EXPERIENCE SUMMARY:
February 2005 - April 2010
BEI Project Manager - developed the project scope, estimated, prepared approval
documents and specifications for projects in the Shell Oil Refinery, PRSI Refine
ry and Enterprise Pipeline. The Project scopes involved changes to the Cat Crack
er piping and equipment revisions, additional storage tanks, and emissions reduc
tions.
Work on the tankage project included bid preparation, evaluation and contract aw
arding along with construction management.
1998 - 2004
Shell Project Manager - responsible for the scope definition, estimate, project
execution plan, cost control, equipment selection, detail design, construction p
lanning, contractor selection, construction, Quality Assurance and turnover of t
hree major projects valued at $240,000,000.
The project scopes included:
* Gasoline hydrotreater to lower the sulfur content in gasoline blending compon
ents.
* Compressor plant to gather low pressure waste gas, treat the gases and boost
those gases into the fuel gas system.
* Offsites for a Refinery expansion. This project included the installation of
50,000 feet of pipe, installation of new fractionator bottoms unit and turnaroun
d management for five existing process units.
* Managed Turnaround activities for two amine recovery units, a distillate hydr
otreater and two sour water strippers during a Refinery Turnaround.
1994 - 1998
Shell Staff Project Engineer - responsible for preparing the overall project exe
cution strategy, identifying the Project Scope, estimated project cost and sched
ule, preparation and submittal of the AFE, contracting strategies, selecting con
tractors, administering the contracts, ensuring all work was performed safely, c
ost control. managing all changes to the Project Scope, ensuring all tie-ins to
existing processes were planned and ensuring the new facilities were integrated
into Refinery Operations.
Additional staff duties included incident investigations, work process changes t
o prevent re-occurrence and rebuild planning.
Projects included:
* Construction of a new landfill and closing of an existing landfill.
* Marine vapor recovery unit to recover vapor from gasoline loading of ships, c
ompression and cooling of the vapors, then returning the liquid to product and
gas to the refinery fuel system.
1993 - 1994
Project Engineering Supervisor. Managed a staff of 12 Project Engineers working
within the Shell site. During that time I wrote an Alpha 2 database that combin
ed multiple work lists to a single point and standardized reporting to the Refin
ery Management.
This position was eliminated as part of Refinery Management reorganization. The
management activities were transitioned to a new Manager and I picked up projec
ts as a Staff Project Engineer.
1973 - 1993
Shell Maintenance and Plant Engineer - performed a variety of assignments of inc
reasing responsibility such as:
Maintenance engineer - assessment of equipment that did not meet expectations an
d making recommendations for revision or replacement. Typical involvement would
be: reliability assessment, design change to resolve the issue, estimate cost o
f change, construction, cost control, Quality Assurance and turnover to Operatio
ns. I managed several VCM Turnarounds and Shutdowns essential to improve the ove
rall unit reliability and safety.
Projects Coordinator - developed the scope and estimate of large projects which
were then implemented by members of the Project Engineering Department. Typicall
y these projects would involve identification of equipment that was not performi
ng as required or had high maintenance costs, preparation of a plan to resolve t
he problem then a scope estimate of the cost.
Plant engineer - develop and get agreement on the Project Scope., estimate the p
roject cost, prepare and submit the AFE, prepare the construction packages, sele
ct contractors, track costs and integrate new facilities into the Operating Depa
rtment.
During this time period, work was completed in a number of Chemical and Refining
operating areas including:
Olefins, VCM, glycerin, epichlorohydrin, phenol / acetone, lubricants, catalytic
cracking, distilling, hydrotreating, hydrogen production, amine treating, sulfu
r recovery, coking
