nsibilities included: engineering and operations for, permitting, regulatory com

er engineering; performance evaluation; and field inspections.

Project Manager: RP-5 Expansion Master Plan, the RP-5 Renewable Energy Efficienc
y Project as a Department of Energy (DOE) grant, and the RP-2 Solids Conveyor Pr
oject. Project management, oversight, report preparation and contractor work su
pervision.
Responsibilities included the RP-5 wastewater plant expansion project with innov
ative technology research and evaluation, preliminary design, preparation of the
Request for Proposal (RFP) for consulting services, scope of work write-up, con
tract negotiation and awards.
2. United Water (Suez)
(May 2005 a" November 2006)
Project Engineer, compliance of City of Burbank Wastewater Treatment Plant WWTP,
Biosolids Improvement Project Design and Operations. Experience includes prepar
ation of flow and process and instrumentation diagrams, pumps and overall system
analyses, proposal review, materials selections, piping and equipment design an
d layout, and field investigations.
Preparation of specifications, review design criteria, drawings and operation an
d maintenance manuals review, requests for information, and design clarification
s and field inspection. Some of these projects were the West Basin in the City o
f El Segundo Water Treatment Plant.
3. GEOFON Inc.
(October 2004 a" April 2005)
Project Manager for the construction and remediation of soil and groundwater cle
anup operations for contaminant removal at various military and civilian airport
s. Remediation of UST and ASTs. Projects included JPL contaminant cleanup of VOC
s and hydrocarbons; El Toro AST tank removals and remediation, and Camp Pendleto
n soil cleanup.
4. IVI International
(May 2003 a" September 2004)
Performed consulting services of Phase I and Phase II projects for commercial an
d industrial buildings, and gasoline-pumping stations. Projects included site as
sessment, characterization and soil, as well as groundwater cleanup, and removal
of ASTs and replace with USTs.
City of Los Angeles (Los Angeles World Airports)
(August 1997 a" May 2003)
Environmental Specialist. Provided Annual Hazmat training to employees. Performe
d EA, EIR, CEQA and NEPA studies for the LAX Expansion Plan. Initiated and manag
ed the storm-water program. Performed environmental management functions for air
, water and wastewater programs with all associated regulations. Represented LAW
A at AQMD for emission studies, alternative fuels programs, and Reclaim policy f
or compliance for LAX, ONT, and VNY airports. Managed cleanup and remediation pr
ojects for airport tenants and airline hanger facilities for soil, groundwater a
nd AST/USTs.
LA Regional Water Quality Control Board
(August 1994 a" August 1997)
Managed the Superfund Programas Site Investigation and Remedial Studies Unit for
contaminated facilities in San Fernando and San Gabriel Valleys. Performed reme
diation functions. Initiated the cost-effectiveness study by minimizing regulato
ry costs by 10% for each responsible party. Worked w/Board members, regulators,
and responsible parties. Member of the Technical Advisory committee to set the G
uidance Document for Cleanup and Remediation Regulations per EPA Guidelines.
Southern California Edison
(January 1991 a" August 1994)
Researched and developed new electro-technology products (photovoltaic, fuel cel
ls, fiber optics), pilot-plants, and developed business opportunities for Edison
clients. Performed feasibility studies and market research in renewable energy
resources. Performed PUC de-regulation analyses and reporting to internal Edison
departments.
INTERNAIONAL EXPOSURE
Represented Southern California Edison at two (2) international USAID hosted Ene
rgy Conferences for post independent Armenia in 1992 and 1994, sponsored by US D
ept. of Energy (DoE), and the European Bank for Research and Development (EBRD)
