of China 1450 Laguna Street, San Francisco, CA 94109 Dear President Hu, We are ethnic Kachins residing in the United States who are originally from Northern Burma, near Yunnan Province. We are writing this letter to express our grave concerns for our family members and friends who are still living in our homeland under the extreme oppression of the Burmese government. Our people are threatened and terrorized by the current deadly fighting between the Kachin Independence Army and the government forces. The Union Solidarity Development Party government of Burma has not made any progress in implementing principles of transparency, accountability, rule of law, and participatory, which are indicators of good governance. Burma Army launched assault against the Kachin Independent Army on June 9th, 2011and this fight has expanded to other regions of the state. This civil war has already affected civilians in Kachin State in numerous ways. It has forced thousands to flee their homes and leave their livelihood to escape the deadly fighting and to avoid forced labor, summary execution, widespread rape or other abuses by the government forces. Since the fighting started, at least 10,000 civilians have found shelters on the Sino-Burmese border and an unknown number have hid in the jungle or been displaced elsewhere. At least 18 Kachin females have reported being gang-raped by five different Burmese Army battalions during the eight-day period, June 10 to18, 2011. The numbers of internally displaced individuals and refugees are increasing each day as reports of diseases outbreak begins emerging. If this war continues, Kachin people will be eliminated or forced out from their homeland. Furthermore, instability will potentially spill over beyond our borders. The Kachin state borders Chinas Yunnan Province and we have always considers China as a good neighbor. We have assisted Chinese people during numerous environmental calamities with our best abilities. Our rich heritage with both cultures could serve as a social bridge between two great nations. Due to investment that China has made in Burma, peace in Burma is as important component to the prosperity of China as it is for Burma. Because of your governments relationship with the USDP government, CCP yield great influence to the government forces more than any other countries on the planet. We are requesting that China as our good neighbor: 1) Provide humanitarian assistance to fleeing refugees and to welcome international aid agencies 2) demand the USDP to begin dialogue with ethnic groups and other political stakeholders to find a peaceful resolution that will produce genuine peace 3) stop your support to the Burmese junta who are committing crime against humanity We thank the Peoples Republic of China for the support and assistance already given to the people of Burma. Due to the urgency of the current civil war, we strongly urge you to put an additional effort in these identified areas to protect innocent civilians.
