THE NEGOTIATION PROCESS AND THE RESOLUTION OF


INTERNATIONAL CONFLICTS.

Conflicts have always existed; in last years the researchers have


studied real situations, actors, strategies, implementations,
agreements and many considerations in the management of the
different issues in order to get successful solutions.

Professor P. Terrence Hopmann in his study entitled “The Negotiation


Process and the Resolution of International Conflict” talks deeply
about international negotiations, and how these situations could be
used like steps in different kinds of negotiations.

In the process of conflict resolution plays factors such as military,


diplomatic and economic, this factors influence the decisions and
need to be considered in the achieve of the solution. Professor
Hofmann emphasizes in provide a comprehensive framework for the
analysis of the negotiating process in all of its many dimensions.
Being understood negotiation like a process enabling to Exchange of
views by contesting parties in order to reach a common agreement,
and for obtain a profitable agreement the parties need to be well
prepared, and have tactics and strategies to achieve the best part.

The study of Professor Hopmann is divided in four parts, in the


introduction talks about the role negotiations in contemporary
international politics. The main part of this introduction it’s the
primary means of diplomacy, which are: persuasion, compromise and
threat of the use of the force, in the process of negotiations it’s
required to use this skills to ensure success. The part two deal with
the models of bilateral bargaining. In the third and most important
part Hofmann deal with the complexities of the international
negotiations whether bilateral or multilateral, and he also looks at the
role and importance of communications in the negotiation process. In
the last part the study look at the application of the theoretical
framework to the Test Ban Negotiations. At the end Hopmann
persuades the reader that negotiations can be mutually beneficial to
the negotiating parties, he also mentions the role of the power in the
negotiations, it creates negotiations with unequal terms and maybe
its not faire.

In the conclusion of the study, Professor Hopmann explains the


complexity of international negotiations, and the necessity to make
joint decisions in the negotiation. For the future it’s necessary to use
the base of knowledge acquired by the experience and the studies to
guide the conflict resolution process to a better way.
