Dear Ms. Weismann,

This letter is in reference to your request for documents related to the BP Oil Spill under
the Freedom ofInformation Act ("FOIA"), 5 U.S.C. § 552. The Office of Solid Waste and
Emergency Resources (OSWER) 's Office of Emergency Management (OEM) has completed the
search, collection, and review of over 125,000 potentially responsive documents related to the
BP Oil Spill. I have enclosed a disc containing electronic copies of responsive, non-exempt
records for your request. These files are in Lotus Notes database format (.nsf), and must be read
using the Lotus Notes Client (version 8.5 or higher). If you don't have Lotus Notes, you can
access a free trial version at: http://www.ibm.com/developerworks/downloads/Is/Isndad/.

The Lotus Notes database files are not meant to be opened directly from the disc.
Instead, you should copy the file(s) to a hard drive. You may then open the file by double
clicking on the copy saved to your hard drive. Alternatively, you can go to the Lotus Notes
"File" menu, choose " Open" , "Lotus Notes Application", "Browse", and choose the file you
have previously saved to your hard drive. If you attempt to open a Lotus Notes file directly from
the enclosed DVD or DVDs, you may get error messages. You will also find an index of
withholdings attached to this letter.

During final review of the enclosed material, the Agency became aware that several
employees in EPA 's Office of General Counsel had not provided their records due to inadvertent
error. EPA is currently in the process of collecting records from these individuals who may also
have responsive records, and searching their records for records responsive to your request. EPA
will notify you when the search and review is completed and provide you with a final Agency
response at that time.
