EXPERIENCE & ACHIEVEMENTS
STATE OF WASHINGTON, RAINIER SCHOOL, BUCKLEY, WA * 1999 - PRESENT
An 80-acre residential habilitation campus for developmentally disabled adults b
etween ages 21 and 92 with daily living and behavioral challenges requiring 24/7
care, and divided into designated Program Area Teams (PATS) program housing cli
ents ranging from severe/profound to moderately mentally retarded.
Adult Training Director, Developmental Disabilities Administrator II 2007 Pres
ent
Direct the daily operations for this vocational training program providing vario
us paid employment opportunities both on and off campus for 295+ school resident
s in food service, retail, manufacturing, and greenhouse plant production. Direc
tly manage a $5.1M budget as well as a 78-member vocational training team. In ch
arge of staff hiring, training, performance evaluations, and corrective actions.
Serve as Acting Superintendent on a rotating and/or as needed basis.
Reversed special wage certificate non-compliance designation from the Departmen
t of Labor (DOL). Authored and submitted a 60-day compliance plan accepted by th
e DOL that achieved compliance certification following an on-site audit.
Increased client production revenue from $127K in 2006 to $500K in 2009 by upda
ting all job task analysis, time studies, and client payroll systems. Conducted
in-depth operational analysis to identify key requirements and needs.
Rescued the Adult Training Program from total closure and saved $1.7M for 2009-
2010. Developed a reorganization plan focusing on operations, reducing and restr
ucturing staff, and modifying work schedules while maintaining client services a
nd Medicare regulatory compliance.

In charge of all aspects of this 24/7 habilitation services program, including h
iring, training, planning, operations, budgeting, regulatory compliance, and lab
or relations. Served as a Labor/Management team member for both AFSME 491 and SE
IU Local 1199. Directed a multi-disciplinary team of 220, as well as managed an
operating budget of more than $20M.
Instrumental in analyzing, developing, and implementing facility-wide policies
and procedures resulting in better streamlined operations and reduced expenses.

Directed an investigation into and resolved the high turnover of director-level


positions in the PAT B program. Conducted an in-depth work environment analysis
and staff interviews, documented findings and reported directly to the Superint
endent and Regional Administration resulting in the demotion and transfer to ano
ther department of the Assistant Director. Action was upheld by the Washington S
tate Supreme Court and law suit was fully dismissed based on documentation.
Orchestrated closure operations of the PAT B program, including 8 housing units
impacting 128 residents, and 165 employees. Integrated residents and employees
into new PAT program and reduced facility expenditures by $9.5M.
Designed a benchmark environmental / sensory program targeting age-based develo
pmental levels. Program was recognized by Medicare compliance surveyors, the Dep
artment of Justice, and private consultants and serves as a model program for lo
cal school districts in developing similar programs for autistic special needs s
tudents.
Proactively investigated client and staff accidents, as well as alleged inciden
ts of abuse, neglect, and staff misconduct.
Recognized with 2002 Outstanding Team Award, Program Area Team A; 2001 Outstand
ing Leadership Award, and 2001 DSHS Leadership Award, Region 5.
WASHINGTON STATE INDEPENDENT LIVING COUNCIL * 6/1998 12/1998
Established in compliance with the 1986 amendments to the Federal Rehabilitation
Act.
Interim Executive Director (Contract Position)
Accountable for developing public policy regarding independent living for disabl
ed citizens in the state as member of Governor-appointed 21-member statewide cou
ncil.
Spearheaded all aspects of council re-organization, including staff analysis, p
olicy and operational review and recommendations.
Developed, submitted, and monitored a Statewide Plan for Independent Living. Pl
an included outreach, council meetings, and educating legislators on the philoso
phy of self-directed care and living independently in the community.
