Acceptance of River Park Drive as a Public Road

River Park Drive

This issue is before the City Council because the current zoning
ordinance doesn’t allow a private driveway servicing a Central
Business District or Industrial zone to go through a Residential
zone. A public highway is not subject to this restriction, and so

Lyme requested that River Park Drive be accepted as a City street
based on the options suggested by Lebanon’s legal counsel and
Lebanon’s Codes Enforcement Director (letter attached, 9/16/10).

In keeping with the City Staff’s recommendations, and subsequent

correspondence with the Planning Office that said the road issue

needed to be addressed before our Final Subdivision Application
could be deemed complete, Lyme requested that the City Council

“Conditionally Accept River Park Drive as a Public Street” on April

Mr. Lewis’ May 3, 2011 recommendation is that the City Council


not accept the road as a public street, and states that “there is no
public benefit to making this a public street.”

We dispute this characterization, and believe that River Park Drive


represents significant public benefits for the City of Lebanon.

Public Benefits of River Park Drive

1. Safe, Convenient and Public Access to the


Connecticut River.

2. Improved Park & Ride and Bus Transfer in Public Access to CT River Intermodial Transit

3. Expanded municipal tax base created by River Park.

4. The increased demand for services in Old West


Lebanon.

6. Improved traffic safety along Route 10 by relocating


existing curb-cut to the north for better site-lines.

7. Protection of the residential character of Crafts


Avenue by limiting access to River Park commercial/
residential development to Route 10 only. New Jobs Improved Traffic Safety
8. Improved traffic flow on Route 10 by providing two
entrances/exits to the project with dedicated turn
lanes.

The Residential Zone In Question

The R-3 lot that River Park Drive runs through is in fact part of the
River Park site plan and subdivision application, and is owned solely
by XYZ Dairy, LLC.

DRIVE
There is no impact on any other landowner. There are no other
residences affected by this road, and there is currently no
development proposed for this tract. The two existing homeowners
that flank River Park Drive support the new location of the curb cut

on Route 10.

The R-3 portion of the XYZ Dairy site in question, based on the
current drafts of the City’s revised Master Plan and Land Use Map, is

to be re-zoned to Mixed Use (MU) thereby rendering the issue moot.
