Status of the Stockholm Convention

22 May 2002

Thailand signed the Stockholm Convention (SC). Thailand ratified the SC. A National Implementation Plan (NIP) for the implementation of the SC was developed.

31 January 2005 : 2004-2006 :

15 May 2007

Thailands NIP was endorsed by the Cabinet.

The Potential Sources of PCDDs/PCDFs Emission

Dioxin/Furans ( PCDDs/PCDFs ) Inventory was compiled during 2004-2006 as part of NIP development.

NIP- Measures to reduce releases from PCDDs/PCDFs


Goal: To reduce/eliminate PCDDs/PCDFs s releases by the year 2012.
Update and revise existing legislation as well as

Regional BAT/BEP Forum for ESEA : Power generation/Heating Sector


Working group of Power generation/Heating Sector consist of 6 countries : Cambodia, Indonesia, Lao PDR, Mongolia, Philippines and Thailand. The member countries with support from UNIDO have developed the regional project on Demonstration of BAT and BEP in fossil fuel-fired utility and industrial boilers in response to the Stockholm Convention on POPs

The regional project on Demonstration of BAT and BEP in fossil fuel-fired utility and industrial boilers in response to the Stockholm Convention on POPs Overall Objective of the Project :
The project overall objective aims at reducing /eliminating unintentionally produced POPs (UP-POPs) releases by capacity building at regional level to implement BAT/BEP measures in the fossil fuel-fired utility and industrial boilers source category including UP-POPs monitoring. The project also aims at simultaneously increasing energy efficiency (Climate Change) and reducing UP-POPs releases (Stockholm Convention) by application of appropriately selected technologies and fuels in the fossil fuel-fired utility and industrial boilers source category.

The regional project on Demonstration of BAT and BEP in fossil fuel-fired utility and industrial boilers in response to the Stockholm Convention on POPs (cont) Outcome :
1. Adopted guidelines and guidance on BAT/BEP addressing specific features of industry, common practice in the region and related socio-economic consideration.

2. Pollution prevention measures (cleaner production) applied prior to introducing BAT/BEP. 3. UP-POPs baseline inventories derived from representative industrial sources and projects at regional scale. 4. Established regional coordination of developing human resources. 5. Adequate capacity in sampling and analysis of UP-POP.

Budget :

US$ 11.8 M with PPG grant of US$ 400,000 (US$ 4M GEF grant and US$ 7.8 M co-financing by Regional ESEA and UNIDO) GEF Funds received June 2010

Project duration: 4 years

Status of Thailand on the regional project


July 2008 : Thailand endorsed the regional project proposal by GEF Operational Focal Point for Thailand. October 2009 : Thailand committed to co-finance US$ 3.5 M in-kind as counterpart funding during the regional project implementation period.

2010 : Starting the regional project on Demonstration of BAT and BEP in fossil fuel-fired utilities and industrial boilers in response to the Stockholm Convention on POPs in collaboration with Regional ESEA.

Collecting data of Power Plants/Industrial boilers for developing database.

Translation of the BAT/BEP Guidelines for Power Plants/ Industrial boilers into Thai language.

Providing awareness campaign about PCDDs/PCDFs and BAT/BEP guidelines to Power Plants/Industrial boilers Monitoring of PCDDs/PCDFs releases from Power Plants/industrial boilers to investigate PCDDs/PCDFs level from sources to support the development of legal or measure for the reduction of PCDDs/PCDFs release in the future.

Providing PCDDs/PCDFs awareness campaign to Power Plants/Industrial boilers.

Translation Boiler Act and regulations into English and gaps analysis for existing standards, regulations relevant to the boiler.

Development of BAT/BEP courses on boiler for relevant agencies.


Development pilot plant on BAT/BEP implementation.
