Geotechnical and Earthquake Engineering
Mr. Houps is a Geotechnical/Civil Engineer with 20+ years of senior-level/manage
rial experience in soil and foundation engineering, earthquake engineering, and
geo-environmental/remediation engineering. He has been responsible for over 500
projects, ranging from numerous small to medium-size private and municipal deve
lopments, infrastructure improvements, schools, hospitals, and residential, to m
any major multidisciplinary projects for high-rise buildings, reservoirs and dam
s, harbors and waterways, fossil and nuclear power plants, and power and communi
cations distribution grids. Local practice has been primarily in the San Franci
sco Bay Area, and broader project experience is nationwide and in other countrie
s.
Responsibilities have typically included client marketing and maintenance; proje
ct planning and management; supervision of geotechnical and environmental field
and laboratory investigations; engineering analysis and design; construction spe
cifications and field QA/QC during construction; and associated project interfac
ing with local, state and federal regulatory agencies. He is experienced with d
evelopmental/environmental project permitting procedures and regulations and has
working relationships with the involved agencies, particularly in the San Franc
isco Bay Area (e.g., city/county public works departments and redevelopment agen
cies, the RWQCB, Cal-EPA-Region 2, and U.S. EPA-Region 9).
Geotechnical specialties include soil/foundation engineering, earthwork and seis
mic design for soft-soil and fill soil sites, and waterfront sites such as Bay M
ud sites. This includes shallow and deep foundation design for control of struc
tural settlements and site grading techniques for control of land subsidence; s
ite improvement/stabilization techniques at difficult sites, such as filled land
and former sanitary landfills; landslide evaluation and stabilization technique
s; underground structures; earth dam design and rehabilitation of existing dam
s; and municipal infrastructure improvements. As a Certified Ground Water Prof
essional and a member of the Earthquake Engineering Research Institute, his geot
echnical/geological experience and expertise include methods of groundwater eval
uation and control for design, construction, and post-construction; and earthqu
ake engineering aspects for seismic design including design response spectra, ge
ologic fault evaluations, and soil liquefaction potential/seismic ground settlem
ent evaluations for structures, including numerous essential facility projects.
