JOB DESCRIPTION

DISTINGUISHING FACTORS:
The employee occupying the position of this class is responsible for general office and accounting
tasks, including secretarial responsibilities. This class is distinguished from lower-level classes by
the difficulty of the tasks, the advanced skills and knowledge required by these tasks, and the
exercise of some independent judgment. The chance of error on the part of the employee could
have serious consequences for the department or public. Work is performed semi-independently
once each major element of the work is understood. Assignments are received in the form of
general outlines of what is to be accomplished and the employee determines the most appropriate
course of action consistent with departmental rules, regulations and procedures. Work is usually
reviewed upon completion for adherence to policies and procedures and for the quality of service
provided to the Finance Department or the public.
JOB FUNCTIONS:
2. Serves as accounts receivable clerk with responsibility over the areas of utilities, as well
as posting and accounts receivable for all City departments.
3. Performs the duties of a cashier for the municipality including receiving cash, checks,
or credit cards in payment for water bills, sales taxes, harbormaster services,
miscellaneous accounts, and other payments; writes receipts; balances cash on hand
with receipts, enters proper account numbers on bills or statements.
4. Prepares correspondence regarding past due accounts in receivables and prepares shut off
listings for approval.
5. Processes all utility updates for utility billing. Works with customers and answers all
questions regarding utility billings.

8. Acts as backup for postage machine, takes statements to post office, adds postage to machine,
and uses stuffing machine.
JOB SPECIFICATIONS
Must be a high school graduate or equivalent (GED) with three years progressively responsible
accounting and office experience. Should have the ability to read, post and make various
mathematical computations quickly and accurately. Must be able to operate a personal computer.
DECISION-MAKING RESPONSIBILITY/AUTHORITY:
Works under the general supervision of the Finance Director or designee with close review of
entries or assignments. Responsible for large amounts of money in preparing bank deposits and
acting as cashier. Must be bondable.
SUPERVISORY AUTHORITY:
None
EXTERNAL VISIBILITY/CONTACT:
Frequent contact with department employees and with the public requiring a well-developed sense
of tact and courtesy.
