Human Resources Services -- Markham Campus

Reporting to the Associate Director, Labour & Employee Relations, the incumbent contributes to the College’s goals and objectives by
providing a full range of proactive Human Resources consulting / advising services and coaching to a specific client group of managers
and staff from the Academic and / or Service areas of the College. The incumbent will participate in the formulation, implementation
and administration of strategic human resources practices, relating to recruitment and selection, employee and labour relations,
performance management and workforce planning. The incumbent will provide professional advice and counsel in the above areas to
client groups to ensure managers are well-versed in College policies, procedures and legislative requirements pertaining to these
issues.

Specific Accountabilities:
• Ensures the College employee and labour relations and recruitment and selection activities are in compliance with collective
agreements, legislative requirements and College policy.
• Investigates and resolves employee issues. Provides advice and assistance at grievances and arbitration hearings.
• Acts as College representative and/or resource to legal counsel and managers in the grievance and arbitration process; ensures
required follow-up is completed.
• Assists and participates at union / management meetings and special projects.
• Assists managers with workforce planning activities by analyzing existing data and making appropriate recommendations with
respect to department structure, etc.
• Provides administrative support and advice for the complete recruitment and selection cycle. Participates in the hiring and selection
process for academic, administrative and support employees as a member of selection committees.
• Provides procedural advice and guidance to client groups to ensure fairness of the recruitment process and compliance with
College policies and procedures.
• Provides professional recommendations regarding effective recruitment methods and interview processes to ensure the best
qualified candidates are selected
• Assists in the development of guidelines, procedures and/or policies for HR staff and/ or administrators with respect to recruitment
and selection, labour relations and workforce planning matters.
• Gathers and analyzes information for research / special projects as required using a variety of primary and secondary research
methods and tools, such as databases, on-line systems, web source materials and documentation/file searches and analysis.

The successful candidate will have:


• Demonstrated competencies attained through a Diploma/Degree Program in a related discipline from a recognized post-secondary
educational institution complemented by five years of human resources generalist experience providing labour relations,
recruitment and workforce planning advice to all levels of management within a diverse, multi-union, multi-site workplace or
equivalent combination of qualifications and experience.
• Demonstrated successful experience with union-management relationships / dynamics and conducting workplace investigations .
Public sector experience preferred.
• Demonstrated in-depth and current knowledge and experience with recruitment and selection, workforce planning, grievance and
arbitraton procedures, aribtral jurisprudence, employment-related legislation, and human resources theories / techniques and can
utilize this knowledge to develop and implement creative solutions to complex problems.
• Strong conflict resolution and negotiation skills; excellent research, analytical and problem-solving skills to ensure problems,
complaints and enquiries are handled tactfully, effectively and promptly; excellent planning and organizational skills.
• Excellent oral and written communication skills to effectively interpret and explain labour relations information, prepare job
postings, conduct interviews and interact with the College’s multi-cultural/racial/able staff.
• Accessible customer-service focus with a proven ability to participate effectively in a team environment.
• Strong computer skills in the areas of HRIS systems, job postings web applications, application tracking tools and MS Office (Word
Excel and Powerpoint).
• A valid Ontario Driver’s License and access to a reliable vehicle are required for travel between campuses.
• CHRP designation an asset.
