Car crash sends 11 children to hospital

Wednesday, May. 4 by Laura Peters | 45 comments | Email this story

Eleven children were sent to the hospital after a 43-year-old Ashburn woman was involved in a
car crash at a traffic signal May 3.

According to the Loudoun County Sheriff’s Office, Joyce Dick told deputies she was driving a
2004 Ford passenger van, with 18 children inside, when a 2005 Acura RSX, driven by Stephen
Y. Kim, a 24-year-old of Clifton, cut in front of Dick. Kim then began to slow down on Loudoun
County Parkway approaching the intersection at Waxpool Road just after 5 p.m. The van,
driven by Dick, then rear-ended Kim’s Acura.

Eleven of the 18 children in the car were taken to Inova Loudoun Hospital’s emergency
department for minor injuries. According to Loudoun County Sheriff’s spokesman Kraig Troxell,
the children are aged between 7 and 12 years old. Out of the children who were treated in the
hospital, according to Troxell, most were between 11 and 12 years old and one was 7 years old.

According to Tony Raker, Director of Public Relations for Inova Health System, said that the
children were not actually admitted into the hospital, but they did receive out patient care in the
emergency department of the hospital.

According to Troxell, the Sheriff’s Office is looking into how many seats were in the van
compared to how many children were in the van.

@Momx3: I’ll ask you the same question I asked “Support for Joyce” to which
he/she hasn’t responded. You both indicate there’s a law that automatically
places blame on the rear-ending party. Can you cite a statute or case in support
of this “law?” Can anybody?

way too funny the two year olds are out in great form. the real funny story I
am watching our tax dollars being wasted. How many county supervisors and

woke me up and it is all entertaining and to see our county vehicles drive thru

I agree with Fight for what’s right. There is no time to stop if someone wants to
cut you off and then comes to a dead stop. That law needs to be changed to
more accurately reflect who is at fault. And, to Support for Joyce, 100% agree -
very tired of the deranged comments on this website. Is there a moderator who
can address this? The comments aren’t funny or appropriate, and they don’t add
anything but an appearance of a higher than average incidence of psychosis in
our county.

A similar incident happened to me. A guy in a sports car cut me off on Loudoun
Parkway, got in front and then came to a complete stop, luckily I was able to
break. I then got out of the car and suggested for him to meet over at the side, he
drove off like the coward he was. I got his license #, now just waiting for the
right time to accidentally run into him….without my car… Oh, I can’t wait….

Thu, May 05 at 08:44 PM by Support for Joyce:

The van driver was charged because it is a Virginia state law that the person who
rear-ended the other person is at fault, no matter what. This does not mean that
Joyce is going to get a punishment. I happen to also be very close to Fitwize and
know very well that Joyce would not, nor would want to do anything to harm the
kids. I have personally heard Joyce’s story, as well as the kids, and they have all
said that Stephen Kim, the Acura driver, slammed on his brakes, leaving Joyce
with no time to avoid a collision.
To respond to the accusations that the after care at Fitwize is “unsafe” in relation
to their van, I have been in the van, and I know that there are seat belts and the
inside of the van happens to be very safe. Fitwize’s sole mission is to provide
enjoyable after care for children, while getting them active. And, FYI, they don’t
just do after care: there are Summer camps, actual gym membership, birthday
parties, etc.

One final note: The inappropriate comments are in no way acceptable on a

serious article like this. Please take them to another site so that people can
actually discuss this article, rather than cloud the comment feed with trivial,
unrelated things.

Thanks.

Sounds like an investigation is required. If I am correct Loudoun County school

buses requires a chauffeur or a CDL license which do requires on the road
training. I had a hard time trusting the day care my son was in. They had a flat
tire, none could change a tire, had to call their main headquarters ( in New York
) to send a tow truck to repair the tire. Kids sat on a small bus for three hours
before it was fixed. That road was 7 east. They could and should had sent
another bus that was sitting in the parking lot to get the kids. I pulled him that
day and demanded a refund. Do not and I do mean do not think that day care
providers are doing every thing they are suppose to do. They are your kids, not
theirs.

I know that Kim cut off Dick, but Dick should’ve seperated herself to a SAFE

all the kids are ok!

i would have thought for sure “dick” was running an illegal day care…i see it all
the time in sterling at McDonalds…one mini van one old lady driving and a 20
something passenger…they get out and have 5 babies and 6 toddlers on a road
trip to the local fast food joint….no strollers no car seats no nothing…pay the
price for good day care or suffer the consequences..this is in no reference to the
above business that “dick” is working for…..

Wed, May 04 at 09:41 PM by Go F off:

The ones bickering on here are the same type who involve themselves in road
rage. It is an inferior person who is dead set on controlling someone else. When
they do not gain control, an argument begins. It is obvious that you lonely
people feel that your “last” word will prove your point. There is no difference in
what you are doing here than what these two drivers where probably doing.
They young kid was trying to get around the van and she did not want the kid to
pass her. The kid did and brake checked her. She is at fault. Road rage? Yes!
But without a witness, the only person here going to get fined is the lady.
Everyone wants to play “cop” or authoritative on the road. You all are the same
time to purposely drive slow so you can force the other driver to get PO’d. Get a
life. No one cares about you or your fake BS about being related to the law. You
are no better than the bum off 14th street, just a typical Loudoun county loser.

Wed, May 04 at 07:42 PM by Fight for whats right:

You all should know the truth and what their source is. I happen to know the
truth about what actually happened because i know the business and my child
was in the van and explained what had happened and every kid agreed on what
actually happened. so the Acura was speeding and came close to side swiping
the van, Dick leaned on the horn, which supposedly made Kim mad and though
he was going to teach her a lesson and pulled in front of her and went to the up
coming light which was green and while the light was still green did a dead stop
so close in front of the van that there was no way possible she could have
stopped in time and rear ended Kim. so its not her fault, technically but the
reason that didn’t show up in the report is because overall her word against his
and they would see no legal reason why she would be right since she was telling
the truth. honestly i know her and she loves the kids to pieces and would never
do anything to danger the kids and half of the kids were taken to the hospital for
no other than bruises. and the other kids weren’t hurt almost at all and the
others ended up fine. as for the comments about the she said he cut in front of
her stuff the information in this article came from gee i wonder who…. why
would she write into this article the police cant say anything really neither can
many other people the only person who could of informed the Loudoun times is
guess who the BIASED party Kim. so about the credibility of the after care, they
are a great after care and they are honestly the best after care my kids have ever
been to. they actually help my kids with home work, and they actually bother to
say hello to the kids and ask them how they’re doing today and actually take
care of the kids there. My kids have tried it all, they especially hated the karate
places that put the kids in a room with s movie and then just go talk with each
other in another room,at Fitwize they get involved with the kids and are nice and
take them out to local parks and to gymnastics places and takes them on field
trips every Friday to awesome places like mini golf the movies the moon bounce
place and to the indoor pool. and if they’re saying that this is not taking care of
the kids then they don’t know what they are talking about! all it takes is one
persons lack of driving and/or being mature to give a biased what happened to
ruin a business, and ruin the nice peoples life! ridiculous people, congratulations
somebody career just got ruined because someone cant grow up and tell the
truth and deal with the punishment really. why do people do this stuff!

absolutely ridiculous!

Wed, May 04 at 06:10 PM by come now:

Okay folks….really….you’ve never had one of these nutcases cut in front of you
when there wasn’t enough room because they didn’t want to get in line behind
you? I have seen this multiple times and have seen the rear-end accidents it
causes. Hard to say what really happened here, but to say the accident was
inexcusable is a bit much. Remember when all the rental cars used to have
plates that would start with a “Z” and tourists were getting robbed by folks who
did exactly the same thing (cut in front of them and then slam on their brakes to
cause an accident)? That’s why rental cars no longer have a distinctive lisence
plates. I do, however, wonder if all the kids were in a seat—-seems like a pretty
large number of kids to be driving around.

and truth it is really puzzling why you even care who i am, believe me some that

people make judgement’s about situations they were not involved in and about
people they do not know. and I called laura peters who wrote this article and
informed her of my concerns of people posing as fakes here and spreading
outright lies. I also said my replying to the fakes is most likely inflaming them

come up with to get their jollies.

I know that many licensed daycares have vans that are more like school buses,
with seat belts, etc. My children have been in the Douglass Community Center
Summer Trip Camp program for several years and they are licensed and actually
use school buses, which are stronger and now have seat belts in all of them.
These karate places and dance studios and other camps that run around in
fancy limos, and regular passenger vans are putting our kids at risk. If they
would spend some of the money they spend for vehicle graphics to show off how
“cool” they are and use it on seat belts and safety seats, then our children would
be a lot safer.
