The Challenge
To deploy a video surveillance network that secures Puerto Vallarta by closely monitoring activity across the city and enabling rapid response to emergencies.

Puerto Vallarta is a Mexican resort city situated on the Pacific Oceans Baha de Banderas. The 2005 census reported Puerto Vallartas population as 177,830 making it the fifth-largest city in the state of Jalisco. The City of Puerto Vallarta is the government seat of the Municipality of Puerto Vallarta which is comprised of the city as well as population centers outside of the city extending from Boca de Tomatln to the Nayarit border. The municipalitys population in the 2005 census was 220,368.

The Challenge
Puerto Vallarta is a busy Mexican resort city with miles of beaches, shopping facilities, culture and art and a dynamic nightlife. Puerto Vallarta municipality wanted to deploy a video surveillance project to assure an enhanced safety solution for the ministry as well as improve public safety in the tourist town of Puerto Vallarta. Video surveillance was required to enhance the level of emergency response services and improve local police monitoring capabilities.

The Solution

Puerto Vallarta Municipality selected Hemac to implement the solution. Hemac chose Alvarions BreezeACCESS VL solution, determining that it was the most suitable carrier-class, point-tomultipoint solution for wireless broadband outdoor connectivity and the delivery of highquality data, voice and video services in both urban and rural environments. Hemac used the BreezeACCESS VL solution in 4.9 GHz together with 6 Subscriber Units (SUs) distributed across 10 sectors around the city with 50-60 Customer Premises Equipment (CPEs). Each CPE is deployed on either a kiosk or a camera pole together with Pelco video surveillance cameras. Emergency kiosks (Totem) are also deployed combining panic buttons for the people to press in case of an emergency and video surveillance cameras to deter the criminals. Alvarions solution provided the municipality with a robust wireless broadband solution that not only supports Quality-of-Service (QoS) but that was quick and easy to deploy without the need for digging in tourist areas.

The Result
The video surveillance solution combined with a panic button application for emergency voice services enables local residents and tourists to directly connect with the police in times of need. Since deploying this solution, street crime in Puerto Vallarta has been significantly reduced, tourism has grown and the sense of safety has increased. Puerto Vallarta is now confident that they have a secure environment that enables complete monitoring of activities at all times via the local police HQ/monitoring center. In the future the network may expand to the Municipality around Puerto Vallarta.
