Selected Achievements
* Salvaged overseas projects that were over budget or behind schedule by assumin
g personal control of the projects at the site, modifying designs as necessary,
renegotiating contracts, recruiting new subcontractors and technical specialists
, and meeting customer expectations with respect to completion dates. One speci
fic project contract renegotiation broke a two year deadlock between the client
and my company and also yielded approximately $3,000,000 in additional profit.
* Appointed by the Board of Directors as Owner's Representative/Project Director
with direct responsibility for design and construction of a large (860 MW) supe
rcritical, coal fired unit, high voltage switchyard, and 23 kilometer high volta
ge transmission line to connect with the regional tie line at a greenfield site
in Australia. Managed critical pre-construction process including unit specific
ation and design, bid evaluation process, and Engineering, Procurement, and Cons
truction (EPC) contractor selection. Advised on plant permitting, commercial is
sues, approved post award design modifications, interacted with governmental min
isters and deputies to facilitate project implementation, and selected Banker's
Engineer for the project finance process. Outcomes included optimized unit desi
gn agreement negotiated at lower than expected cost, project financing commitmen
ts, and all required permits being issued within targeted time-frame allowing co
nstruction launch and plant completion by the scheduled deadline for this billio
n dollar project.
* Designed multiple systems (P&IDs, standard system operational descriptions, an
d alarm responses) for a new standard nuclear plant that received NRC approval f
or the overall plant design. These designs included innovations in turbine seal
steam system design that saved approximately $200,000 per unit and reduced over
all maintenance requirements.
* Leader in system wide heat rate reduction program. Reviewed generating plant
deficiencies and developed corrective methodologies. Produced heat rate improve
ment manual utilized for system wide training and additional pocket booklet with
typical costs and technical information. Developed appropriate inspection/test
programs and initiated periodic component testing. Over three year period, syst
em heat rate was reduced by approximately 500 BTU/kWH and resulted in significan
t corporate fuel cost savings (multiple millions of dollars for a 30,000 MW syst
em).

Director/Senior Director (May 2005 to February 2009) - Overall duties include ov
ersight responsibility for Field Operations (Island type Power Systems with medi
um voltage electrical distribution lines), Procurement, Construction (Civil and
Electrical - buildings, sewer systems, transmission and/or distribution lines in
the ten to twenty thousand volt range), medical services, and Life Support fo
r multiple domestic and OCONUS projects, customer relationship establishment and
maintenance, business unit safety programs, bid package preparation and approva
l, engineering support for project teams, contract reviews, staffing plans, and
budgeting, Due Diligence evaluations, and business development.

Senior Account Executive (August 2002 to April 2005) - Responsibilities include
development of energy related business unit, establishment of accounts with majo
r energy related customers, customer relationship maintenance, planning and impl
ementing market penetration strategies, contract review and/or approval, managem
ent of engineering support bid package preparations, technical knowledge transfe
r to current staff, mentoring new personnel, miscellaneous personnel training ac
tivities, and development of project teams for engineering, construction, and op
eration of power plants.
SOUTHERN ENERGY INC. / MIRANT 1999 - 2002
Project Manager/Owner's Representative (March 2001 to April 2002) - Retired in 2
002 - Responsible for all technical aspects of electrical generation projects in
cluding the development, design, and construction of multiple coal fired, simple
cycle, and combined cycle generating plants and their associated High Voltage s
witchyards. Negotiated and evaluated corporate partnering agreements with major
suppliers and specific commercial responsibilities for individual projects.
Engineering Manager-Asia/Owner's Representative (August 1999 to February 2001) -
Responsible for all technical aspects of project development associated with de
velopment, design, and construction of coal fired greenfield electrical generati
ng plant and switchyard (230 kV) plus 23 kilometer HV transmission line to the i
nterstate transmission line. Produced staffing plans, budgets, and deployment s
chedules for plant personnel, provided guidance on all permitting related issues
, evaluated EPC subcontractor capabilities, interfaced with local and state gove
rnment officials, and assumed responsibility for partner relationship when 40% o
f the project was sold. Additional responsibilities included performance of tec
hnical and commercial due diligence evaluations for operating power plants, thos
e under construction, or in the design phase, performance analysis and operation
al enhancement of in service units, and senior management or governmental presen
tations.
SOUTHERN ENERGY, INC. /SOUTHERN COMPANY SERVICES 1992 - 1999
Engineering Support Manager-Philippines (January 1999 to July 1999) - Initiated,
staffed, and managed professional group responsible for technical support issue
s and major capital projects at operational plants (800 MW) and under constructi
on projects with High Voltage switchyards (1200 MW). Assumed specific responsib
ility for development, justification, and analysis of capital budget items for t
he country and Senior Management presentations to the Board of Directors.
Site Services Manager (June 1998 to December 1998) - Managed training, transport
ation, technical audit, security, fire and safety, environmental, warehouse, pro
curement, engineering, and public relations at a two unit coal fired plant site.
Refined and implemented new budgeting system designed for use at all Philippin
e plants. Trained local personnel as managerial level replacement.
Senior Engineer (April 1992 to May 1998) - Total responsibility for the design,
supporting calculations, system descriptions, basic system control logic, and P&
IDs for multiple secondary side systems for an advanced nuclear power plant incl
uding coordination/interface services for all major project contractors. Enginee
ring Lead with responsibility for test procedure writing, instrumentation instal
lation, conduction, data analysis, calculations, and equipment optimization to s
upport efficiency improvement programs, regulatory requirements, and unit life e
xtension at both fossil and nuclear plants.
ALABAMA POWER COMPANY
Senior Engineer, Project Engineer, Generating Plant Engineer I and II, Junior En
gineer - Managed complex projects and provided technical and supervisory service
s at generating plants. Coordinated design, construction, budget, and procuremen
t activities associated with major power plant construction and interconnection
with the local transmission lines for four separate 700 MW power plants. Primari
ly responsible for all mechanical equipment initial check out, start up, and com
mercial operation of a coal fired electrical generating plant. Initiated and ope
rated corporate air/water quality program. Also worked in all O&M supervisory po
sitions (foreman, shift supervisor, and department head) at the plant site and o
ccasionally substituted for Senior Plant Management.

Provided maintenance and operational service for marine equipment associated wit
h main propulsion and auxiliary power generation on aircraft carriers and destro
yers. Accepted into Navy Nuclear Power Program and Officer Candidate Program. T
erminated service obligation early due to a medical discharge.
