INTRODUCTION
City Gas Distribution (CGD) has moved from a conceptual framework of alternative fuel to a rapidly growing utility business. CGD business comprises the last mile of the natural gas value chain. A large spectrum of customers from housewives, car owners, eet owners to owners of industrial and commercial enterprises are switching to natural gas-based solutions, which are being rolled out by CGD companies at an ever increasing pace. CGD currently constitutes only about 8 percent of Indias natural gas consumption. In light of the fact that natural gas itself constitutes only 10 percent of Indias total energy basket, this is an alarmingly small amount. However, despite the scepticism from various segments regarding the fullment of CGD penetration in 200 cities by 2015, it cannot be denied that major cities in India within next ve years would show a prominent shift to natural gas from petrol, diesel, liqueed natural gas (LPG) and other solid fuels. CGD coverage in 200 cities also entails gas consumption in excess of 120 MMSCMD. This is roughly equivalent to Indias entire domestic gas production. In comparison to this current KG D6 allocation for CGD stands at only 0.65 MMSCMD. Boosting Indias natural gas supply basket is a Herculean challenge to Indias energy policy makers and oil and gas players alike if these ambitions are to be realized. More importantly, the plans are subject to the timely accomplishment of the approved transmission pipelines together with the establishment of state level gas grids. The state of Gujarat is a role model, be it the operational gas grid of more than 2,000 km, or rolling the gas distribution at village level as done by Charotar Gas, which is distributing piped natural gas to 11 villages in Anand district. It is necessary to emulate and improvise the successes like these in other states in India. CGD development and expansion can only take place in a regulatory framework which promotes fair competition and works to address the concern of CGD operators as well as the endcustomers to the satisfaction of both groups. With PNGRBs strengthened role, particularly in the backdrop of Supreme Court judgement authorizing it to issue CGD licenses, the CGD sector can now fully develop.
