Samoa - Cable needs to be completed (see 22:30 below). Follow-up on ne~ shift.

Mongolia - Cable needs to be completed (see 22:30 below). Follow-up on next shift.

22:30 - Review of matrix determined that acceptance cable for Samoa (9/8) $10.000 cash donation and Mongolia (9/6)
approx. $50,000 cash donation never completed. Per request of TF coordinator, will request next shift to complete.

21 :19 - Forwarded draft Japan response cable to Wendell Albright to clear with the front office.

20:11 - Forwarded Talking Points to PA rep on Chinese donations for Secretary's attendance of the President Bush I
President Hu meeting on 9/13 at UNGA. .

18:50 - Responded to unclass e-mail (17:43) from Consulate General Japan - Houston regarding Red Cross contact
information.

18:10 - Per OFDA request. sent e-mail to Dan larsen (Korea) to confirm if diapers being donated are cloth or disposable.

17:35 - Confirmed with OFDA that the Japanese civilian relief teams are not needed at this time. Sent Wendell Albright e-
mail to confirm status and advise desk should continue to advise Japan that we are assessing until rejection guidance
from S is received. .

17:26 - Confirmed for Melanie Higgins (BClTV) that HHS has agreed to accept the Thai forensics experts in NY. HHS has
contact Info and will be In touch shortly. Further follow-up shculd go through the taskforce until HHS gets in contact with
the Thai's.

17:02 - Received e-mail from Japanese Embassy (see unclass) requesting confirmation if we will accept JGSDF
personnel. Confirmed with Wendell Alb.right that the Desk has Informed Embassy that we are still assessing the situation.

15:35 - Confirmed with Wendell Albright (EAP/J) status of Japan offer. Desk understands that the mil-to-mil relief teams
have been rejected. Embassy and Desk would like confinnation as to the status of the Civilian relief teams.

Hi! I'm a political officer at the Embassy in Ulaanbaatar. As we previously reported, the Mongolian Government has
decided to give $50.000 in cash for hurricane relief. They've listened to U.S. recommendations, and intend to give the
money directly to the American Red Cross.

I've been asked by MFA to give advice on the best way to send this to the American Red Cross, e.g., bank routing
information to send the donation electronically. I've looked through the cables and can't find this sort of info. though it
may be there. nor can I find anything on the Red Cross website.

Can you help provide guidance to pass on to the Mongolian Government? MFA is waiting ....

it is not originating from the Mongolian Red Cross Society. Thank you for helping us
clarify the origin of this generous gift.

is not necessary.

A specific thank you letter to Mongolian government from the Secretary is being cleared now, and an additional
thank you will probably be tasked shortly by porus, since the President of Mongolia sent a letter directly to
him as well. . ..

BRUNEI - Acceptance cable pending Bureau clearance. (See 14:26 below)

FRENCH POLYNESIA: Draft cable to Suva to decline personnel assistance (on unclass side). Sent cable to EAP Front
Office. Pending FO clearance.

JAPAN: Tokyo 4980 reports new Japan offer of 60 water pump trucks and their crews. Pending bureau clearances on
rejection cable (See 12:10 below)

KOREA: Respond to TF1 CMS rep with response to media presence quesuon (see 14:15 below).

LAO - See 10:46 & 14:47 log entries. Appropriate cable will need to be drafted after clarification of donation is received.

SAMOA: Acceptance cable pending Bureau clearance. (See 12:50 below) .

THAILAND: (1) Desk Melanie Higgins (7-0036) Per State 169098 asked posts (incl Bangkok) to deliver points declining
offers of forensic teams. Problem: the Thai team is already here. at request of S, and so is the PM. HHS and FEMA have
reviewed but found no task suitable. Taskforce is still working possibility of imbedding some of the Thai team with the
State rep to FEMAlBaton Rouge (Amb. Sullivan's team and/or USAID team. USAID Ops center called and said team
leader does not have suitable task for Thai team. Director Deborah McCarty discussed with Amb. Sullivan and will follow
up with Arnb to discuss possibility of sending one or two representatives to Baton Rouge to observe for one day only.
Taskforce must follow up with Desk after next steps determined per Dlrector/Amb call. And draft e-mail to
interested parties per Higgins

THAILAND: (2) See 10:30 note below. Follow up (a) with OFDA to confirm ESF-6 acceptance to be pass through recipient
to the Greater Food Bank of Little Rock; and (b) with Desk (Melanie Higgins) that Thailand agrees to provide transport of
the com to Little Rock. .

EAPLOG

14:47 Lao: Embassy received check made out to USG. Instructed desk to determine what Embassy plans are. If they plan
to cash & donate to Red Cross, they need to inform us. If they plan to deposit and send via fund cite, 'they need to wait for
our acceptance cable.

14:42 - Mongolia desk confirms separate Thank You letter by Secretary is in clearance now. Desk states no need for
cable.

14:32 - Draft cable accepting $50,000 per Ulaanbaatar 489 sent to desk (Katia Bennett) for clearance and EAP/FO
clearance. See class side for draft.

14:30 - Per unclass e-mail Samoa willing to donate money to where ever we direct, but desk feels that Samao would
prefer to donate to USG.

14:26 - Draft Cable accepting $1 million per Bandar 453 sent to desk (Brian Aggeler) for clearance and EAP/FO

offers of forensic teams. Problem: the Thai team is already here, at request of S, and so is the PM. HHS and FEMA have
reviewed but found no task suitable. Taskforce is still working possibility of imbedding some of the Thai team with the
State rep to FEMAlBaton Rouge (Amb. Sullivan's team and/or USAID team. USAIDOps center called and said teem
leader does not have suitable task for Thai team. Director Deborah McCarty discussed with Amb. Sullivan and wilt follow
up with Amb to discuss possibility of sending one or two representatives to Baton ROllge to observe for one day only.
Taskforce must follow up with Desk after next steps determined per Dlrector/Amb call. And draft e-mail to
Interested parties per Higgins

THAILAND: (2) See 10:30 note below. Follow up (a) with OFDA to confirm ESF-6 acceptance to be pass through recipient

Korea: Outcome of Wednesday evening inter-agency meeting on resolution of assistance from Korea, among
other countries, is inconclusive. Another meeting will convene on Thursday. This information passed on to
Andrew Hyde (EAPIK) and Dan Larsen (Embassy Seoul).

(U) JAPAN ASSISTANCE: Embassy Tokyo has received confirmation that the Japanese offer of assistance will go to the
American Red Cross. On top of$200K in cash, the offer will entail: .
• A $300K package of supplies, which are currently based in Florida. Supplies are ready to be deployed, dependent on
'arranging a charter flight and a final destination with the ARC.
• $500K in supplies based in Narita. These include:
o Bedding, tents, portable toilets - Y2 day to pack + charter flight.
o Baby formula, 1st aid kits, diapers - need to be purchased & packed (2-3 days).

(SBU) JAPAN PRESS STRATEGY: The GOJ Embassy in Washington will be talking with the Red Cross -00B EST;
shortly thereafter, they plan to touch base with EAP/J and EAPIRSP before releasing a press statement regarding their
assistance. PA should be Prepared for potential questions on the Japanese contribution, will be desirable to have Spokesman
McCormack mention the offer during his briefing, Embassy Tokyo is coordinating with MOFA to plan a meeting with VFM
Yachi or DG Kawai and joint statement by the Ambassador in conjunction with MOFA on Friday.

(U) VIETNAM OFFER OF ASSISTANCE: Embassy has received word that the GOV is prepared to offer SI00K, plus a
medical team of 10-15. Ambassador has expressed our appreciation; Embassy will be following up with a front channel
cable with further details.

(U) INDONESIA OFFER OF ASSISTANCE: Embassy has received a letter from Coordinating Minister for People's
Welfare Alwi Shihab expressing a general Indonesian offer ofassistance. Indonesia is ready to mobilize resources if their
assistance is needed, and Dr. Shihab has specifically ordered organization of medical teams. Embassy will be contacting
State and FEMA to coordinate approach. (JAKARTA 11997)

(U) THAI PM UPDATE: Embassy Bangkok has re-confirmed that PM will deplane in New York. MFA will have one
working-level official on the flight carrying Thai donations; cargo list includes blankets, 15 tons of rice, and 3 tons of "ready
