Completed a two & a half years contract term with the Govt. of Rwanda (Office of
the President), as Sr. Consultant, Small Scale Industries, from Feb 03 to Aug 0

2.5 years as Sr. consultant small scale industries with the Govt. of Rwanda, in
the Office of the President, involving development of SSI through policy & progr
am implementation, conduct of surveys, technical support, technology up gradatio
n, development of funding mechanisms, preparation of project profiles & business
plans, development of international business linkages, marketing development, a
nd linkages with World Bank, DFID, UNDP, & other donor agencies.
12 years towards, participation and conduct of Domestic and International Exhibi
tions, organising seminars and workshops, linkages with various Ministries and f
oreign bodies and development organisations such as World Bank, DFID, UNDP, and
UNIDO etc.
3 years as Administrative head of a Technical Base of the Indian Navy, having st
rength of 1200 officers and 3000 sailors.
1year as Administrative Head of a Naval Engineering College.
6 years as the chief marine engineering officer for Diesel propulsion & power ge
neration, Air conditioning & Refrigeration, steering, fire fighting, NBCD, disas
ter management, survivability on board the most technologically sophisticated wa
r machinery.
5 years at field level production engineering, planning of refits, repairs & mai
ntenance of warships and practice of industrial engineering.
4 years in the field of Quality Assurance, and indigenisation of warship machine
ry, including selection, installation, commissioning and trials etc. culminating
in over INR4 billion worth import substitution.
Lifetime experience in all aspects of Administration & human resource developmen
t both in uniform and civilian personnel, in concordance with Armed Force Acts,
Central Government civil rules, labour laws and factory Acts.
Achievements:
Achieved 10 fold increase in the technical training revenue generation by introd
ucing new and innovative training programs.
Developed 12 new prototypes of machinery and transferred technology to small ind
ustries.

Designed & Set up 4 Technology Incubators in the field of Computer software deve
lopment and Small Industry Projects.
Assisted over 100 entrepreneurs in Rwanda to set up technical projects and up-gr
adation of technology.
Conducted survey of small and micro enterprises in Rwanda and assisted in prepar
ation of SSI policy in Rwanda.
Designed, & developed a start up fund for the graduates of Rwanda to set up indu
stries. Proposal also made for generating graduate employment in the country.
Supervised and executed Setting up of a Plastic Technology Demonstration and Tra
ining Center in Namibia, on turnkey basis. The project was worth 1.3 million USD
including machinery, and other associated inputs.
Supervised and executed setting up of a Small Industries Information Center, in
Dar-e-Salaam, for the Govt. of Tanzania.
Developed and executed a project on preparation of 20 Project Profiles for setti
ng up Industries in the State of Qatar, for the Govt. of Qatar

Set up 35 Turnkey projects for SSI in developing countries.


Participated in over 150 domestic and international trade fairs as leader of the
SSI delegation, apart from equal number of buyer-seller meets and workshops.
Organized 11 Techmarts, an annual international technology fair held during the
India International trade fair every year at New Delhi. Approx. 400 SSIs partici
pate and showcase their products and technologies over a covered area of 5000 sq
mtr. each year. The event also has foreign participation.
Lead 15 business delegations under the international cooperation program to vari
ous developed and developing nations. Some of the prominent being USA, China, Is
rael, Mexico, Mauritius, South Africa, Bahrain, Qatar, etc.
Completion of nearly 50 ship refits ahead of schedule, and preventive planned ma
intenance of an equal number of warships and allied crafts.
Maintained harmony and cordial relations with various industrial trade unions an
d associations through introduction of good industrial practices and techniques.

Authored technology policies, directive, documentation drills, procedures for in


stallation, operation, testing tuning, trials, certification of Diesel Engines,
and ISO 9000 based specification for import substitutes.
