Zone 1

The Residential 1 zone is one of a range of special character zones


applied to various parts of the city. Others are the Residential 2, 3
and 4 zones which provide for a combination of buildings and
natural elements.

The Residential 1 zone provides for the survival of the historic form,
buildings and streetscapes in Auckland's earliest established
residential neighbourhoods.
While the zone is applied to a great number of sites in older parts of
the city, there are some streets within the zone which show
particular coherence of form and character. These are classified as
Conservation Areas, and are indicated on the planning maps. They
are subject to additional controls, set out in Part 5C of the District
Plan - Isthmus section.

Planning requirements for building

Planning approval is required to undertake a building project in this


zone, including fencing and walls in front yards. Planning
requirements control the location, extent, form, mass, proportion
and materials of building on a property.

They will ensure that any development does not adversely affect
neighbours or the character of the surrounding area.

When is a resource consent required for building

work?

You will need a resource consent for the following activities:

• new buildings
• most restoration, addition or alteration to the exterior of existing buildings
• most walls, fences or other structures within the front yard

These are Restricted Controlled Activities and they must comply


with the development controls contained in the District Plan
(Isthmus section). Where earthworks are proposed that are not part
of a building that has been consented to, a resource consent will
possibly be required.
The criteria for assessing an application and the relevant
development controls are found in Part 7 of the District Plan
(Isthmus section).

Design guidelines

Any building work must adhere to the Design Guidelines contained


in Annexure 4 to the District Plan (Isthmus section), entitled
"Architectural Design Guidelines". Use of the guidelines will assist
you to gain consent to carry out building work. They also have good
ideas on how to alter your home to suit today’s lifestyle while
retaining period authenticity.

Density

Only one residential unit may be established per site in the


Residential 1 zone as outlined in Part 7.7.2.1 of the District Plan
(Isthmus section). However, under certain circumstances, a large
site may be subdivided to create additional sites. See Part 11 of the
pan for subdivision requirements or contact us for any additional
information and restrictions that may apply.

Coastal requirements

If your property is near the coast it may be affected by a 10m


Coastal Protection Yard or may be located within the Coastal
Management Area. For more details refer to planning map 3 and
Part 5B of the District Plan (Isthmus section).

Building in relation to boundary


The requirements for building in relation to boundary controls can
vary within the Residential 1 zones. Building in this zone must
generally be contained within a building envelope formed by a 3m
and 45° angle on all site boundaries except a road boundary.
However in parts of Herne Bay and Mt Eden a different control
applies.

Refer to Figure 7.3C and Rule 7.8.1.3(a) in Part 7 of the District Plan
(Isthmus section).

Financial contributions

A financial contribution, in land or cash, applies to all new residential


development. Contact us or refer to Part 4B of the District Plan
(Isthmus section) for details on how this is calculated, where
exemptions may apply and in what other circumstances a financial
contribution may be required.

Other requirements

All development and activities in residential zones must also meet


the District Plan's (Isthmus section) other requirements. These
include

• Earthworks and excavations - refer to Part 4 and Part 4A of the plan


• Trees - refer to Part5C
• Parking and loading space requirements - refer to Part 12

Zone 2

Description

The Residential 2 zone is a special character zone that has been


applied to various parts of the Isthmus. This zone seeks to conserve
the landscape qualities of certain residential areas because of their
special blend of buildings and abundant vegetation.
The Residential 2a and 2c sub-zones are applied to areas where
sites and/or buildings are generally large.

The Residential 2b sub-zone applies to areas where sites are smaller


and some areas of State designed housing of the 1930’s and 1940’s.

Planning requirements for building

Planning approval is required to undertake any building in this zone


with the exception of restoration, repair and internal alteration of
existing buildings.

Planning requirements determine the location, form and extent of


building undertaken on a site and in some cases the extent of
landscaping. These controls seek to ensure that any development
does not adversely affect neighbours or the character of the
surrounding area.

When is a resource consent required for building

work?

You will need a restricted controlled activity resource consent for the
following activities:

• new buildings
• most additions or alterations to the exterior of existing buildings

These are Restricted Controlled Activities and they must comply


with the development controls set out in the District Plan (Isthmus
section). In addition a resource consent may be required for
earthworks. You should contact us to discuss any proposals involving
earthworks.
The criteria for assessing an application and the relevant
development controls are found in Part 7 of the District Plan
(Isthmus section).

Design guidelines

Reference is made in the District Plan (Isthmus section) to


"Architectural Design Guidelines" for development in these zones.
These guidelines are contained in the Annexure 4.

Zone 3

Description

The Residential 3 zone is a special character zone that has been


applied to various parts of the Auckland Isthmus.

This zone is intended to protect the appearance of the city's


volcanic cones by ensuring buildings are compatible with the
character of the cones. The Residential 3a sub-zone comprises the
small sites of the earlier established areas. Those in the 3b sub-zone
are more spacious.

For particular details on the requirements outlined in this topic,


reference should be made to Part 7 of the District Plan (Isthmus
section).

Planning requirements for building


Planning approval is required to undertake any building in this zone
with the exception of restoration, repair and internal alteration of
existing buildings. This includes the construction of some fences and
walls in front yards in the residential 3a zone.

density of one residential unit per 1000m2 of gross site area - see

Maximum height

In the Residential 3 zone, height must be measured by the rolling


height method, refer to Part 13 of the District Plan (Isthmus section)
- Interpretations and Definitions.

Most sites within this zone are also subject to additional height
controls to protect views of the volcanic cones. For details, refer to
planning map 3 and Part 5C and Appendix C of the District Plan
(Isthmus section) or contact us.

Zone 4

Residential 4 zone

Description

Only one part of Auckland City is zoned Residential 4. It is an area of


coastal forest as shown in the map below.
