These instructions are for activating Dynamic Frequency and Channel Allocation
(DFCA) in the BSC.
For a description of DFCA, see Dynamic Frequency and Channel Allocation.
For deactivation instructions, see Deactivating and testing Dynamic Frequency and
Channel Allocation.

Before you start


Make sure that the following procedures have been completed before the installation
and activation of Dynamic Frequency and Channel Allocation:
• Hardware is correctly installed, and the A and Abis interfaces are created as
instructed in BSS Integration.
• BSS is synchronised as instructed in Activating and Testing BSS11073: Recovery
for BSS and Site Synchronisation and BSS20371: BSS Synchronisation Recovery
Improvement.
• BSC-BSC interface is installed and configured properly, if needed.
For instructions, see Connecting and Testing BSC-BSC Interface.
• You have a valid Dynamic Frequency and Channel Allocation licence installed.
When installing the licence, the initial state of the feature should be set to
'CONF'.
Note that:
• The DFCA frequency can only be in one DFCA MA list, and DFCA MA lists that
contain adjacent frequencies must be of the same length, when the DFCA MA
lists covers the same geographical area. You must define the DFCA MA lists in
exactly the same way in all the BSCs of the geographical area.
For details, see Requirements for DFCA, section Frequency band management
and frequency layering in document Dynamic Frequency and Channel Alloca-
tion.
• The DFCA does not control interference caused by co-channels and adjacent
channels of the DFCA MA lists which belong to different DFCA MA list groups.
You should take the interference control into account when planning and config-
uring the radio network.

1.1 Activating Dynamic Frequency and Channel Allocation


DFCA is a licence-based application software product. Its use is controlled by a capacity
licence based on the number of TRXs. To activate DFCA, the feature state of the
DFCA must be set to ON.
DFCA needs separate frequencies that are used only for DFCA.

1 Check the licence.

a Check that the licence covering DFCA has been installed (W7I).

2 Modify the frequency lists.

Steps

a Split the available frequency band into two segments of which one is for
regular traffic and BCCH carriers and the other one only for DFCA traffic.

b Create DFCA MA list(s) of the frequencies that were planned to be used for
DFCA activity (EBE).
The DFCA MA list id range is 2001 - 2032.

3 Modify the TRX and BTS parameters.

a Set the DFCA TRX indicator to YES (ERM).

g Only pure TCH TRX(s) can be used for DFCA.
The system does not prevent you from configuring a DFCA BTS in which the
total number of frequencies in the attached DFCA MA lists is less than the
number of DFCA TRXs. In this case, however, all the DFCA TRX capacity of the
BTS cannot be fully utilised. The resource usage in the BTS will be interference
limited as the DFCA channel allocation algorithm prevents overlapping resource
reservations that would cause interference to each other.

b Ensure that all the BCCH frequencies used in the DFCA BTS(s) in the area are
in the active-state BA list (EBC, EQB).
If needed, create a BCCH allocation (BA) frequency list that includes all the BCCH
frequencies used in the DFCA BTS(s) in the area and attach the list to the BTS(s).

c Set DFCA to standby mode (EQM).

d Wait for at least one BIM update period.


During that time, traffic is needed. The mobile stations having ongoing calls send
measurement reports every 0.48 seconds to the BSC, and the BSC produces back-
ground interference matrix (BIM) tables based on those reports. At least 1000 mea-
surement samples per neighbouring cell are needed for an estimation and the
creation of a neighbour-cell specific BIM table entry. The BIM update period can be
printed using the following command.

g To ensure the correct operation of DFCA, you must wait until the BIM tables are
updated before switching DFCA hopping on.

e Make sure that the BIM tables are successfully created by printing out the
incoming interference BIM tables of the DFCA BTS(s) (EQI).

This requires locking the BTS.

1.2 Testing Dynamic Frequency and Channel Allocation


Before you start
Make sure that the following network elements are available:
• 1 MSC
• 1 BSC, supporting DFCA
• 1 TCSM
• 2 BTSs
The BTSs must be synchronised by LMU unit(s) and support DFCA. The BTSs must
be close to each other so that they cause interference to each other for testing pur-
poses.
• 2 TRXs per BTS, where TRX1 is BCCH/SDCCH TRX and TRX2 is pure TCH TRX
• 4 MSS
In addition, two (non-adjacent) frequencies for DFCA.
In this test instruction, the following configuration example is used:
• BTS1 and BTS2
• Both BTSs have TRX 1, where RTSL 0 is combined BCCH/SDCCH and RTSLs 1–
7 are TCHs.
• TRX 2 is pure TCH TRX
Frequencies 512 and 514 are reserved for DFCA.
For ensuring DFCA functionality, there are three measurements:
• DFCA measurement (DFCA)
• DFCA assignment measurement (DFCA_ASS)
• BSC-BSC measurement (BSC_BSC)
The proper measurement period for these measurements is 60 minutes.

ments.

4 Activate data collection for the BIM tables.

a Modify the BIM update period to 10 minutes (EEH).

Expected outcome
Calls are successfully allocated and hopping according to the DFCA MA list. All calls
are reserved for different RTSL and MAIO combinations. Ensure the MA list and the
MAIO by using DFCA ASSIGNMENT measurement.

Unexpected outcome
The BIM tables are empty.

1.3 Activation of the feature BSS20937 “Flexible Frame


number offset”
The feature BSS20937 “Flexible Frame number offset” makes possible DFCA usage
without the frame number offsets (FNO) multiplier 26. When the feature is activated, the
system uses the formula n x 1 to define the frame number offset.
Preconditions
BSC SW version should be S14 EP5.1 or later. It is recommended to set DFCA to stand
by mode. If the changes are done when DFCA is ON, DFCA will not be able to take syn-
chronization into account in two different synchronization modes simultaneously. DFCA
uses the mode in the UTPFIL for all BTSs in the BSC.

UTPFIL. There is no value range checking for this parameter, use only values 0 or 1.0

For a temporary deactivation of Dynamic Frequency and Channel allocation, it is suffi-
cient to set the DFCA hopping mode to standby or off mode.
Setting DFCA to standby mode does not delete the BIM tables from the DFCA BTS(s),
and the BIM update process is not stopped.
Setting the DFCA mode to off mode deletes the created BIM tables and stops the BIM
update process from this DFCA BTS(s).
In addition to the BTS-specific deactivation of Dynamic Frequency and Channel Alloca-
tion, you can turn the feature state of DFCA to 'OFF'.

Steps

1 Lock the DFCA BTS(s) (EQS).


ZEQS:BTS=<BTS identification>:L;

2 Set DFCA mode to off (EQM).


ZEQM:BTS=<BTS identification>::::DMOD=0;

3 Detach the DFCA MA list from DFCA BTS(s) (EQA).

4 Detach the unsynchronised DFCA MA list from the DFCA BTS(s) (EQA).
ZEQA:BTS=<BTS identification>:DUMAL=0;

5 Unlock the DFCA BTS(s) (EQS).

6 Set the DFCA TRX indicator of DFCA TRXs to NO (ERM).


ZERM:BTS=<BTS identification>,TRX=<transceiver
identification>:DFCA=N;

7 Print the incoming interference BIM tables of the DFCA BTS(s) (EQI).
ZEQI:BTS=<BTS identification>;

Expected outcome
The BIM tables are empty.

8 Test the deactivation by making a call to the BTS.

Expected outcome
The call is successful and it is not using a DFCA MA list.

9 Stop the Dynamic Frequency and Channel Allocation related measurements
