WHEREAS,the Presidential Task ForceAgainstlllegalRecruitment (PTFAIR)


under
created ExecutiveOrder No. 759 (s. 2008), which is taskedto programs

SECTION 3. Functions,The PTFAIRshallcoordinate programs of

SECTION4. Powers.In pursuitof itsfunctionsas definedin the preceding


section,

thePTFAIRshallhavethe responsibility to:

a. Conductsurveillance and entrapmentoperationsof personsallegedto be


engagedin illegalrecruitmentas definedin Section6 of RepublicAct No.
8042, as amended,including,but not lirnitedto, "escort"servicesat
airportsand otherportsof departure,and to effectwarrantsof
international

b . Causeor directthe irnrnediate and speedyprosecution
investigation of cases

d . Hire lawyers, operatives,and support staff in such number as the


circumstances

e. Initiate and undertakesuch projectsand activitiesin coordinationand


padnership with concerned government agencies, non-governrnent
organizationsand privateentities;

SECTION5. Operationaland Law EnforcementArm. The NBI and the PNP-


CIDGshallserveas the operational
andlawenforcement armsof the PTFAIR.Theyshall
operateas a composite
teamwiththe POEA,Bl, andothermembersof the PTFAIR.

SECTION6. Secretariat.The Anti-lllegal Branchof the POEAshbll


Recruitrnent
serveas the Secretariatof the PTFAIR,andshallprepareand submitperiodicreportsto
the Officeof the President
throughthe PTFAIRChairperson.

SECTION7. Office.The POEAshallprovidesufficientspace,officerequirements,

SECTIONB. Assistanceand Cooperation. All othergovernment agenciesare


herebydirectedto activelycoordinateand cooperatewith the PTFAIRand supportthe
anti-illegal
recruitment
campaignof the government. For this purpose,the Chairperson
maycalluponthe headsof government agenciesfor assistance,as maybe nece$sary.

SECTION9. Funding.All othergovernment agenciesinvolvedin the carnpaign


againstillegalrecruitment
are authorizedto allocatefrom their existingfunds such
amou.nts as may be necessaryfor the additional
fundingrequirements that may be

sEGTloN 10. Separabilityclause. lf any provisionof this Executiveorder
