working experience in both the public and private sectors in Washington, DC, Cal
ifornia, Texas and the southwestern region of the United States, and in Mexico,
Central and South America, the Middle East, and Asia.
Progressively more responsible and challenging executive leadership, program man
agement, training, technical specialist and resource development positions in hi
gher education, the Federal Government, and international development agenices.
Accomplishments include success in guiding best practices and innovation in the
areas of distributed, online, and distance education technologies, student learn
ing assessment, brokering public-private sector funding partnerships, and progra
m planning and evaluation.
International assignments with most of the development and humanitarian aid agen
cies working in Mexico, Central and South America, Viet Nam, Indonesia, the Unit
ed Arab Emirates, and in Europe (1973-present). Of Hispanic ancestry with biling
ual-bicultural fluency in English and Spanish. Significant publications record c
oupled with service on the advisory boards of leading corporate/educational org
anizations such at The College Board of Trustees in New York.
EMPLOYMENT HISTORY: From 2009-present, serve as senior partner with professional
services firm of The Knowledge-Brokers, Inc., in San Diego (http://www.knowledg
e-brokers.org), responsible for securing extramural, government and philanthropi
c funding resources and cultivating and brokering public-private sector collabor
ative partnerships in multi-cultural and multilingual business and educational s
ettings. Vice Chancellor for Instructional Services, Technology, & Strategic Pla
nning (2005-2008) with the multi-college San Diego Community College District (S
DCCD) and Associate Provost/Associate VPAA with the University of Texas-El Paso
(1994-2005). Guided development of technology-enhanced, instructional, training
and resource development programs with web-based, digital media, online and dist
ance education venues.
