EPIS (Skuptina evropskih IKT udruenja), kao to je poznato, predstavlja nacionalna informatika drutva iz cele Evrope i ire, a osnovana je pre vie od 20 godina. Razvoj e-vetina je od tada osnovni zadatak CEPIS-a, a Digitalna agenda za Evropu predstavlja pozitivan korak za zemlje starog kontinenta.

Digitalna agenda za Evropu Evropske komisije je strategija koje e Evropska komisija i vlade drava lanica pridravati u sledeoj deceniji kako bi informaciono komunikacione tehnologije (IKT) mogle da potpomognu razvoj evropske privrede. EPIS, as it is widely known, represents national informatics societies from all over Europe and beyond, and was created more than 20 years ago. eSkills development has since been a basic preoccupation of CEPIS and the Digital Agenda for Europe is positive step for Europe. The European Commissions Digital Agenda for Europe is the strategy to which the European Commission and Member State governments will adhere for the next decade in order to facilitate the enable role of ICT in Europes economy. From its seven action areas, the key area is enhancing digital literacy, skills and inclusion as this action underpins the ultimate success of the other action areas. eSkills has certainly became a challenge for modern society. New skills are needed, from ICT practitioner skills to ICT user or eBusiness skills. In the 60 years since 1950 while the world population has increased 2.6 times, the number of ICT practitioners 4,000 times and of ICT users more than 400,000 times! Digital Competences are as consequence badly needed. ICT User Skills Gap is directly related to eInclusion objectives of Digital Agenda as there is a need to address the skills gaps at a professional level. Addressing the lack of a European ICT Professionalism framework and enhancing the competences and training of ICT practitioners is crucial with the predicted skills shortage of up to 700,000 ICT practitioners by 2015 in Europe. European Commission has engaged with the CEPIS to advance the development of ICT Professionalism in Europe. CEPIS during 2011 will undertake a pioneering research project with IVI, which will strengthen and further professionalise the vital role of ICT professionals and will see the development of a pan-European training scheme for ICT managers. CEPIS will focus on developing a Europe-wide framework for ICT professionalism and a European Training Programme for ICT Managers and with its extensive network of national ICT societies committed to maturing the ICT Profession, is ideally placed to drive forward ICT Professionalism and propose answers to the various challenges visible in the ICT arena. CEPIS developed in 1995 with the help of European Union funding the ECDL programme to address this very problem. ECDL has become the European standard for end-user skills and it has been broadly adopted both in European and internationally. ECDL Foundation and its network of national partners are major proponents of

Potrebne su nove vetine, od onih potrebnih IKT strunjacima, do onih koje treba da poseduju IKT korisnici, ukljuujui i vetine za korienje ePoslovanja. U proteklih 60 godina, svetska populacija se uveala za 2,6 puta, broj IKT strunjaka 4000 puta, a broj IKT korisnika vie od 400000 puta! Digitalne kompetencije su kao posledica veoma neophodne. Nedostatak obuenih IKT korisnika direktno je povezan sa ciljevima eInkluzivnih aktivnosti Digitalne agende, jer postoji potreba reavanja problema sa vetinama na profesionalnom nivou. Reavanje nedostatka evropskog profesionalnog IKT okvira i unapreenje ko mpetencija i obuke za IKT strunjake je veoma vano zbog predvienog deficita od do 700000 IKT strunjaka do 2015. godine u Evropi. Evropska komisija je pokrenula saradnju sa CEPIS-om kako bi ubrzali razvoj IKT strunosti u Evropi. U toku 2011. godine, CEPIS e pokrenuti prvi istraivaki projekat zajedno sa Institutom vrednosti inovacije (Innovation Value Institute, IVI), koji e ojaati i dalje profesionalizovati vitalnu ulogu IKT strunjaka, i potpomoi razvoj panevropske sheme obuke za ICT rukovodioce. CEPIS e se fokusirati na razvoj evropskog radnog okvira za IKT strunost i Evropskog programa obuke za IKT rukovodioce, a njegova iroko rasprostranjena mrea nacionalnih IKT drutava, koja su posveena razvoju IKT profesije, ima idealnu poziciju za preuzimanje uloge pokretaa razvoja IKT strunosti i davanja odgovora na razne izazove u IKT areni. CEPIS je sa brim razvojem krenuo 1995. godine, kada je Evropska unija finansirala ECDL program kako bi reila ovaj isti problem. ECDL je postao evropski standard za vetine krajnih korisnika i iroko je prihvaen i u Evropi i u ostatku sveta. ECDL fondacija i njena mrea nacionalnih partnera su glavni predlagai Digitalne agende za Evropu i snano se zalau za njenu implementaciju. CEPIS je na dvadesetogodinjicu svog postojanja usvojio auriranu strategiju kako bi se obezbedilo da se sprovoenje aktivnosti ove organizacije nastavi u skladu sa njenom misijom kao to je naznaeno i pri osnivanju, ali i u skladu sa aktivnostima i eljama njegovih lanova, dok se kree ka sledeem periodu od dvadeset godina. CEPIS adopted at its 20th anniversary an updated strategy to ensure that CEPIS activities continue to be aligned with its mission as expressed in the constitution, together with the activities and desires of its members as it moves to the next 20 years. The result was the identification of five focus areas where CEPIS should engage mostly: Skills, Education & Research, Professionalism, Green ICT and Women in ICT. CEPIS will continue to be the leading influential body in Europe in the development of the e-Skills agenda, and to monitor activity and engage members as appropriate in the various European forums, continue to highlight the importance of professionalism in IT practice, and develop/mature this agenda within the relevant European institutions, look at the standardisation issues within informatics education, particularly through the EQANIE project which targets accreditation of bachelors and master level computer science education under the Bologna process in Europe, act as a bridge between industry and universities and research centres in the interest of all partners, begin, through active member engagement, to understand the breadth of Green ICT and agree a common area of interest for CEPIS Member Societies, communicate and engage with members as appropriate on the Women

As part of implementing this strategy CEPIS was active in e-Skills week 2010, is a founder of the new European eSkills Association and has actively supported Digital Agenda and EU efforts in the field of professionalism. Through its task force on professionalism, CEPIS proposed a common definition of Professionalism as it relates to IT has and detailed the steps to be taken to promote Professionalism and its benefits to individuals, organisations, and policymakers. It is the goal of CEPIS to foster a panEuropean understanding of this concept of IT Professionalism, and from this to develop and promote pan-European Professionalism in IT, where achievement of quality is a core factor, and where benefit is derived for the practitioner, the organisation, and society.

Several approaches have been devised over recent years to assist in structuring the IT Profession and to give consistency to how it is conveyed in Europe. This has included the development of national and European

An eCompetence Professional Survey was conducted by CEPIS. This work will produce an up-to-date picture of the actual digital competences of ICT professionals across Europe today, using the profiles recognised by the labour market and analysing them based on the European e-Competence Framework (e-CF). This project is a huge success as over 28 CEPIS member countries have participated and a total of 2,000 IT professionals from all over Europe have completed the survey (http://ecompetence.cepis.org/) With the above and its complementing activities in EQANIE, a body that provides accreditation of higher education institutes for informatics programmes, research, with Green ICT and a more active participation of women in ICT, CEPIS is actively supporting Digital Agenda.
