and how it had influenced the content of the Green Paper, especially around the idea of having a single plan for education, health and social care and for helping young people with special educational needs move into work.

Keith Brelstaff from Somerset County Council then spelt out some of the possible implications of the single assessment and plan which made us realise that the Green paper was indeed green and that people needed to ask some important questions about eligibility, legal duties and how the changes would affect professional roles.

The best thing was the chance to learn from others

Veronica Dowall, a parent of a young man with Downs Syndrome who has managed to leave school and find paid work, explained how it had started in 2007 with an invitation to a South West project called Family Led Jobs and this had inspired her to think about work opportunities for him when he was still in work. The route to employment has not been easy and Chriss success is as much down to Veronicas vision and persistence as it is the services they have received. The quality of the input by speakers was excellent- there was a good range but they were all very knowledgeable in their own area

There was no doubt that hearing this great story as well as the fascinating presentations from Nicola and Keith helped us in our workshop discussions in the morning.

SEN Green Paper Event June


After lunch, we heard about the developments in the Gloucestershire individual budget pilot site and how families had appreciated the greater range of options that came from good support planning as much as having money allocated up front. A workshop was held on the implications of offering personal budgets as this is one of the proposals in the Green Paper.

It was good to think about the implications of the Green Paper

In total, there were ten workshops considering questions such as assessment and planning, the proposed local offer to families, school choice, how to help young people get into work, the future role of the local authority and monitoring and evaluation.

Many participants said they appreciated the day: The views expressed in all the workshops and throughout the day, have been collated by Carol Robinson and will be submitted to Government before the closing date of 30 June 2011. 19-23 October 2011 Sustaining Ourselves with Mindfulness Sharpham House, Totnes, Devon A four-day residential course at Shapham House. This course is for you if you are in need of rest, renewal, reflection and inspiration and would like to learn to sustain yourself in daily life. It is suitable for those new to mindfulness and those wishing to refresh their skills. You will learn mindfulness techniques and how to apply them afterwards. The course integrates mindfulness practices with outdoor activity and time to step out of the competing demands of life, allowing our creative inner resources to regain momentum. There will be time for discussion and personal reflection. You will stay in Sharpham House overlooking the river Dart with options for walks, painting, photography, gardening, star gazing and a canoe trip during free sessions. 6 July 2011 Making Commissioning Work - Collaboration to deliver patient outcomes Barbican Centre Silk Street London London EC2Y 8DS The Health and Social Care Bill plans to transfer 80bn of NHS funds to GP Consortia. It is hoped that budget holding will motivate doctors to deliver efficient coordinated care; however, to achieve this, the groups will need to ensure that primary care engages closely with specialist services in secondary care, public health, social care and the third sector. The BMA strongly believe that: 'successful commissioning will only be achieved with GPs, secondary and tertiary care consultants and other clinical colleagues working together.' 7 July 2011 Outsourcing: delivering cost-effective public services The Barbican, London The agenda of change in the public sector requires many organisations to operate in a new way and will often require expertise that they do not have. New models of service delivery can be a key means of achieving this, bringing in the expertise of the private sector and social enterprises. 22 September 2011 Lean Government 2011 - Raising Public Sector Productivity The Barbican, London Despite budgetary restraints the demands on the public sector will remain and the challenge for all organisations will be to deliver a first class service with fewer resources. Applying 'Lean' techniques can deliver savings of up to 40% and thus help public sector organisations manage within tighter budgets. Equally importantly, 'Lean' can lead to the delivery of better, more personalised services. 29 September 2011 Public Sector Reform: Opening Up Services The Barbican, London The government white paper Open Public Services, due in July, will set out the bold blueprint for reform of our public services. The ambitions are to shift power away from Whitehall to the local level to communities, citizens, & independent providers. This vision will give providers, from the private and third sectors, a level playing field to compete with any public body to run services. How can we ensure that public sector reform benefits service users and offers value for money to the taxpayer? The reforms offer communities, mutuals & service providers an active part in shaping our services. Adding to the complexity of delivering this change are the spending cuts. Local authorities must redesign service provision at pace and, importantly, deliver successful outcomes. 13 October 2011 Improving Public Health Working in Partnership The Barbican, London The public health white paper 'Healthy Lives, Healthy People' was published by the Department of Health towards the end of 2010 and set out the government's long-term vision for the future of public health in England. Directors of public health, now employed by local authorities and jointly appointed with the new 'wellness service', Public Health England, will lead on driving health improvement locally. What is the impact of the recent health policy changes on known determinants of health, such as smoking, diet and other lifestyle behaviours? How are the wider reforms impacting on existing work to improve public health and address health inequalities? 7 December 2011 Managing Change 2011: delivering public sector reform The Barbican, London The government has made clear its priority of eliminating the structural budget deficit within five years, with the Comprehensive Spending Review outlining funding priorities and emphasising the need for greater efficiency and productivity. At the same time, an agenda of reforms across the public sector heralds a fundamental change in the way public services are delivered. This conference aims to provide delegates with insight into how change can happen, and how it can be successful. Managing change is very complex, and requires strong leadership and excellent programme and project management (PPM) skills.
