Hurricane Katrina: Relief & Foreign Nationals
Q: Which countries or organizations have offered assistance, and what have they
offered?
A: .We have received offen of assistance from over twenty countries 8nd
,international organizations. The offers range from search and rescue and
communications ~uipment to supplies and resources to support displaced
persons.
[BACKGROUND FOR PAIPRESS: FEMAhas asked us not to provide tbe

specifics on what bas been offered - they would prefer we leave it as general offers
or a more general statement that various governments have offered a range of
assistance, including sueh things as•••]
1. Russia: boats and aircraft

2. Japan: tents, blankets, generators
3. Canada: equipment and other resources; variety of assistance offered by both
provincial and federal governments
4. France: a fire brigade, and two NGOs want to help
5. Honduras: limited general assistance
. 6. Germany: communicationequipment
7. Venezuela: Ptesident's Office and U.S. Embassy in Vlashington offer
assistance directly to the Louisiana Governor, to
be channeled through the Venezuelan state oil-company's U.S. subsidiary, Citgo .
8. Organization of American States (OAS) - this may not be public yet, but we heard
from our OAS Mission-that OAS plans to make a symbolic em} offeI (along the

Q: Have we received condolencemessages from other governments? (How many,

from which countries)
A: Countries offering assistance have all offered condolences and many of the
condolence messages have been delivered directly to our embassies
overseas. At this point, we do not have firm details on how many or from
which countries.
Q: Procedurally, how does State handle these offers? Are we passing them off to
FEMA?
A: State is assisting FEMA by collecting and coordinating information on

international offers of assistance and passing them on to FEMA.
• FEMA has not yet identified or communicated to us specific requirements

for which we need foreign assistance.

Foreign Nationals
Q: Are foreign governments contacting us about their citizens?
A: Representatives of 35 countries have contacted us for information about the

welfare of their nationals. Those inquiries are received by the Department's
Crisis Management Support Office, which depending on the nature/urgency
of the situation, has forwarded them to Coast Guard authorities involved in
rescue operations and to FEMA and the American Red Cross.

EAP Regio,n Offers of Support for Hurricane Katrina Relief Efforts
Korea
The South Korean government is prepared to provide assistance, in cash or

in kind, either through FEMA or through the Red Cross. They have already
attempted to contact the American Red Cross, but don't yet have a response
to their offer. The ROK is also prepared to send a rescue team of 30-40
members to the stricken area, if that kind of assistance is needed.

ROK Embassy has been given contact info for S/ES CMS, but we are ready
to facilitate any direct communication with FEMA and the Red Cross if that
is preferable.
China
China has provided a $100,000 check to Charge Sedney in Beijing to pass to

the American Red Cross September 1.
Australia
Australia has offered to send two "community recovery experts" from

Emergency Management Australia to help in the recovery from Hurricane
Katrina.
Japan
The Embassy of Japan has been in contact with EAP/J, NSC, FEMA, and
the American Red Cross. We expect the GOJ to make a financial
contribution directly to the American Red Cross; as of 2:00pm local we have
not received info on how much it will be, but hope for an announcement on
Friday September 2 (Tokyo time).
The Japan International Cooperation Agency (nCA -- their equivalent of

USAID) maintains a stock of emergency relief supplies in Florida -- blankets,
generators, tents, and bottled water. Normally used for relief in Latin
America and the Caribbean, the GOJ has offered to release some of those
stocks to the US. As is the case for om:system, that would first require a
formal request from the appropriate agency - presumably FEMA - for

assistance. FEMA's Acting Director for International Affairs Casey Long is

aware of the GOJ offer, and promised to get back to the Japanese Embassy.
EAP/J, NSC, and Embassy Tokyo are urging FEMA to accept the GOJ offer
of in-kind assistance, ifpossible. The GOJ remembers the assistance we
provided after the earthquake in Niigata in October 2004. That included
. $150,000 in disaster relief assistance and supplies provided and flown in by
US Forces Japan.
New Zealand Ministry of Foreign Affairs has conveyed condolences and

noted GONZ is ready to help "in any way as needed." NZ MFA noted New
. Zealand firefighters had assisted the U.S. in previous natural disasters as an
example. No follow-up on this end as yet. (Wellington 668)
Indonesia
IN additoin to the public statement of condolence issued by President

Yudhoyono, his spokesman privately conveyed condolences directly to EAP
front office (DAS Eric John) and asked whether the SBY administration
could be of any assistance.
Singapore
The government of Singapore has offered the services of three CH-47

Singaporean Air Force helicopters attached to the Texas National Guard as
part of a long-term training arrangement. As of 16:00, one of the CH-47s
had arrived at Fort Polk and the other two were en route. Singapore has
offered the use ofthese assets for up to two weeks ifnecessary. They have
been in touch with FEMA through the Texas Air National Guard.

FOREIGN ASSISTANCE
(U) The USG identified forensic assistance asa top priority. Several foreign governments offered·
forensic assistance, including Gennany, Canada, Israel, Australia, New Zealand, the Netherlands, the
Czech Republic, Poland, Hungary and Thailand. (TaskForce e-mails, telecons)
(U) The USG accepted assistance from Canada, Israel, Mexico, Argentina, and WHO for health and
human services. The USG also accepted aid from Russia, China, Egypt, Thailand, Spain, and Canada
fOT relief supplies, generators, fuel, and energy expertise. Canada and Mexico also deployed convoys,
including planes, helicopters, ships, trucks, crews, divers, and relief supplies. TRANSCOM will
transport water pumps from the Netherlands and Germany, India and Pakistan offered money and other

1. ESF 1 - Transportation
At this time. no additional support is needed. ESF 1 noted that the majority of the items in the
matrix were of a military nature and pose their own limitations and compatibility issues for staff on the
ground. ESF 1 asked that NorthCom review the military items.
2. ESF 2 - Telecom and IT

Nothing needed at this time.
3. ESF 3 - Public Works and Engineering
The USACE is in a position to accept generators If they meet tech specs and are large. They do not
want small generators. Generators must be 20KW and larger and match US vortage standards and
frequency (they must be 60 hertz, not 50 hertz). ESF 3 made this match based on the line item from Italy
(page 1).

Pumps - It looks like Netherlands and Germany have dewatering pumps. USACE appreciates the
offer's. However, they are expecting that 62 more large pumps will arrive in New Orleans tomorrow. It Is
worth going back to Germany and Netherlands to ask what is the capacity of the pumps and how
soon could they arrive here. Based on that information ESF 3 can make an informed decision. Note:
The combined capacity of the neWly arriving 62 pumps is 1800 cfs. . .
4. ESF 4 - Fire Fighting {
No additional assistance is needed. Domestic capacity exists. However, they may revisit this in the
coming days If offers come In from New Zealand and Australia. Note: If they were to accept teams
from New Zealand and Australia it would only be for training purposes. It sounds like both of these
countries have done joint training with US Firefighters.
5. ESF 5 - Emergency Management
This ESF is about reporting, so matrix does not apply.
6. ESF 6 - Mass Care, Housing, and Human Services

There are multiple positive responses pertaining to the American Red Cross. Please let us know If we
need to work on these issues or If they are being handled directly by International Services of the
American Red Cross.
7. ESF 7 - Resources Support .
I understand that GSA has identified some need£, but I haven't seen the list yet. I also understand that
those GSA needs have not been vetted yet through NRCC. 111 write back in a separate e-mail on this
ESF.
8. ESF 8 - Public Health and Medical Services
No requirements at this time for personnel or supplies. They need to wait for additional assessments
to come back. Please note that the public health mission is just beginning and it is impo!>Sible to identify
needs at this stage.
9. ESF 9 - Urban Search and Rescue
No requirements at this time.
10. ESF 10 - Hazmat
This ESF Is interested In Denmark's water purification units. They have asked for technical
specifications. We will print the specs on the website listed, but any additional information you have
would be welcome. They are also interested in Japan's water purification units in Florida. Please get the
tech specs from the units In Florida. .
11. ESF 11 - AgriCUlture and Natural Resource

This ESF is also interested in generators, but they too are concerned about voltage. See comment above.
If tech specs can be met, they will consider for farmers.
12. ESF 12 - Energy
Also Interested in generators. They understand that JaPanese generators are already in Miami. Can
OFDA logs look into this and see If they are com patlble with specs listed above, If so, ESF 12 will
take them. Best yet would be in the generators were truck pulled.
Regarding 2 Canadian Electrical Teams, Its a go (Manitoba and Ontario). I am working on a point of
contact for both teams. ESF 12 is comfortable with Canadian Teams because US and Canadian system
are similar and they work together under existing agreements. Please go back to Canadians and
confirm that labor and the equipment they bring with them Is free (meaning FEMA doesn't need to
reimburse them under the Stafford Act). The current thinking is that both teams would work on
municipal or city power systems (concentrating on rural areas) in Mississippi or Louisiana (Alabama seems
to be making lots of progress). Please move forward with this Item (but answer my question above). I
will get back to RMT with a POC either in NRCA or American Public Power Association.
ESF 12 is Willing to consider the power team from Northern Ireland but they need more information
because they aren't familiar with how the system works there:
Questions:
- What are the teams (power plant, line crews, or substations - or a combination)?
- What are the basic capabilities? generation, transmission, high voltage, distribution, etc.
- How many of them?
ESF 12 would also like to move forward with the Spanish offer of petroleum reserves. It's a go, but

Hurricane Katrina - EAP Update Snapshot
China made a wire transfer ofUSDF5 million to the U.S. Treasury September 6 and has requested written
confirmation the transfer was received (Beijing 14560)
Embassy Canberra delivered fonnalletter of appreciation to FM Downer for GOA's donation of A$I 0 million
to the American Red Cross and offers of other assistance assistance with Hurricane relief operations (Canberra
1499)
The Korean Foreign Ministry is pressing for a response to the ROKG;s offer to send a 40-person search and
rescue team. It is organizing a charter flight to carry 100 tons of in-kind assistance the ROKG hopes could leave
Korea September 10 and arrive in the U.S. the same day. A 12-person team of officials form the Korean
Consulate in Houston and volunteers from other Korean government offices in the U.S. bas set up an office in
Baton Rouge to assist Korean nationals displaced by Katrina. The cash porton of Koreaa's pledge of USD30
million will be transmitted directly to the UY.S. Treasury; the process will take several weeks as it needs to pass
through a pro-forma budget process and be approved by the National Assembly (Seoul 4033)
Singapore has deployed 3 Chinook helicopters and 38 personnel to support relief operations. The GOS wants to
send 4 additional personnel to augment the helicopter detachment, now operating out ofFt. Polk, Louisiana.

1. As foreign governments, individuals and organizations continue to provide assistance

in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate venu~s thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.
2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.
3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.
4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance.· Travel in and around the disaster area is both
difficult and hazardous. These briefings will allow world leaders who plan to attend UNGA

At this time, no additional support is needed ESF1 noted that the majority of the
items in the matrix were of a military nature and pose their own limitations and
compatibility issues for staff on the ground. ESF 1 asked that NorthCom review the
military items.

3. ESF 3 - Public Works and Engineering'
The USACE is in a position to accept generators if they meet tech specs and are large.
They do not want small generators. Generators must be 20KW and larger and match US
voltage standards and frequency (they must be 60 hertz, not SO hertz). ESF 3 made this
match based on the line item from Italy (page 1).
Pumps - It looks like Netherlands and Germany have dewatering pumps. ~SACE appreciates the
offers. However, they are expecting that 62 more large pumps will arrive in New Orleans
tomorrow. It is worth going back to Germany and Netherlands to ask what is the capacity
of the pumps and
how soon could they arrive here. Based on that information ESF 3 can
make an informed decision. Note: The combined capacity of the newly arriving 62 pumps is
1800 cfs.
No additio~al assistance is needed. Domestic capacity exists. However, they may revisit
this in the coming days if offers come in from New Zealand and Au~tralia. Note: If they
were to accept teams from New Zealand and Australia it would only be for training
purposes. It sounds like both of these countries have done joint training with US
Firefighters.
This ESF is about reporting, .so matrix does' not apply.
There are multiple positive responses pertaining to the American Red Cross. Please let us
know if we need to work on these issues or if they are being handled directly by
International Servic-es ·-O"f· ""the Arriericim Red Cross ..
7. ESF 7 - Resources Support
I understand that GSA has identified some needs, but I haven't seen the list yet. I also
understand that those GSA needs have not been vetted yet throug~ NRCC. I'll write back in
a separate e-mail on this ESF.
No requirements at this time for personnel or supplies They need to wait for additional
assessments to come back. Please note that the public health mission is jus~ beginning .
and it is impossible to identify needs at this stage.

10. ESF 10 - Hazmat
This ESF is interested in Denmark's water purification units. They have asked for
technical specifications. We will print the specs on the website listed, but any
additional information you have would be welcome. They are also interested in Japan's
water purification units
in Florida. Please get the tech specs from the units in Florida.

11. ESF 11 - Agricul~ure and' Naturalllli~k{\SSIFIED
This ESF is also interested in generators, but they too are. concerned about voltage .. See
comment above. If tech specs can be met, they will consider for farmers.
12. .ESF 12 - Energy
Also interested in generators. Th~y understand that Japanese generators

are already in Miami. Can OFDA logs look into this and see if they are
compatible with specs listed above, if so, ESF 12 will take them·. Best
yet would be in the generators were truck pulled.
Regarding 2 Canadian Electrical Teams, its a go (Manitoba and ontario). r am working on a

point of contact for both teams. ESF 12 is comfortable with Canadian Teams because US and
Canadian system are similar and they work together under"existing agreements. Please go
back to Canadians and confirm that labor and the equipment they bring with them is free
(meaning FEMA doesn't need to reimburse them under the Stafford Act). The current
-~ ~'thinking is that both teams would work on municipal or city power systems (concentrating
on~rural areas) in Mississippi or Louisiana (Alabama seems to be making lots of progress).
~Please move forward with this item (but answer my question above). I will get back to RMT
with a POC either in NRCA or American public Power
Association.
ESF 12 is willing to consider the power team from Northern Ireland but they need more
information because they aren't familiar with how the system works there:

- What are the teams (power plant, line crews, or substations - or a combination)?
- What are the basic capabilities? generati~n, transmission, high voltage, distribution,
etc.
- How many of them?
ESF 12 would also like to move forward with. the Spanish offer of petroleum reserves .

The Australian Government will immediately donate $AIO million to the American Red
Cross to assist those most affected by the devastation .wrought by Hurricane Katrina.
The Red Cross is one of the leading charitable organisations working directly on the ground
with victims to provide urgent supplies of food, water and shelter.
In addition to this, as an immediate first step, the Government is sending a small team of
emergency management specialists. The team will work through our Embassy with the
Americans urgently to identify in what fields further practical Australian assistance might be
most effective.
The Government has also offered the American authorities a further group of between 15-20
experts to help provide emergency assistance on the ground.
We have offered help in areas where specialist Australian expertise might be useful in public
health and in disaster victim identification where our recent experience in our region may be
valuable. ' .
Australians wishing to make donations may do so through the Australian Red Cross. The
Government has approved tax deductibility for all such donations.
Australian consular officials are now on the ground at the Astrodome in Houston to receive
. evacuated Australians and provide consular assistance as required.

Background
The Australian Government Forward Assessment Team is currently tocateo. in the Australian
Embassy in Washington. The Australian Government offer of resources and 'capabilities to
assist with the recovery from the impact of Hurricane Katrina was tabled at the meeting of
Taskforce 1 on September 5 2005. The Taskforce has requested further information on the
offer of Disaster Victim Identification assistance to support the United States Disaster Mortuary
Teams. The information on this offer is being prepared by the Austratian Federal Police.
Targeting other components of initial offer

United States Department of State feedback on the Australian Government's initial offer,
analysis of the current situation, and in country discussions enable us to now more clearly
target other components of the offer. The assessment team believes that Australian capability
In the areas of Disaster Recovery Centre Management and Disaster logistics Coordination most
clearly match current requirements. Capability statements are attached.
Forward planning and coordination

Consistent with Australia's emergency management arrangements, the Assessment Team has
provided information to the EMA National Emergency Management Coordination Centre
(NEMCC) regarding this offer. Personnel to fulfil the requirements of this offer have been
identified by the NEMCC and interim arrangements (Ire in place to deploy within one week of
acceptance.
Further information
Information regarding Australian capability and capacity in these areas is attached. The'
Assessment Team, based In Washington, Is available to expand upon these offers to State
Department officials and could also travel to meet with Emergency Managers in the field to

Disaster Recovery Centre Management

A central tenet of recovery management is the delivery of medium and
longer-term services through a one-stop shop approach. These one stop
shops, known as Disaster Recovery Centres provide seamless service
delivery for people affected by the hurricane.
Delivery of longer recovery services has" commenced through the

establishment of Disaster Recovery Centres (ORCs) in Louisiana and
Alabama. These ORCs are jointly managed by "FEMA and the state
jurisdiction. It is anticipated that a significant number of centres will be
required across the 10 disaster declared .states. .
Australia has significant experience in the establishment of Disaster

Recovery Centres in response to a range of natural' disasters in Australia,
and is well placed to support Federal, State and local authorities in the US
to manage disaster recovery centres. "
Two (2) teams of seven (7) community recovery specialists experienced in

the establishment and management of recovery centres are available to the
US Government to support the establishment and management of disaster
recovery centres under the control of the appropriate US jurisdiction.
The deployment will have the flexibility to support two or more ORCs
established by the US agencies.
These teams will have the demonstrated capability to:

• Understand recovery management and coordination issues
• Support the establishment of DRCs
• Support the management of ORCs
• Provide advice as appropriate to jurisdlctionelmanaqers of ORCs
• Provlde initial personal support to affected individuals
• Provide information to affected communities

Disaster Logistics Coordination
Due to the sheer magnitude of the event and "the geographical area affected
we appreciate that disaster logistics coordination is a key activity and
specialists in this area are essential. Even though the United States and FEMA
have a very robust and efficient logistics system, the' US government has
iden~ified logistics specialists as a need. Our capability could supplement and
. support systems already in place.
Australia can offer logistics specialists who have experience in multi-agency

logistics coordination during protracted emergencies. These specialists are
trained in the Australasian Interagency Incident Management System (AIIMS)·
which was developed along the lines of incident management models in the
USA. These personnel will be drawn from Australian emergency service
organisations and Emergency Management Australia (EMA), the Australian
Government Agency responsible fot coordinating emergency management.
Australia has the capability to deploy two (2) teams of four (4) within seven
days with supporting equipment and system resources. These staff could
make up logistics cells within incident management teams or work within
sectors to manage staging areas and coordinate available resources.

Purpose: To provide a brief outline for US State Department of Australian capability to assist
with the recovery from Hurricane Katrina. '
Background: Emergency Management Australia (the Australian counterpart of FEMA) has

worked with the United Nations and other humanitarian agencies in the strategic planning and
. coordination functions of international dlsasterresponse management.
The Australian Government has made an offer of assistance to the US Governmentof

resources and capabilities to assist with the recovery from the impacts of the Hurricane.
The Australian Government understands the requirement for the US Government disaster
assessment to identify needs and accordingly advise of its requirements. The Australian
Government will match the Australian capability to the identified needs.
Capability ·Statement:
Incident management capability: Australian field resources will be able to integrate with US
systems in place because the Australasian interagency incident management system (AIIMS)
was developed from the American model and can integrate with the current National Incident
Management System (NIMS).
Australian incident management teams (IMT) therefore utilise a similar structure to that used
by the US, within the planning, operations and logistics functions. Australia can deploy
complete and self sustamabie IMTs to assist with the field management of the relief actlvitles.
Displaced persons registration and reunification: Austraua has a national electronic registration
system to for reuniting evacuees with family. This system, the National Registration and
Inquiry System (NRIS) is web based, can be used In hard copy, and is well tested and
practised, and easily replicated in different environments. Given the nationwide displecement ,
of the 1.5 million people, Australia Is in a position to offer NRIS to the United States
govemment to assist with the speedy reunification of family and tracking of displaced people.
Enhanced recovery planning coordination and management: Australia has long tested
capability in the planning and coordination of longer term recovery activities. A central tenet of
recovery- management in Australia Is coordination of all agencies, and the engagement Qf
communities in the management process. Australia has adopted a community development
approach to recovery management, and can bring this well practised experience to this
situation. This may include facilitating community engagement strategies as a neutral party,
the training and support of community development workers, capacity building initiatives and
the engagement of a broad base of government, private sector and' non-government agencies.
Australia also has strong experience in post disastercornrnunlty based mental health support
programs, with internationally recognised experts in this field.
Public Health and medical assistance: Australia was able to deploy multl-dtsctphnarv medical
and public teams during the recent Asian Tsunami Disaster. lesson learnt from this event has
improved our own capability to deploy self-sufficient teams into remote areas. .
Disaster Victim Identification: Australian Federal Police has capacity and capability to deploy
Disaster Victim identification teams to support the United States Disaster Mortuary Teams.
This experience has been recently well practised in Bali Bombing and the Asian Tsunami. The
Asian Tsunami experience is particularly relevant because of the immersion of fatalities in
water for a long period of time.
Conclusion:
Australia Is in the position to offer any of the above or a combination of the above capabilities
but is reliant upon the United States Government to identify needs based on their disster
assessment.

This letter is a follow up to a meeting I had yesterday at the Australian Embassy to discuss their offers of assistance. Here
is my summary of the meeting:
Emergency Management Australia has sent a three person assessment team to D.C. to determine precisely what kind of
assistance the GOA can provide the U.S. They stand ready to provide experienced teams in incident management,
recovery planning, public health and disaster victim identification. Most Australian systems are compatible with U.S.
standards. and are often based on our approaches. All these teams have extensive experience in dealing with major
disasters, including the Tsunami and Bali Bombing. PM Howard wants to send the actual technical teams to the U.S. this
weekend. and the Australian Embassy is under considerable pressure to be sure that happens. At this point the
assessment team's top priority is to meet with the relevant FEMA officials to finalize which offers of assistance the U.S.
with accept.
On the unclass side, I sent a report of the meeting to the task force. along with a paper given to me by the GOA outlining
their offer of assistance. I will resend that to you right now.

The following statement was issued today by Australia's Minister for Foreign Affairs,
Alexander Downer. (Note: Australian $10 million = US $ 8 million) :
The Australian Government today has announced a donation of $10 million to assist the
victims of Hurricane Katrina in the United States. The funds will go to the American Red
Cross which is at the forefront of assisting those displaced and left homeless by the
tragedy.
The immense magnitude of the hurricane's impact along the Gulf Coast of the United States
is only now beginni~g to emerge, with a disaster zone of. 145,000 square kilometres
declared.
The rescue and evacuation operation by us authorities is a massive and resource-intensive

task. So too is the challenge of rebuilding homes, businesses, schools and general
infrastructure.
The United States is so often at the forefront of international aid efforts to help less
fortunate nations. So it is only fitting that Australia should contribute to the daunting
task of helping the thousands of American citizens whose lives have been thrown into
turmoil by this unprecedented disaster
The death toll from the hurricane is not yet known but will be significant.
As announced yesterday, the Government is also sending a small team of emergency

management specialists who will work through our Embassy to identify areas where
Australian assistance can be most effective.
While it remains unclear exactly how many Australians are caught up in the hurricane's
aftermath, we believe there are probably around 50 Australians awaiting evacuation in the
affected areas. Consular officials are doing everything possible to assist them.
We have established a temporary consular office at the Houston Astrodome to receive

evacuated Australians an~ provide assistance as they arrive from the disaster area.

We'll have to check on La?s and the Marshalls. I'll ask Bill McCulla to confirm that the

Korean NGO in Dallas. The Korean Ambassador here has a check'in hand for $3 million he

building principles who could receive it.

I I just spoke to the Australian Embassy's lead on Hurricane assistance, as well as Mr. McLain, the Federal
Police liaison. They both understand the problem with the imminent visit and will work to shut it off. It
. remains unclear whether these specialists, however, had some working level contact at FEMA which asked .
them to come or not. The Australians will sort it out, emphasizing that FEMA is simply not able to handle

1700 Kaye spoke with Lynette Chang from Singapore Embassy (202-465-3380) who clarified that Singapore had
donated the use of 4 helicopters and a total of 41 personnel in the Katrina affected area. The helicopters and
personnel had been stationed in Texas at a National guard facility for long-term training. All four helicopters are
presently deployed and in use, according to Chang. She said that the first three helicopters arrived on 9/1 and the
fourth arrived On 9/4. She asked that press info be corrected. We've updated the matrix to reflect the correct info
(4 vs 3.)

talked to Julie reynes and put her in contact with the Malaysian embassy. Malaysian frn hamid will be in DC on

1530 The Japanese diplomat seeking access to New Orleans that was stopped by the National guard was
allowed access. Note from Amba Sullivan - Consular access: we ran into a new problem thoday with a Japanese
consular visit to NO in which we had notified state police; but nat'l guard and NOPD blocked their entry, indicating
a heightened level of local authority/capacity. After some delay DS was able to facilitate entry.

Press Attache, Lynette Chang I ~ Ms. Chang wants to correct an error in our press release detailing BE
foreign offers of assistance. According to MS. hang, Singapore has offered four helicopters, not three.

The South Korean government, stung by accusations late last year that it had responded slowly to the
Tsunami, has been touting its rapid response, with full engagement by the Prime Minister, to the .
devastation wrought by Hurricane Katrina. They have offered $30m in assistance, including 100 tons of
in-kind assistance, to be delivered rapidly. Unfortunately, as we have postponed their in-kind assistance
and the Korean public has witnessed neighboring countries delivering assistance (not entirely accurate or
fair), the public perception is growing again thatthe government has managed confirm Korea's weak self-
image and is relegated to being a second-tier ally of the U.S. The Korean in-kind offer is based directly on
our original guidance of what was needed and they are prepared to deliver it on Sep. 15 to Little Rock
AFB. The Desk and Embassy Seoul will endeavor to strip out the food portion in the Korean offer, if
FEMA can be persuaded to accept the rest of the material. The Koreans need a clear indication that it will
be accepted both to plan and to allow the government to fulfill its commitment to assist the U.S. in time of
need. The Secretary will meet with FM Ban on Sep 16 in New York on the margins of UNGA.

apparently not permitting him to enter, despite receiving authorization from Amb. Sullivan. I asked the official if he
had also coordinated with the LA'State Police, but was cut off before he could answer. He had not given his

forces and civilian government agencies. According to a 9/6 email'from NORTHCOM these offers will be declined,
but we haven't conveyed that message to the Japanese yet; we have been waiting on approved language from
the Secretary for declining offers. EAPJJ confirmed that $500,000 worth of supplies has been delivered from its
storage facility in Florida: $300,000 worth of blankets and sleeping pads to the American Red Cross, and
$200,000 of portable generators and cord reels to the Mississippi Emergency Management Agency.
Australia - GOA offered additional assistance in the form of disaster recovery specialists and logistics specialists.
I informed the Australia desk that the offer is appreciated, but these teams are not needed at this time.
Dalai Lama - China desk confirmed the Dalai Lama is donating $100,000 to the Bush-Clinton Fund for disaster
assistance.

EAP REGION OFFERS OF SUPPORT FOR HURRICANE KATRINA
RELIEF EFFORTS
Korea
(9/1) The South Korean government is prepared to provide assistance, in

cash or in kind, either through FEMA or through the Red Cross. They have
already attempted to contact the American Red Cross, but don't yet have a
response to their offer. The ROK is also prepared to send a rescue team of
30-40 members to the stricken area, if that kind of assistance is needed.
FEMA hasn't yet provided State with guidance on what is needed; they've
indicated they don't want search-and-rescue teams traveling to the area
unless carefully coordinated.
ROK Embassy has been given contact info for SIES CMS; but we are ready
to facilitate any direct communication with FEMA and the Red Cross if that
is preferable. .
China
(9/1) China has provided a $100,000 check to Charge Sedney in Beijing to

pass to the American Red Cross September 1.
(912) On 1 September, China expanded their offer, adding a TBD number

of medical teams and supplies (blankets and tents) as possible
contributions. Chinese President Hu Jintao also offered to bring supplies
directly on his aircraft when he visits the U.S. Monday, Sept. 5. Embassy
Beijing is waiting for instruction on that offer.
Australia
(9/1) Australia has offered to send two "community recovery experts" from
Emergency Management Australia to help in the recovery from Hurricane
Katrina.
(9/2) PM Downer ofAustralia announced overnight it will contribute $7.5

million USD to the Red Cross and a n emergency management team,
specializing in disaster recovery and victim identification, to the effort. An
additional 15-20 person team may be dispatched if necessary.

Japan
(9/1) The Embassy of Japan has been in contact.with EAP/J, NSC, FEMA,
and the American Red Cross. We expect the GOJ to make a financial
contribution directly to the American Red Cross; as of 2:00pm local we have
not received info on how much it will be, but hope for an announcement on
Friday September 2 (Tokyo time).
The Japan International Cooperation Agency (JICA -- their equivalent of

USAID) maintains a stock of emergency relief supplies in Florida -- blankets,
generators, tents, and bottled water. Normally used for reliefin Latin
America and the Caribbean, the GOJ has offered to release some of-those
stocks to the US. As is the case for our system, that would first require a
formal request from the appropriate agency - presumably FEMA - for
assistance. FEMA's Acting Director for International Affairs Casey Long is
aware of the GOJ offer, and promised to get back to the Japanese Embassy.
EAPIJ, NSC, and Embassy Tokyo are urging FEMA to accept the GOJ offer
of in-kind assistance, if possible. The GOJ remembers the assistance we
provided after the earthquake in Niigata in October 2004. That included
$150,000 in disaster relief assistance and supplies provided and flown in by
US Forces Japan.
(9/2) GOJ announced 9/2 that it would contribute $200,000 in cash to the
ARC effort, and release $300,000 worth ofdisaster reliefsupplies
currently stored in Florida for the effort.
Embassy Tokyo reported that GOJ has reached agreement to draw down
Japanese Strategic Petroleum Reserves to help cushion a potential short-
term petroleum shock, in coordination with the International Energy
Agency. A formal decision and announcement is expected Monday, Sept.
5.
New Zealand
(9/1) New Zealand Ministry of Foreign Affairs has conveyed condolences

and noted GONZ is ready to help "in any way as needed." NZ MFA noted
New Zealand firefighters had assisted the U.S. in previous natural disasters
as an example. No follow-up on this end as yet.

Air New Zealand has also offered transportation support to displaced

persons or delivery ofcargo and services as necessary.
Indonesia
(9/1) In addition to the public statement of condolence issued by President

Yudhoyono, his spokesman privately conveyed condolences directly to EAP
front office (DAS Eric John) and asked whether the SBY administration
could be of any assistance.
Singapore
(9/1) The government of Singapore has offered the services of three CH-47
Singaporean Air Force helicopters attached to the Texas National Guard as
part ofa long-term training arrangement. As of 16:00, one of the CH-47s
had arrived at Fort Polk and the other two were en route. Singapore has
offered the use of these assets for up to two weeks if necessary. They have
been in touch with FEMA through the Texas Air National Guard.
Thailand
