Electric Energy Efficiency Program for Commercial Customers


What is the CEEP Plus Program?

The Commercial Energy Efficiency Program Plus program provides financial incentives to commercial customers for the development and installation of electrical energy saving measures in their facilities. CEEP Plus can provide an incentive of up to $0.20 per kilowatt-hour of verified annual energy savings or 70% of incremental project costs, whichever is less.

Eligibility
Any commercial-sector (non-manufacturing) business that is a customer of Cowlitz PUD is eligible. Only improvements/measures which save electrical energy are eligible. Estimated electrical energy savings from improvements to commercial facilities must be measurable and verifiable as determined by standard engineering practices. A CEEP Plus Custom Project Proposal must be submitted to Cowlitz PUD, approved in writing, and a formal contract/agreement signed by both Cowlitz PUD and customer before project materials are purchased and installed. Projects that have less than six months simple payback will not be eligible for this program. Measures for which prescriptive incentives are already offered (ie Lighting Fixtures) are not eligible for incentives under this Custom Project Program.

Steps for Participation


1. Customer obtains CEEP Plus Project Proposal Forms (Proposal Forms) from Cowlitz PUD Energy Conservation Department (CPUD). 2. Customer submits completed Proposal Forms to CPUD. 3. Completed CEEP Plus Project Proposals (Project Proposals) are reviewed by a team of Cowlitz PUD and/or BPA staff to determine if the Project Proposal criteria requirements are met. A site visit may be required during this review period. 4. If the Project Proposal meets the requirements, Cowlitz PUD will generate a formal contract/agreement (Agreement) for the customer to sign. If additional information is necessary to assure compliance with the Project Proposal criteria, customer will be required to furnish any additional information within a specified timeframe. 5. Once the Agreement is signed by the Cowlitz PUD and the customer, funds will be earmarked and customer may begin the project. 6. After the project is completed, Customer notifies Cowlitz PUD that the project is ready for inspection and verification. 7. Cowlitz PUD/BPA technical staff performs project inspection and verification. 8. Customer prepares CEEP Plus Project Completion Report (PCR) including an Invoice for payment and submits it to CPUD for review by Cowlitz PUD/BPA technical staff. 9. If additional information is necessary to assure compliance with the Completion Report criteria, the customer will be notified and required to furnish any additional information before PCR is approved. 10. After the PCR is approved, Cowlitz PUD processes invoice and mails check to customer.
