As should be apparent from the above discussion of the three major levels of
jurisdictional governance, although each level has its prime responsibilities and
aspirations for resort development there is considerable overlap in these areas. This
becomes evident when considering the development of major resort destinations, either
those that evolved over time or have been planned major developments. An example of
the former is Hawaii’s involvement with Honolulu and the Waikiki Improvement District

Waikiki’s role in this state-wide strategy is substantial given it is the major tourist

the city and county of Honolulu has undertaken a complementary path to a sustainable
tourism future, where a renewed and redirected planning focus plays an important role
