From the President, Telanagana Gazetted Officers Association, Representation, dt.17-9-2010. ******* ORDER: In the representation 3rd read above, the President, Telangana Gazetted Officers Association, has informed that the Telangana Gazetted Officers Association was formed in the year 2007 and registered under the Andhra Pradesh (Telangana Area) Public Societies Registration Act, 1350 Fasli (Act of 1350 F) with the Registrar of Societies bearing Registration No.596/2007 and functioning for fulfillment of the objectives of the Association, especially for the implementation of GO 610, Presidential Order and making several representations. The Association has been recognized by one and all as one of the representatives of the employees of Telangana Region among others and the Association is having 3346 members in all Departments in all Districts out of cadre strength of 6950 in Telangana Region and hence, requested the Government to accord recognition to their Association. The Telangana Gazetted Officers Association is not a departmental specific Association, but an umbrella Association consisting of Gazetted Officers working in all the Departments in the Telangana Region. The Association does not come under any particular Department or Head of the Department. 2. The request of the President, Telangana Gazetted Officers Association has been examined in terms of the orders issued vide GO 1st read above and placed before the Committee of Officers and Representatives of Service Associations/Unions constituted vide GO 2nd and 4th read above, for examining the same and making recommendations to the Government for according recognition to Service Associations. The Committee of Officers and Representatives of Service Associations/Unions, after examining the matter in detail in its meeting held on 25-8-2010, agreed to the proposal for according recognition to the Telangana Gazetted Officers Association (Registered No.596/2007), subject to the following conditions:(i) The Association should amend its bye-laws with regard to the membership of the Association which should be open to all the Gazetted Officers working in the Telangana Region, duly defining Gazetted posts as meaning Substantive Gazetted Posts. Subject to verification by GA (SW) Department with available information, on the cadre strength of Telangana Gazetted Officers and confirmation that the Association represents at least 25% of the cadre strength.

3. The President, Telangana Gazetted Officers Association was requested to amend their bye-laws accordingly. In response, the President, Telangana Gazetted Officers Association, vide his letter 5th read above, has furnished a copy of bye-laws duly amending the same as follows:Bye-laws No.4.1: Bye-laws No.8.6: The Employee, who is Gazetted Officer working in Telangana Region, duly defining Gazetted posts as meaning substantive Gazetted posts. The Admission fee, the membership and other receipts like subscriptions, the funds of the Association consist of subscription from the Members of the Association only and grant, if any made by the Government and are applied only for the furtherance of the objectives of the Association.

The Committee of Officers in its meeting held on 28-10-2010, took note of the fact that the latest information with regard to strength of Gazetted Officers working in Telangana Region is not readily available with any department and in the absence of authentic information, the Committee decided to rely on the information provided by the Association and recommended provisional recognition to the Telangana Gazetted Officers Association for a period of one year, subject to review and verification after the information on the cadre strength becomes available. 5. The Government, after careful examination of the matter and in terms of the Andhra Pradesh Civil Services (Recognition of Service Associations) Rules, 2001, hereby accord provisional recognition to the Telangana Gazetted Officers Association for a period of one year for the purpose of enabling them to make any representation regarding their conditions of Service and matters pertaining thereto for any redress, subject to review and verification after the information on the cadre strength becomes available. 6. The Telangana Gazetted Officers Association shall follow and adhere strictly to the Andhra Pradesh Civil Services (ROSA) Rules, 2001 issued in the GO 1st read above and other orders issued by the Government in the matter from time to time. 7. The Telangana Gazetted Officers Association shall furnish any change in its Rules / Bye-laws and also any changes that may be made in its name, address or Headquarters etc., to Government and take approval by the Government to that effect.
