0. FOREWORD
0.1 This revised Indian Standard was adopted by the Indian Standards
Institution on 19 July 1962, after the draft finalized by the Paints and
Allied Products Sectional Committee had been approved by the Chemical
Division Council.
0.2 This standard was first issued in 1950 and was based largely on the
interim co-ordinated draft, compiled with the assistance of therepresenta-
tives of manufacturers and of various departments and authorities of the
Government of India, by the Co-ordinating Subcommittee of the No. 5
Standing-Committee on Specifications for Paintsand AlliedStores of the
General Headquarters, India (now Army Headquarters), Master General
of the Ordnance Branch, which was set up in 1942 and continued to
function till 1947. In the study for revision, ample consideration has been
given to compatibility of composition vis-a-vis performance tests and the
examination of all other anomalies. The present revision incorporates
all changes found necessary after the study and the results of
experience gained in the use of the earlier version of the standard during
the last decade.
0.2.1 Full alignment of JSS 3006 Specification- for Paint, PFU,
Priming, Red-lead, Nonsetting, Brushing, issued by the Department of
Standardization, Ministry of Defence, Government of India, has also
been achieved with this Indian Standard as it fully covers the require-
ments prescribed in JSS 3006.
0.3 This standard is one of a series of Indian Standard specifications on
ready mixed paint primers. Other specifications published so far in the
series are:

0.4 Wherever a reference to any Indian Standard appears in this speci&


cation, it shall be taken as a reference to the latest version of thestandard.
0.5 For the purpose of deciding whether a particular requirement of this
standard is complied with, the final value, observed or calculated, ex-
pressing the result of a test or analysis, shall be rounded off in accordance
with IS : 2-1960 Rules for Rounding Off Numerical Values (Revised). The
number of significant places retained in the rounded off value should be
the same as that ~of the specified value in thisstandard.
0.6 This standard is intended chiefly to cover the technical provisions
relating to ready mixed paint, brushing, red lead, nonsetting, primer, and
it does not include all the necessary provisions of a contract,

1. SCOPE
1.1This standard prescribes the requirements and the methods of test for
the material commercially known as ready mixed paint, brushing, red
lead, nonsetting, priming. The material is used for the protection of
structural steelwork.

2. TERMINOLOGY
2.1 For the purpose of this standard, the definitions given in *IS : 1303~
1958 Glossary of Terms Relating to Paints and 71s : 101-1961 Methods of
Test for Ready Mixed Paints and Enamels ( Revised) shall apply,

3. SAMPLING ,

3.1 The supplier shall submit a tender sample packed in three different
containers each containing not less than 0.5 litre of the material.
3.2 Representative samples of the material shall be drawn as prescribed
in 3 of tIS : 101-1961 Methods of Test for Ready Mixed Paints and
Enamels ( Revised ).

4.2 The material shall also comply with the requirements given in TableI.
4.3 The minimum weight in kg/IO litres of this material when tested ‘in
accordance with 25 of $IS : 101-1961 Methods of Test for Ready Mixed
Paints and Enamels ( Revised) is 30. It shall be, however, within
&3 percent of the sample approved against this spicification, if any.
4.4 Water Content - If water is suspected to be present in the material,
it shall not exceed @5 percent when tested as prescribed in I4 of
US: 101-1961 Methods of Test for Ready Mixed Paints and Enamels
( Revised ).

43 Optional Beqnirements - In addition, if agreed to between the


purchaser and the supplier, the spreading capacity, spreading time and
wet opacity shall be determined in accordance with relevant methods of
test as given in *IS : 101-1961 Methods of Test for Ready,Mixed Paints
and Enamels ( Revised ) and the results recorded on the sample offered
for approval against the specification. In the case of supplies offered
against any.approved sample to this specification, these characteristics
shall be within 90 percent of the approved sample.

5. TESTS
5.1 Tests shall be conducted as prescribed in *IS : 101-1961 Methods of
Test for Ready Mixed Paints and Enamels ( Revised ). References to the
relevant clauses of that standard are given in co1 4 of Table I and in 4.3
to 4.5.
5.2 Quality of Reagents - Unless otherwise specified, pure chemicals
and distilled water [see IS : 1070-1960 Specification for Water, Distilled
Quality (-Revised) ] shall be employed in tests.
NOTE-~ Pure ohemicels ’ shell mean ohemioals that do not contain impuri-
ties which sffeot the results of analysis.

6. PACKING AND MARKING


6.1 Packing- Unless otherwise agreed to between the purchaser and the
supplier, the paint shall be packed in metal containers conforming to
IS : 1407-1959 Specification for Round Paint I’ins and *IS : 1549-1960
Specification for Steel Drums and gcgs (Galvanized and Ungalvanized).
6.2 Marking-The containers shall be marked with the name of the
material; manufacturer’s name and trade-mark, if any; volume of the
material; and month and year of manufacture.
6.2.1 The containers may also be marked with the ISI Certification
Mark.
NOTI -The use of the 181 Certi5cation Mark is governed by the provisions
of the Indicm Standards Institution ( Certifioation Marks ) Act, and the Rules and
Re letions made thereunder. Presence of this mark on productr covered by an

Ien Standard conveys the assurance that they have been produced to oomply
with the requirements of that standard, under a well-defined system of inspection,
testing and quality oontrol during production. This system, which is devised and
supervised by IS1 and operated by the producer, hes the further safeguard that the
_produots as actually marketed are continuously ohecked by ISI for conformity to
the standerd. Details of conditions, under which a licence for the use of the ISI
’ Certification BIark mey be granted to manufacturers or processors, may be obtained
from the Indian Stnnderdn Instisution.

6.3 Other details of packing and marking shall be in accordance with the
instructions given by the purchaser, subject to the condition given in 6.3.1.
6.3.1 Each container in which the material is supplied shall be legibly
and indelibly marked ‘ LEAD PAINT ’ in black or white letters which-
ever colour is more prominent, the letters being not- less than 25 mm
high.
6.4 The material when intended for defence purposes, shall be packed
and marked in accordance with Indian Standard code of practice for
packing and marking of packages of paints, varnishes, enamels and
allied productst.

tUnder preparation. Till such time as it is not published, provisions of
JSS 3000 Specification for Packing and Marking of Packages of Paints, Enamels,
Varnishes and Allied Products, issued by the Department of Standardization,
Ministry of Defence, Government of India, shall be applicable.
