MULTIPLE LEVELS OF GOEVRNANCE

As should be apparent from the above discussion of the three major levels of
jurisdictional governance, although each level has its prime responsibilities and
aspirations for resort development there is considerable overlap in these areas. This
becomes evident when considering the development of major resort destinations, either
those that evolved over time or have been planned major developments. An example of
the former is Hawaii’s involvement with Honolulu and the Waikiki Improvement District
Regarding Waikiki’s role within that state’s tourism ambitions. An example of the latter
would be South Korea’s development of Kyongju as a heritage centre for a nation
promoting its cultural roots.

Hawaii’s 2005-2015 tourism plan (www.hawaii.gov/tourism /program_planning.html) is


shared vision for Hawaii’s tourism future, representing a joint effort from the visitor
industry, community, the Hawaii Tourism Authority (HTA) and other government
agencies (HTA.2004). It recognizes the importance of tourism to the state economy, but
notes that after 30 years of steady growth it has now entered the stagnation phase and
needs to develop a more coordinated planning approach if it is to ‘create the right
balance between achieving economic objectives and sustaining Hawaii’s natural,
physical, cultural and human resources’ (HTA.2004:4). To achieve this objective its
vision is that by 2015 tourism in Hawaii will: honour Hawaii’s people and heritage; value
and perpetuate Hawaii’s natural and cultural resources; engender mutual respect
among all stakeholders; support a vital and sustainable economy; provide a unique,
memorable and enriching visitor experience. (HTA.2004:6)

This vision is to be brought about by the cooperation, collaboration and participation of


all stakeholders, with the state and country authorities playing a key role. To ensure the
strategic plan stays on track several key performance indicators will be monitored.
Known as ‘measures of success’ they will involve regular measurement of visitor
satisfaction, visitor spending, state and country tax receipts and resident sentiments.

Waikiki’s role in this state-wide strategy is substantial given it is the major tourist
destination in the state and frequently acts as staging post for visitor excursions
throughout the island of Oahu and to other islands. In terms of the state’s tourism vision
the city and county of Honolulu has undertaken a complementary path to a sustainable
tourism future, where a renewed and redirected planning focus plays an important role
on behalf of the Waikiki resort destination. If we take the five vision targets in order,
Waikiki current and planned contributions to the state plan consist of the following, as
drawn from the condensed observations and words of former mayor Jerry Harris (2004).
Honour Hawaii’s people and heritage

As part of the rebirth of Waikiki, the families of the ancient Hawaiians whose iwi had
been disturbed came together to plan a memorial site where ancestors’ bones could be
respectfully re-interred and honoured appropriately. To teach more visitors about the
historic information have been erected at selected sites throughout the peninsula.

Value and perpetuate Hawaii’s natural cultural resources
