EVIDENCE OF DAYTON ADMINISTRATIONS

All these movements toward shutdown could have been avoided had Gov. Dayton signed, rather than vetoed, the Legislatures balanced budget that funded Minnesotas priorities at the highest level of general fund spending ever.
[name redacted], from conversations in staff meetings at DHS, I am completely convinced that Daytons plan to shut down the state was designed long before any budget discussions began. Yesterday when we were being apprised of the potential for a shut down, the words that were used said volumes. For example, the threat of a shut down, and/or shut down furthers the agenda (safe to say political agenda to increase taxes on the highest earners?) and in another mtg, something to the effect of capitalizing on the chaos was said -- chaos created by the Dayton administration. When I repeated that back to the speaker (one of the managers) she didnt disagree but said that the angst that is being created will prompt people to call their [legislators] which she thought was part of the plan.

It appears that the decision may be that, even though eligibility for programs will continue, providers and health plans will not be paid for providing their services and coverage. The intent appears to be to have an immediate, strong impact of the shutdown to create the greatest possible pain and resulting pressure on the Legislature to resolve the dispute.

In the absence of legislation specifically appropriating funds for the continuing operations of the Office for the next biennium, we will have no or very limited authority to expend or release funds after June 30, 2011.
