Features of the Approach (1)


National programmes attribute sector functions to multiple actors in a comprehensive and coordinated manner, avoiding monopolies, conflicts of interests and (hopefully also) market distortion Building capacities of existing, local actors rather than establishing new organisations Regulated competition at the supply side allows eventually the customers to benefit

Features of the Approach (2)


Interlinked targets on impact and capacity development (It takes two to tango): - To provide access to biogas plant for X number of households; - To develop capacities in the domestic biogas sector Promoting the market-oriented approach (The customer is always right) Quality assurance to be designed and enforced to protect the interest of the households (Quality first)

Disadvantages of the Approach


Sector development does not come cheap: Though households
invest significantly with an amount USD 200 to 700, the sector development costs will range between USD 50 to 200 per

biogas plant installed (dependent on the annual production)


Sector development does not come quick: Not less than 5-10

years may be required to develop a sustainable, commercial


biogas sector (If you want to go fast, walk alone. If you want to go far, walk together)
